For instance, during a videotaped interview, he claims, "I sent the memo, but I never
heard. I kept checking and asking but I never got a response".
e "To this day I’m very puzzled why no-one ever came back and asked for additional
information, asked questions, or even interviewed me. It doesn’t really add up".

Of particular importance, he has also confirmed, "There are a lot of things that are not
in my memo, but there was no response from the Ministry of Defence so I didn’t go
any further with them".

In other words, Colonel Halt asserts that, to his knowledge, the Ministry did not
investigate the official report, most certainly never contacted him to discuss it and as a
result, the Ministry was not aware of all that transpired.

As the Ministry and the RAF did not apparently seek to interview Colonel Halt, or
any of the key witnesses concerned with the reported incidents, how can the Ministry
claim that "all available substantiated evidence was looked at"?

Could you please confirm what evidence the Ministry and RAF did in fact look at.
I would also like to formally request copies of any relevant documentation, for
example, correspondence, minutes of meetings and any final report, which
demonstrate the nature and scope ofthe Ministry and RAF’s investigation.

You express the view that, "nothing has emerged over the last 16~
years which has
given us reason to believe that the original assessment made by this Department was
incorrect".

I am pleased to inform the Ministry that new evidence has now been disclosed and
perhaps the time has come for the public to ask that your Department’s confidence be
reassessed, or explanations offered for the disparity we see between the Ministry’s
stance and that ofthe apparent witnesses.

I enclose for the Ministry’s information the transcript of an interview recently given
by Staff Sergeant Jim Penniston, one of the three security police patrolmen referred to
in the first paragraph of Halt’s official report.

In a solemn and detailed testimony, revealing previously unknown information,


Penniston alleges that an object of unknown origin was corroborated on radar by RAF
Bawdsey, that an object which had apparently landed was then discovered in
Rendlesham Forest, that it was witnessed by base personnel, examined in detail by the
Law Enforcement officer and that it’s appearance was documented, in addition to 36
photographs having been taken.

"There is some confusion about the date. There are two duty rosters,
both of which are dated December 26th, but it was either that night,
the 26th, or the 27th. I reported for work as usual, and at about 6
pm, I prepared for guard mount. The men reported in to Bentwaters
around 7 pm.

"From Bentwaters, we transported over to RAF Woodbridge [Bentwaters’


British counterpart base] in a metro on the back road. It was just
business as usual. Since it was just after the Christmas holiday, we
expected it to be a slow, quiet night.

"About 12:02 am -- I remember that distinctly --


I was dispatched to
the East Gate, which was sometimes referred to as the back gate at
Woodbridge. There, I was told to contact Police 2, which was Airman
First Class John Burroughs and Staff Sgt. Bud Steffans, and that I
would be briefed when I got there.

"Upon arriving at the East Gate, Staff Sgt. Steffans told me that
there was a problem out in the woods. I gazed about 300 meters into
the distance and saw what appeared to be a fire. My first impression
was that we had an aircraft down. I saw orange, red, and bluish types
of glowing light, pretty standard with aircraft crashes. I asked Staff
Sgt. Steffans if he had heard it go down. He told me there had been
no sound, that it didn’t crash, that it had landed. I discounted that
and, after assessing in my own mind what to do, decided we should call
it in to our superiors at Bentwaters Center for Security Control
(CSC).

"I went to the gate shack, phoned in, and spoke with Master Sergeant
J.D. Chandler, who was the on-duty flight chief for both bases. He
asked me to stand by while he contacted the Control Tower at
Bentwaters and also at Woodbridge. While I was talking with Chandler,
the security controller was making contact with Bentwaters Control
Tower, and they, in turn, were in contact with Heathrow Airport’s
Control Tower in London and RAF Bawdsey Eastern Radar in East Anglia.
I was told they reported a bogie about three miles out from Bentwaters
but had lost contact with it 15 minutes previously. The confirmation
that triangulated the radar sighting was RAF Bawdsey. It had been over
Woodbridge, they told me, when it dropped from radar imaging.
"I was still pretty sure it was an aircraft downing at that point and
asked Master Sgt. Chandler for permission to investigate. Master Sgt.
Chandler contacted the shift commander’s office, and within a minute
or so I got the go-ahead to proceed off base with two other security
policemen. We were told to leave our weapons behind, so as to not
violate the Status Forces Agreement with the British. I and Airman
First Class John Burroughs and Ed Cabansag, also an Airman First
Class, got into our Jeep and proceeded out the East Gate, then down
a logging road adjacent to the perimeter. It got too rocky, so we had
to dismount the vehicle.

