In order for volunteer fire departments to remain viable and successful, leaders within the service must understand the nature of these departments and their role in maintaining them. In many cases the people chosen as leaders change on a frequent basis. In other place the leaders serve long periods of time. Regardless of which it is, there are certain things which a leader must know in order to be successful in running their volunteer fire department.
With the publishing of this book, it is my intention to provide the reader with the benefit of my five decades of experience in the fire and emergency services.
Dr. Harry R. Carter
Dr. Harry R. Carter currently serves as Chairman of the Board of Fire Commissioners for Howell Township Fire District #2. He enjoyed a 26-year career with the Newark, New Jersey Fire Department where he served as Chief of Training. He also had a 39-year career with the Adelphia Fire Company in Howell Township, NJ, serving as Fire Chief in 1991. He currently serves as company Chaplain and is an active Life Member. He began his emergency service career as a cadet member of the Freehold First Aid and Emergency Squad in 1964. Dr. Carter is a Past President and a Life Member of the International Society of Fire Service Instructors. He is Life Member of the National Fire Protection Association and has served on a number of their technical committees since 1975. He is the immediate Past President of the United States Branch of the Institution of Fire Engineers. He is also a Past President of the New Jersey Association of Fire Districts. A veteran of more than 51 years in the fire and emergency service world, he has authored seven books, co-authored five, edited and written chapters for the Jones and Bartlett text Chief Officer, which was published in August 2011. He has written more than 3,000 magazine, web, and journal articles. He holds a Doctor of Philosophy degree in Business from Capella University, in Minneapolis, Minnesota, as well as five other degrees. He was formerly an adjunct faculty member in the School of Public Safety Leadership at Capella. He is a Past Master of Ocean Lodge #89 of Free and Accepted Masons in Spring Lake Heights. He is a 41-year member of American Legion Post #54 in Freehold, New Jersey and is a Life Member of the Veterans of Foreign Wars Post 4374 in Freehold. He is member of the Church Consistory at the Colts Neck Reformed Church in Colts, Neck, New Jersey.
