Chapter 1

INTRODUCTION TO ARUSHA TECHNICAL COLLEGE


1.1 Arusha Technical College in Brief The institution which has become the Arusha Technical College (ATC), was established in 1978 jointly by the Governments of the United Republic of Tanzania and Germany, under the name of the Technical College Arusha (TCA). The College is located at the Central Business District of the Arusha City which is the Northern Tanzanias centre of agriculture, commerce, trade and tourism. Arusha City is also the Head Quarter of the East Africa Community and is the central point in Africa between Cape Town and Cairo. It is surrounded by famous mountains such as Mount Kilimanjaro and Mount Meru. In addition, it is the door to the worlds great wildlife refuges including Ngorongoro Crater, Serengeti and Tarangire. All these make the location of the College an ideal place for education, training and applied research. Part of the responsibilities of ATC at the time of its inception was to train technicians for three years to the level of the Full Technician Certificate (FTC) in the fields of Automotive Engineering, Civil Engineering, Electrical Engineering, Hidhway Eng/Transport Engineerin and Mechanical Engineering. In March 2007, the name changed to the Arusha Technical College (ATC) through the Arusha Technical College Establishment Order No. 78 as enabled by the NACTE Act No. 9 of 1997. This Establishment Order granted autonomy and elevated the status of the College to a higher tertiary education institution. Following elevation of the status of the College to a higher tertiary education institution and grant of autonomy, the College introduced award of the Ordinary Diploma in the above mentioned programmes and two additional programmes namely: Electronics and Telecommunications Engineering; Civil and Irrigation, Lapidary, Autoelectric and electronics Engineering and Laboratory Sciences and Technology. The College is registered and accredited by the National Council for Technical Education (NACTE) to train technicians and engineers. Currently, the College is undergoing both administrative and Academic transformations

to match with its new structure, roles and functions. The expectations and aspirations of Tanzanians towards ATC are very high as expressed in the National Technical Education and Training Policy of 1996, National Higher Education Policy of 1999 and Tanzania Development Vision 2025 of 1999. The ultimate goal is to transform ATC to a centre of excellence that provides a national and international high-level human resource through exemplary competence based Technical Education and Training. ATC boasts an established reputation as an institution that is widely acclaimed by industry for producing work-ready, competent graduates who can meet the demands of the employers. ATC takes pride in the high employability of her graduates and the appreciations expressed by employers for the excellent quality and relevance of her academic programmes and so ATC seeks to continuously to upgrade support to her students. This Prospectus therefore, describes the main features of the ATC in line with the customers and stakeholders interest. It provides an Outline of academic programmes. It gives important information on the basic requirements, procedures and regulations to be met for one to get admission and graduate at the College, course programmes, course duration and other necessary information. 1.2 Mode of Functioning ATC is governed by the Governing Board consisting of 10 members. The Chief Executive of the College is the Principal who is inline supported by the Vice Principal Academics, Research and Consultancy and the Vice Principal Planning, Administration and Finance, as indicated in Figure 1.1

1.3 Organization of the Prospectus


Outline of the academic programmes currently offered by ATC and the nearfuture plans towards the realization of the mission of the College with respect to training is presented in Chapter 2. Information on procedures and regulations for admission to such programmes and the corresponding fees are given in Chapters 3 and 4 respectively. Chapter 5 presents Examination Regulations which detail the course of action to be taken on all matters related to examinations conducted by the College for programmes leading to the awards of the Ordinary Diploma and the Bachelor of Engineering (NTAs 4-8 levels). Chapter 6 gives structure of academic programmes. Profiles of academic departments including list of academic staff and course modules for academic programmes offered by respective departments are given in Chapter 7. Further, profiles of academic related departments/units are presented in Chapter 8. The inputs of the Prospectus as highlighted above are complemented with some additional general information for the ATC accommodation, catering services available to students, academic calendar and Establishment Order in Chapters 9 - 11.