"Our radios -- the standard Motorola type --
were experiencing a
dampening effect common with atmospheric conditions. Basically they
were breaking up and I was not able to send or recover full
transmissions. At that point, I decided to station Airman Cabansag
there as a radio link, so he stayed by the Jeep to serve as a
communications relay. Airman Burroughs and I then headed on foot
toward the tree line, approximately 50 meters away, beyond which was
a clearing -- which is where the activity, the lights were coming
from."

"As we started getting closer, it was apparent that it was not an


aircraft downing or a crash. We weren’t sure what it was at that
point, so we radioed that information back to Airman Cabansag, who
radioed it back to CSC. We had no outside contact with our IBRs
[radios], with the exception of AirmanCabansag, and he was, by this
point, beginning to break up on the transmissions himself.
"We entered the tree line and moved in about 20 more meters. There was
an object sitting in a clearing. It was emitting mostly white light
at that point, very bright. Both Burroughs and I had to squint when
we looked at it. I found it very strange that there was no sound
coming from the object, but the animals around us were in a frenzy.
We had wildlife running by us, and lots of birds. Outside that noise,
however, there was no other.

"That was when I decided to have Burroughs stay there as a radiolink.


He did not seem calm. He didn’t acknowledge what I was saying, but I
thought he understood. I was more concerned at that moment with what
was going on in front of me.
"As I continued on into the woods, I started seeing the outline of the
object itself. The lights that had just been a blur from 300 meters
away were now definite, distinct colors -- light blue, yellow, and red
-- and they were pulsating. Looking at the silhouette of the object,
I realized it was not a conventional aircraft, meaning that it was not
one that was already published in Jane’s All the World’s Aircraft. It
was no aircraft I had ever seen, and it wasn’t one that I knew any
prototype of.
"I had my notebook and camera while I was out there, so I began taking
notes. This is what I wrote:

Triangular in shape. The top portion is producing mainly white light,


which encompasses most of the upper section of the craft. A small
amount of white light peers out the bottom. At the left side center
is a bluish light, and on the other side, red. The lights seem to be
molded as part of the exterior of the structure, smooth, slowly
fading into the rest of the outside of the structure, gradually
molding into the fabric of the craft.

"As I was taking notes, I also memorized what was in front of me for
what seemed like hours, but was in fact only minutes. Finally, I
unleashed my camera-case cover and brought the camera up to focus. The
air was electric. It made my hair and skin feel as if I were
surrounded by static electricity or some type of energy. I began
snapping photo after photo. It was still eerily quiet."

"I got to within 10 feet of the craft and the clearing where it sat.
I estimated it to be about three meters tall and about three meters
wide at the base. No landing gear was apparent, but it seemed like she
was on fixed legs. I moved a little closer. I had already taken all
36 pictures on my roll of film. I walked around the craft, and
finally, I walked right up to the craft. I noticed the fabric of the
shell was more like a smooth, opaque, black glass. The bluish lights
went from black to gray to blue. I was pretty much confused at that
point. I kept trying to put this in some kind of frame of reference,
trying to find some logical explanation as to what this was and what
was going on. It was dead silent. No animals were even making noise
anymore.
"On the smooth exterior shell there was writing of some kind, but I
couldn’t quite distinguish it, so I moved up to it. It was three-inch
lettering, rather symbols that stretched for the length of two feet,
maybe a little more. I touched the symbols, and I could feel the
shapes as if they were inscribed or etched or engraved, like a diamond
cut on glass.

