Spears, Jr. General Government Building 200 Derbigny Street, 6th Floor Gretna, LA 70053-5850 Fax: 504.364-3704 Honorable Council Member Spears: I am writing to you inasmuch as you are the sole African American member of the Jefferson Parish Council to requesting your assistance. An African American former Louisiana citizen who currently lives in California has been attempting for over a year, with the assistance of her daughter, former Los Angeles Police Officer and now Private Investigator Vickie Frelow, to obtain a marriage certificate in order to qualify for residual payments due to her late husband through his music career. Ms. Dixon is elderly and in poor health, and the authorities in Jefferson County have made her jump through hoop after hoop to no avail. I have posted the details of what Ms. Dixon has been subjected to at: http://janbtucker.com/blog/2012/06/13/justice-in-louisiana/ I believe that I have laid out minimally reasonable suspicion that the authorities of Jefferson Parish have violated Ms. Dixon's rights under 18 USC 241 and 18 USC 242. I am requesting that a formal investigation be launched 1

concerning this matter. I understand that since the initial publication of my blog on the matter, that the Clerk's office has since telephoned Ms. Frelow and asked her to call off her activities which are of course protected from governmental intrusion by the First and Fourteenth Amendments to the United States Constitution. By their very nature, the acts and omissions of the Clerk's office to date fly in the face of the spirit and intent of Article I, Sections 3, 7, 9, and 12 of the Louisiana Constitution.