ACADEMIC PROGRAMMES OFFERED
The College is accredited by the National Council for Technical Education (NACTE) to run and grant awards to successful candidates in technician and Engineering programmes. Awards offered are Ordinary Diploma namely the National Technical Level (NTA) 4 6 and the prospective Bachelor of Engineering namely the National Technical Level (NTA) 7 - 8. 2.0 NVA Programme. 2.1 Basic Technician Certificate and Technician Certificate The Basic Technician Certificate and Technician certificate are part of the Ordinary Diploma. Students who wish to exit or fail to attain an Ordinary Diploma but have successfully fulfilled the requirements for awards of Basic Technician Certificate (NTA 4) or Technician Certificate (NTA 5) shall be awarded the awards qualified for.

2.3 Higher Diploma Is part of the Bachelor degree Students who wish to exit or fail to attain Bachelors Degree but have successfully fulfilled the requirements for the awards of a Higher Diploma shall be awarded the Higher Diploma. (NTA 7)

2.4 Bachelor Degrees in Engineering The Bachelor of Engineering (B.Eng) in Civil and Irrigation Engineering is a six semesters course covered in three academic years.

ADMISSION REGULATIONS
3.1 3.2 NVAMinimum Entry Qualifications for Ordinary Diploma (NTA LEVEL 4-6) Programmes Candidates may join the Ordinary Diploma (NTA LEVEL 4-6) programmes offered by ATC through the Direct Entry Scheme, the Indirect Entry Scheme or the Access Course route.

3.2.1 Direct Entry Scheme In order to qualify for admission under the Direct scheme, a candidate must be a holder of a good Certificate of Secondary Education (CSE) with a minimum pass of C grade in three of the following subjects; Physics/Engineering Science, Mathematics and Chemistry/ English. A good General Certificate in Engineering (GCE) may also be considered. For admission into the NTA LEVEL 4-6 in Laboratory Sciences and Technology programme, qualified candidates must have passed Chemistry and Biology in addition to the above requirements.

3.2.2 Indirect Entry Scheme (Mature Age Entry) Under the indirect scheme, mature candidates who do not qualify under the Direct Entry Scheme may be admitted after sitting and passing for a special entrance examination. In order to qualify for this examination, a candidate must have either one of the following requirements: Be a holder of a good Certificate of Secondary Education or a good General Certificate in Engineering (GCE) with passes in Mathematics and Physics/Engineering Science. A Possession of a Trade Test Grade II Certificate issued by the colleges accredited by the Vocational Education Training Authority (VETA) and an industrial experience of at least two years is an added advantage. In order to be considered for admission into the Ordinary Diploma (NTA LEVEL 4-6) in Laboratory Science and Technology, applicants must be holders of CSE with good passes in Mathematics, Physics, Chemistry, Biology and English.

3.2.3 Ordinary Diploma Bridging Course for NTA LEVEL 4-6 Programmes This is an 8 week course with the objective of improving candidates competence in the field of engineering by bridging their respective gaps. This course leads to the redress Gender imbalance (due to admission of big number of female applicants) and diversification of enrolments by widening catchments areas. There are two categories of candidates that are admitted through this route. (a) Ordinary Diploma Pre-entry Courses for Female Candidates The objective of this programme is to improve gender balance amongst the ATC students by boosting qualifications of potential female candidates who do not qualify under the Direct Entry Scheme (i.e., passed but scored below the prevailing cut-off point) to qualify for admission. Under this programme, a female candidate is required to follow and successfully complete an 8 week bridging course. The subjects covered in the course include Mathematics, Physics, Mechanics, Communication Skills and Computer Applications. Upon successful completion, (passing in all the prescribed subjects), a female candidate will qualify for the Government sponsorship, subject to availability of vacancies. In order to qualify for this Pre-Ordinary Diploma (NTA LEVEL 4-6) Entry Course, a female candidate must possess one of the following minimum qualifications: (i) olders of Certificate of Secondary Education Examination H (CSEE) with minimum pass of D grade in three (3) of the following subjects: Physics/ Engineering Science, Mathematics, and Biology or Chemistry or any other related technical subject. (ii) olders of Certificate of Secondary Education Examination H (CSEE) with minimum D grade passes in Mathematics and E nglish and the National Vocational Training Award (NVTA III) Certificate. rdinary Diploma (NTA LEVEL 4-6) Bridging Programme for O General Candidates