"At that point, I backed away from the craft, because the light was
starting to get brighter. Still, there was no sound. There was no
physical contact with any kind of life form, but there did seem to be
a life presence. It was mechanical, this ship, and it seemed to be
under intelligent control.

"The next thing I knew, I was standing about 20 feet away from the
craft with Burroughs, who I thought I had left back near the tree
line. The craft moved up off the ground, about three feet, still with
absolutely no sound. It started to move slowly, weaving back through
the trees at a very slow pace, maybe a half a foot per second. It took
about a couple of minutes for it to maneuver itself back to a
distance of about 100 to 150 feet, then it rose up just over the
trees, about 200 feet high. There was a momentary pause -- and then
literally with the blink of an eye it was gone. All with no sound.
That still boggles my mind.

"We thought it had left, but then both Airman Burroughs and I saw the
same array of colored lights maybe a half mile away. So we pursued it,
trying to follow its course as best we could on foot. We only got
about 300 yards into the woods before we turned around. We still had
no radio contact, which I thought was strange. We weren’t even getting
squelch. We went back to the clearing. There, Airman Burroughs noticed
the impression, the indentations in the ground. We found three of
them, all triangular in shape, each about three meters apart. Then I
decided we should head back."

"When we arrived at CSC [Bentwaters Center for Security Control], we
ran into Sgt. Chandler and two or three other security people. They
had had negative contact with us for almost three hours, and they had
been concerned. I remember saying to Sgt. Chandler, ’You’re not going
to believe tonight.’ He said, ’Yeah? If it has anything to do with
what I saw a little while ago, I would believe you.’

"Airman Burroughs and I were then instructed to report to the shift


commander’s office. The assistant operations officer was there to
debrief us. As we stood at attention in his office, he spoke to us in
a very steady, calm voice. He said, ’Can you gentlemen explain to me
what happened out there tonight?’ So we explained, very briefly. We
didn’t tell him any specifics about the symbols or the design of the
craft.

"After a very long pause, and very calmly, while he was tapping his
pencil on the table, he said, ’Gentlemen, what you say you experienced
tonight is no longer able to be reported through Air Force channels.’
He then gave us something of a history lesson on Project Blue Book and
that it was terminated in 1969. Basically, he told us that there was
no official way to report this up. Then he said, ’Some things are best
left unsaid.’ He asked us to keep quiet about it, to forget it
happened.

"That mentality, that mindset and thought process, also caused the
security controller to delete it from the blotter and retype the
blotter entry with a minimal description, something to the effect of
’Investigated aircraft crash off base’ and three or four brief
sentences following. Also, an Air Force Form 1569, an accident and
complaint report, was filled out. Later, I learned that that was what
stimulated Lt. Col. Halt, when he reviewed the blotter the next
morning and after hearing about what really had happened, to insist
something about it be put into the blotter."

"After the debriefing, Airman Burroughs and I were put on authorized


break for six days, so we drove home to Ipswich. I dropped Airman
Burroughs off, then went home, changed clothes, and drove back to
Woodbridge. But first I stopped by a friend’s place in Ipswich, who
was a contractor and painter, who gave me some plaster. Then, I went
back out to the forest and the clearing where the three indentations
left by the craft we had seen were.

"I poured plaster into the impressions left in the ground by the craft
and waited about 40 minutes. Then I pulled them up and put them in the
back of my car, just as Maj. Ed Drurry, the Deputy Security Police
Commander, and the assistant operations officer showed up. They asked
me what I was doing. I told them I was just looking around. They told
me they wanted to do the same.

"I didn’t tell them about making the casts, because I didn’t think it
would be prudent. Later I found out that the deputy base commander,
then-Lieutenant Colonel Halt, had also visited the site later that
same day and noticed that there were traces of plaster around the
impressions, the indentations, and later, much later, I finally
admitted to him what I had done. I needed something for myself,
something to prove to me that this had really happened, really
physically happened.