Th is scheme is similar to Pre - Ordinary Diploma (NTA LEVEL 4-6) Entry Course for Female candidates described above but it is mainly aimed to private or third party sponsored students. Under this category, candidates who do not qualify under the Direct Entry and Mature Age Entry Schemes may be admitted after attending bridging course and obtaining pass marks in all the prescribed subjects at the end of course examination.

3.2.4 INDIRECT ENTRY SCHEME (NVA BRIDGING COURSES) This is a ten week special programme for applicants with NVA (National Vocational Award) or equivalent qualification aspiring to join NTA programmes. Successfully candidates will be admitted to NTA Level 4 or NTA Level 5. (a) (b) COURSES OFFERED Th e College offers three years courses leading to Ordinary Diploma (OD) in Mechanical Engineering and Electrical Engineering. ENTRY REQUIREMENTS (i) andidate aiming to be admitted at NTA Level 4 should be C a Holder of Certificate of Secondary Education Examination (CSEE) and posses NVA level II or Trade test II in relevant field recognized by VETA. (ii) andidate aiming to be admitted at NTA Level 5 should be C a Holder of Certificate of Secondary Education Examination (CSEE) and poses NVA level III or Trade test I in relevant field recognized by VETA.

3.2 5 Minimum Entry Qualifications for B. Eng (NTA Level 7- 8) Programmes Currently, Candidates can join the B. Eng (NTA Level 7- 8) programmes offered by ATC through Direct Entry Scheme only. In order to qualify for admission to B. Eng (NTA Level 7- 8) programmes, a candidate must be in possession of a good FTC certificate with an average of minimum pass of C grade or an average of 3 points based on the following conversion scale: A = 5, B = 4, C = 3, D = 2 in the respective field or its equivalent from a recognized institution. Or candidates, who have good National Technical Award (NTA), level 6 or its equivalent as set by the ATC Board. Procedures for Application and Admission

3.3.1 Direct Entry Scheme (a) C andidates are required to submit their application form/letters, attaching certified copies of the relevant certificates i.e. CSEE/GCE, FTC/NTA6/ACSEE, transcripts/ National Examination results slips, as well as 2 personal passport size photographs taken within the last six months.

All application forms with all necessary requirement/ certificates are processed by different boards and finally selected applicants are notified. (c) A ll applications must be accompanied by a non-refundable application fee of Tsh.10,000/= in the form of Open Postal Order or Telegraphic Money Order payable to the Principal of the Arusha Technical College or paid directly to the Principal, at the Colleges Accounts Office as application fee.

(d) e closing date for receiving dully filled application forms is Th strictly on the 1st of March of each calendar year or as advertised. Th e applications are scrutinized and ranked according to the performance in terms of qualifications. The B.Eng applicants who appear in the ranking list above a cut-off point shall be eligible for admission and consideration for Student Loan Scheme, subject to meeting loan conditions and availability of such an offer. The remaining applicants who are below the cutoff point but have attained good results may be recommended for admission as private candidates.

(g) D (NTA Level 4-6) Evening Class Programme: This program is O meant for qualified candidates who pursue studies after working hours. The program is run in the evenings starting at 4.00 pm to 8.30 pm, Mondays to Fridays and on Saturdays from 8.00 am. to 1.00 pm or as scheduled.