"The interesting thing about the impressions, or something worthy of


note, anyway, is that the ground temperature at the time was such that
our vehicles didn’t even make impressions on the ground because it was
so cold or frozen, so whatever the craft was, it had to be heavy.
"I had dropped my film off at the base lab for developing, but I never
got them back. I never saw them. I was just told that they didn’t turn
out. I didn’t understand that but was not in a position to push the
issue. The cameras we carried in our vehicles were good ones, used to
photograph people on the perimeter. We were under a high terrorist
threat at the time with the Irish Republican Army (IRA), another
terrorist group known as Black September, and some others, so we used
them frequently as part of our patrol."

"Two days later, there was another, second encounter. I did not go out
on that night. Lt. Col. Halt was sent out to investigate.

After that incident, however, I was directed to report to OSI [Office


of Special Investigations] at 0900 in the morning. I met with a couple
of agents, whom I had known because they had an office on the base.
They debriefed me for about an hour and a half about the incident. It
was an oral debriefing where I basically just told them what had
happened, and they seemed quite content with the information that I
provided them at the time. They seemed to have no problem with the
fact that I had seen a craft".

"In the meantime, Lt. Col. Halt issued his memorandum to the British
Ministry of Defense. I do not find it odd that he didn’t get any
response, for the simple reason that there was no official way of
reporting this kind of thing and so there was no official way for
anyone to react to the upchanneling of information. And quite frankly,
I don’t think anyone suspected or expected the deputy base commander
to shoot off a memo to MoD. I think OSI thought the information was
contained, because no written report had been taken up through U.S.
channels and the debriefings were all taken care of."

"It was a difficult time after the incident. For years afterward, I
would hear the stories within military circles and I never commented
on it in any way at all. Nor did I ever speak to any UFO researchers
or members of the media. Still, I noted with some disconcertment all
of the untruths being discussed, especially in the media starting in
the mid-eighties after the Halt memo was released through the Freedom
of Information Act. I read accounts quoting people who claimed to be
primary witnesses -- and they weren’t -- saying certain events
happened, which they didn’t.

"I was extremely upset by the memo’s release, because the story being
leaked as a result included my name and I was being tied into it. I
had been assured by my senior officers at Bentwaters that at no time
would my name or whatever be used or released outside official U.S.
channels. Of course, they hadn’t released it, but the next thing I
know, it’s being covered on CNN and Unsolved Mysteries and in books
and magazines. Fortunately, I was still in the service and managed to
duck them all. But I was confused. I thought -- and I had been told
that this was a top secret incident. And now all this.
"I had no interest in anything like this before 1980. I always thought
that anybody who had seen strange lights or claimed to have seen UFOs
in the sky was crazy. I am a logical person. Even to this day, I am
still trying to rationalize from previous experience what that craft
was, what happened. But there it is: I mean, I am standing out in the
clearing in the middle of the forest and there is this craft, clearly
triangular in shape, looking like nothing I have ever seen or ever
heard about, and it doesn’t make any sound, and it’s got lights, and
I walk around it and take pictures of it and I even touch it, and
nobody, no country, is claiming it. I am 99 percent certain of one
thing and that is, this craft was definitely not of USAF origin or at
least not that I know of, and nobody I know has ever heard anything
about a craft like this then or now. And what other country might have
such a craft that has those capabilities of maneuvering in tight
conditions in the middle of a forest and all with no sound? That
disturbed me then, and it disturbs me now."

"In a conversation with Colonel Halt in 1990 [he was now a full
Colonel], I asked him about the top secret status of all this in light
of what had happened. He told me then that there was nothing
classified about any of this. The Air Force, you see, has always had
this sort of policy that, ’Yeah, you can talk about this incident or
that incident because technically it isn’t classified, not officially
classified, but -- it’s not a good idea.’ That was always the way it
had been given to me. So I never talked to anybody about this.
However, others have, including some who don’t know what they’re
talking about because they weren’t out there. There’s a lot of truth
to be told here, and that’s all anybody wants to hear is the facts.
To sensationalize it, well. . that’s pointless. It’s pretty
sensational in and of itself what happened.

"For starters, this is one of the most witnessed and best documented
UFO encounters ever, observed from a distance by some 80 people on the
first night and an additional 30 on the second night --
all of whom
were trained observers. This was our profession --
to be observing
situations that might occur. We were on the alert. Our senses were
ready. Out there, we were trained to be sponges, absorbing everything
we saw or heard and documenting it with notes and mentally. Then there
was my camera and the photographs I took, which have to be somewhere.
There were radio transmissions that were heard and a tape of the
deputy base commander’s investigation, which is circulating out there.
Then again, this was an unknown, and there’s a lot of fear about the
unknown.

"At this point, I don’t think I have broken any confidentiality oaths
with the Department of Defense or the federal government. I would not
do that or anything that would jeopardize the security of our Country."

Testimony from Colonel Charles Halt
Deputy Base Commander, RAF Bentwaters/RAF Woodbridge

Abridged from an article by journalist AJS Rayl

Decorated repeatedly for meritorious service, Halt is a graduate of


the Air Command and Staff College and the Industrial College of the
Armed Forces. He holds a BS in economics and chemistry (Virginia
Wesleyan, 1962) and an MBA (University of Hawaii, 1975). A specialist
in fighter interceptor aircraft maintenance, he executed a variety of
high-profile assignments with distinction during his 28-year career,
including prestigious air base commands in Asia and Europe, frequently
working in sensitive relationships with foreign air forces. Many of
these security-conscious postings - as well as his promotion to
colonel - occurred after Halt’s remarkable report, indicating
substantial Air Force confidence in his credibility, despite the
extraordinary nature of his claims.

. . . Two nights later, on December 27-28, as Halt and other officers


and their families were about to begin the main course of a belated
officer’s Christmas dinner, the on-duty flight security officer
arrived unexpectedly, "white as a sheet." He told Halt and Base
Commander Col. Ted Conrad: ’The UFO is back.’ Halt was directed to
investigate.

"Rumors about what Jim Penniston and John Burroughs had seen were
beginning to circulate out of control and I was determined to put an
end to this UFO nonsense," Halt recalls. He headed home to change and
contact a group of men to accompany him into the woods.

It’s not that he doubted Penniston or Burroughs. Halt was, he says,


confident that what they had seen was real and - at the very least -
odd. These were, after all, "fine cops" and he could specifically
vouch for Penniston. In fact, he and Base Commander Conrad had decided
to follow-up, but with Christmas, taking their reports slipped to a
lower priority on the agenda. Now this.

Halt and his men stopped by the disaster preparedness office where
they picked up another man and equipment, including a Geiger counter
and camera. Then they headed by jeep into the woods.

On arriving at the edge of the forest, the on-duty flight security


officer handed Halt a starlight scope (infrared scope for nighttime
viewing) and pointed into the woods. "The area was illuminated, almost
as if there were some type of energy," Halt remembers. "I still can’t
explain that. But at the time, I just thought there had to be some
logical explanation."

After viewing the strange glow through the starlight scope, Halt
selected five or six men and set out for the clearing where Penniston
and Burroughs had reported the strange, unknown object they saw two
nights before.

. As they inspected the clearing, Halt began recording verbal
notes into a microcassette recorder, logging the Geiger counter
readings, measurements of the indentations and descriptions of the
apparent damage that appeared on the nearby trees. The disaster
preparedness specialist, who was also a photographer, snapped
pictures.

Intermittently, whenever possible, Halt updated the Command Post on


his radio. Static was a constant. While they had three radio
frequencies connected to three different control centers - the command
post, the base police, and central security cont~ol (CSC) -
communication often had to be completed by relay. "That was strange,"
says Halt. "There were dead spots outside the base, but we knew where
those were and they were never in this area before."

Past the clearing and through the forest was a fence, marking the
border of a farm. Suddenly, eerie howlings and cries from the barnyard
animals broke the quiet night. Halt and the other men looked up. A
sun-red glowing object was hovering amongst the trees, pulsing in a
most unusual way.

The ruby-colored orb appeared to have a black center, says Halt, but
past that, he couldn’t distinguish a specific shape. It seemed to
about 100 yards away, hovering about 10 to 15 feet off the ground,
slowly maneuvering through the woods. But it was doing something even
more weird than that .

. For the few minutes that they watched the glowing red object as
it moved toward the farm, Halt was startled by what appeared to be
flames leaping from the farmer’s house. The interior of the house
appeared engulfed. "I didn’t know what to think. I was quite
concerned. In fact, we were all quite concerned."

Instinct took over. Halt and his men chased the object up to the
fence, and over into the farmer’s field until it ’exploded’ into five
separate objects and disappeared. Halt quickly realized the farmer’s
house had not been on fire, that the illusion must have been caused
by the object. As they passed by the house, Halt did a quick
inspection to make sure all was okay but thought better of knocking
on the door. "We were foreigners there, and I thought it prudent to
keep our presence low and under the circumstances unknown, since all
seemed to be okay."

Halt and his men eventually backtracked for evidence. "We looked for
any residue or any evidence that it may have burned, dropped or done
to the trees. We didn’t see anything, but keep in mind this was in the
middle of the night and was very dark there. But perhaps, as Jim
Penniston would later report, the strangest thing was the absolute
lack of sound. "I never heard any sound whatsoever, past the animals,
no whirring, humming, buzzing," says Halt. "No sound."

The strange events of the night, however, weren’t over. As Halt and
company continued on, past the farmer’s property, more objects
appeared. Or the same ones reappeared. No one could say for sure.
Whatever they were, they seemed to be under some kind of intelligent
control .

"We’ve crossed the farmer’s field past his house a d across the road,
stumbled through a small stream and went out into a large plowed
field. Somebody noticed several objects in the sky to the north -
three objects clearly visible with multiple-colored lights on them.
The objects appeared elliptical and then they turned full round, which
I thought was quite interesting. All three doing that. They were
stationary for awhile and then they started to move at high speed in
sharp angular patterns as though they were doing a grid search. About
that same time, somebody noticed the south, a similar object, it was
round - did not change shape - and at one point it appeared to come
toward us at a very high speed. It stopped overhead and sent down a
small pencil-like beam, sort of like a laser beam. It was an
interesting beam in that it stayed - it was the same size all the way
down the beam. It illuminated the ground about ten feet from us and
we just stood there in awe wondering whether it was a signal, a
warning, or what it was. We really didn’t know."

. The beam, says Halt, just went away. "It clicked off as though
someone threw a switch, and the object receded, back up into the sky,"
he says. "Then it moved back toward Bentwaters and continued to send
down beams of light, at one point near the weapons storage facility.
We knew that, because we could hear the chatter on the radio."

Halt was baffled. Whatever this object was, wherever it was from, it
must have been under intelligent control. Within a couple of minutes,
it was gone. Perhaps it retreated high into the skies with the other
erratically moving lights up there. It was hard to say.

At around 4:30 a.m., Halt called the investigation off. "It was a cold
winter night," he says. "The wind was blowing, we were wet, and I just
ordered everybody back to the base. I saw no reason to stay out there
any longer. We left those objects up there."

All told, Halt estimates that somewhere between 30 and 40 people


stationed at various places around the dual Bentwaters-Woodbridge
base, saw the object emitting beams that night. And that meant, says
Halt, that this situation had to be dealt with and contained. "The
thoughts running through my mind were: ’How am I going to explain
this. Nobody’s going to believe this. It’s just too ridiculous.’ But
it couldn’t be ignored, because now too many people were involved."

Fortunately for Halt, his superiors did believe him . A copy of his
microcassette recording was taken by Wing Commander Gordon Williams
to a staff meeting of the Third Air Force. The decision: It was a
British matter. "We were to turn it over to the them," says Halt. So,
on January 13, 1981, after taking and reviewing the reports of then
Staff Sgt. Jim Penniston, and Airmen First Class John Burroughs and
Ed Cabansag, Halt wrote the now-famous one-page memorandum and
cross-channeled it to the British Ministry of Defence (MOD).

Halt expected to be contacted about the strange events by a British
representative - military or government. There had, after all, a
violation of British airspace. But that didn’t happen

. What were those objects and where did they come from? Were they
searching for something they left behind? Or for some evidence that
they wanted to destroy, evidence that would prove had been there? Were
they doing reconnaissance work on us? "Immediately down the coast was
RAF Bawdsey, which had done quite a bit of experimental radar work,
and not far from us a secret installation, and further up the coast
was a nuclear power plant. So there were a lot of things that could
have been of interest to somebody else."

Throughout the years, Halt has mulled over and over the possibilities,
considering every conceivable explanation for what they saw, and what
Penniston and Burroughs claim they saw. So far, Halt says, "nothing
works."

Sometimes, Halt appears distressed about not having figured it out by


now. "I gave some thought to the possibility that we had an
experimental craft of some type of hovercraft or stealth object in the
area," he says. "But keep in mind, this was 1980 and technology has
come a long way since then. Everyone I knew or had connections with,
people who work in certain places with lots of interesting things, all
said the same thing - we don’t yet have the technology that can move
at those speeds and maneuver the ways those things did and do the
things those things did and all without sound. We had - and have -
interesting craft alright. But nothing like this."

Now, nearly 17 years after the event, Halt still doesn’t know what he
and his men encountered. He remains as bewildered as the morning after
his fateful trip into Rendlesham Forest .

. Even with FOIA’s release of the Halt Document in 1983, and with
considerable media attention that followed, no satisfactory
explanations have been presented as far as Halt is concerned.

The USAF, meanwhile, has offered no comment on the matter.

Now, in an effort to stop the rumors and objectively, rationally seek


the answer for once and for all what happened on those two nights just
outside of Bentwaters/Woodbridge complex, Penniston and Halt have come
forward to reveal the whole story. "Anywhere there’s a vacuum
something moves it to fill it up," says Halt. "There’s one individual*
who’s traveled around, made the talk show circuit and claims to have
been present for the incidents. He’s what I call a wannabe, someone
who maybe was hanging on the edge, picking up pieces of information.
He’s claimed the wing commander went out and made contact with
holographic aliens and that we helped them repair their craft and all
kinds of things. None of which are true," says Halt.

"It would be more interesting I suppose if there had been some alien
beings, but I never saw any," he says. "I never personally saw even
a definite shaped craft. I wish I had. Maybe I’d have a little better
feel for it. However, I certainly do believe the young airmen who were
out there the first night - especially Sgt. Penniston, who actually
touched the object. What we’re trying to do now is set the facts
straight. We need to keep them straight or we’ll never get the
answers."

"I’ve listened intently to many explanations as to what we saw that


second night or what could have transpired, for the simple reason that
I kept reaching out for that one straw that would explain things,"
says Halt. "But nothing fits everything."

"There was a Russian satellite that I understand did a re-entry," he


continues. "I also understand that several of the large, bright
planets were aligned in an interesting way that night. Some have said
there was a meteor shower, and some have said that we mistook the
whole night’s worth of activities for the rotating beacon on the
closest lighthouse, and the revolving blue light on top of a police
car - as ridiculous as that is. I actually consider the lighthouse as
a possible factor as we were in the woods that night, but it was not
the lighthouse. There’s no doubt in my mind. The lighthouse was
clearly visible the whole time that night."

"None of those explanations explains an object that was moving


horizontally through the trees, that stopped and looked like it was
dripping something, all without sound, then ’explode’ with barely a
sound and break into five separate objects that just disappear in the
sky," says Halt. "Lighthouses don’t move horizontally through the
forest and around the trees. We never saw any civilians or local
police units. We never saw or heard any other activity other than the
anomalies -except the barnyard animals."

As for the indentations in the ground, Halt says, "Rabbit diggings?


In ground that was frozen, that wasn’t even penetrated by our
vehicles? It doesn’t make much sense to me."

And, how about mass hallucination? "It was not a hallucination," says
Halt.. "There were too many parties involved at too many different
locations. There was no missing time, time lapse, no hallucination,
no mass hypnosis."

The idea of psychological warfare doesn’t jibe with Halt either. "The
idea that we or the British would be testing some kind of
psychological warfare just outside one of the most sensitive NATO
bases in Europe, where civilians could possibly be involved doesn’t
make any sense either," he says. "We can do some very interesting
things alright, but some of the men in the weapons storage area saw
the objects in the sky as well as the object th t projected the
pencil-like beam - and they were a mile and a half away, maybe two
from where we were, and I question whether or not they could have been
influenced by some kind of projection. I don’t think so, not at that
distance."

In conclusion, Halt says: "Something unexplained happened. To this


day, I don’t know what it was."

UFO Briefing Document: 2 Cases Of Defence Significance.


Rendlesham Forest, December 27th/28th 1980.

Without doubt the most amazing UFO event in the UK, with full documentary
evidence available and witnesses including the deputy base commander of a
American nuclear armed air base. On the night of December 27th, perimeter guards
at Woodbridge, a joint British/American base, spotted lights in nearby trees of
Rendlesham forest. Believing a plane had crashed, they set out to investigate and
were confronted with an glowing triangular shaped object of metallic appearance,
which then departed at speed. Physical trace evidence in the form of indentations in
the ground were found the next day matching the configuration of the object, as were
abnormal radiation readings. The next night, deputy base commander Lt col.
Halt was called out to the same woods, and witnessed an extraordinary display by
Charles

objects manoeuvring in the forest and the skies above. All the above is in Halt’s
report, a report which could only be obtained THREE years later by investigators in
the USA through the Freedom Of Information Act. Curiously, the MOD denied the
event for years, even though a copy of Halt’s report had been sent to them on January
13th1981. I believe you will find that the issue was raised in Parliament in 1996, but
Nicholas Soames (standing in for Defence Secretary Michael Portillo) stated that the
document was judged to contain "nothing of defence significance". This is
preposterous. If one of the guards (who has gone public) can be believed,
Woodbridge was the secret repository of a massive nuclear stockpile, but even so, to
have the deputy commander of an important base and his men hallucinating or
fabricating such a story should be of serious concern to anyone with a degree of
common sense. To actually have unknown aerial vehicles in the vicinity would surely
then be of paramount interest to the authorities as a serious security violation. I
believe you may have received a copy of a book on this subject "Left At East Gate",
by one of the guards that night, though I am open minded enough to recommend that
you take some of the contents with a pinch of salt. The events he describes may be a
little colourful compared to the reality, but undoubtedly something extremely odd
happened at Rendlesham that cannot be easily dismissed.

Belgium jet fighter intercept attempts.

In 1990 over 2 consecutive nights (30th-31st March), Belgium police and numerous
members of the public reported mysterious objects flying overhead, often described
as large black triangles. The objects were tracked on radar and Belgium Airforce
fighters were scrambled, but every time they achieved a lock with their internal radar,
the objects p.erformed outrageous manoeuvres and escaped at high speed. A general
ofthe Belgium airforce subsequently went on television and showed recordings ofthe
fighter aircraft’s on-board radar tapes which backed up the story. Of course these may
have been American stealth fighters, but this raises two questions.

1 ) Were the American covertly flying stealth fighters over the airspace of an ally in
order to judge the effectiveness of their technology, a serious breach of trust and a

considerable danger to the pilots of the intercepting aircraft and civilians on the
ground?
2) Since the objects performed manoeuvres beyond the scope of our present
technology, how is it the Americans have made such an advance?

As has been pointed out in a book on these events, the reporting system NATO
countries employ would demand that the UK air defences be informed of these
events, yet the previous government insists that no such communication was received.

Furthermore, if there is no interest by American government (as they loudly protest)


in UFO’s, why does a recently declassified distribution list headed "Belgium and the
UFO issue" have a distribution list over 40 lines long, disseminating copies to the
White House, the Joint Chiefs Of Staff, and numerous other major intelligence and
military offices.
A similar document on a Chinese UFO conference (unrelated to the Belgium events)
includes the Defence Intelligence Service at the MOD on its distribution list. Why
would they be interested in what the Chinese thought of UFO’s?