3.3.2 Access/Bridging Course Scheme (a) D ates for Access/Bridging Courses are advertised in local newspapers. Tentatively, this Course starts within the month of May of each calendar year. (b) andidates are required to submit their application letters, attaching C copies of relevant certificates i.e. Certificate of Secondary School Education (CSSE) and Advanced Certificate of Secondary School (ACSSE). A ll candidates selected for the Access/Bridging course are required to pay prescribed tuition fee before they can be allowed to attend classes. For the Pre-entry Female candidates, the College contributes a certain portion of the prescribed tuition fee as described in the Advertisement of the respective courses.

3.4

Other Important Information Related to Admission

3.4.1 R registration All selected candidates are required to register within the first two weeks of the academic year after they have paid prescribed fee Specifically, the deadline for registration of first year students is two weeks from the first day of the orientation week, while for continuing students it is the Friday of the second week after the beginning of the First Semester session. A student who fails to register within the Specified time will loose his/her student status and be discontinued from studies.

3.4.3 During registration every student must produce the following documents: (a) Joining Instructions sent to him/her (b) A duly filled acceptance form to abide by the College Rules and Regulations (c) A duly filled medical examination form (d) ll the original receipts / pay in slips of the money paid to the A College through the Bank (e) passport size and 2 stamp size photographs recently taken. 2

(f) ll foreign students are required to apply for residence permit from A their nearest Tanzania Embassy or High Commission before they depart for Tanzania. Every student shall report at the College at the beginning of the semester and on a prescribed date by the College. Any student who fails to report at the College on the prescribed date but reports not later than seven days from the date of reporting and without showing any reasonable cause for the failure to do so, shall be given a written warning from the Registrar. Any student who fails to report at the College within fourteen (14) days from the prescribed date shall loose his/her admission. Students who have been selected but cannot register at the College for any reason cannot defer the admission to the next academic year. Such students need to apply afresh. Students who have postponed studies will be required to report at the College at the corresponding time/date and semester similar to that one she/he left. No change of names by students is entertained during the course of study at the College. Names appearing on the original academic certificates shall be used.

3.4.8

No student is allowed to change course, except in very exceptional circumstances. In the latter case, no student is allowed to change course later than the Friday of the second week after the beginning of the first semester session of the first year.

3.4.9 No student is allowed to postpone studies after commencement of an academic year except under special circumstances. Permission to postpone studies is considered after producing satisfactory evidence for the reasons of postponement and written approval from the sponsor. 3.4.10 Students shall be allowed to be away from studies for a maximum of two academic years if they are to be allowed for re-admission to the same year of studies where they left. 3.4.11 Students discontinued from studies on academic grounds may be readmitted to a different programme in the immediate next academic year or in the same programme after lapse of two years. Students discontinued from studies on disciplinary grounds are barred from re-admission to any programme at the College. Students discontinued from studies are deregistered and loose Sponsorship if government sponsored.

Chapter 4 Fees and other Financial Requirements


4.1 General Information Apart from Tuition and Examination Fees, each student is required to pay for the following:

4.1.1 Registration Fee A ll selected candidates will be required to register annually and pay a registration fee of TZS 3,000/= only per year.

4.1.2 Caution Money E ach student is required to pay TZS. 10,000/= as Caution Money. The money shall be refunded upon completion of the course if he/she was not involved in any loss or damage of the Colleges properties. Where losses/damage exceeds TZS 10,000/=, the student shall be asked to pay the difference.

4.1.3 Identity Card E ach student is required to come with two recently taken stamp size photographs and TZS. 1,000/= for the cost of Identity Card. This amount is paid once. Replacement for a lost Identity Card shall be done after obtaining a loss report from Police Station and payment of TZS. 10,000/=

4.1.4 Membership to the ATC Library Every ATC registered student must be a member of the ATC Library. Membership subscription fees for every student is TZS 5,000/= each year. 4.1.5 Membership to the ATC Students Organization E very ATC registered student is a member of the ATC Students Organization (SOATECO). Membership subscription fees for every student is TZS 10,000/= each year.

4.1.6 Students Relief Fund E very ATC registered student is required to pay a total of TZS 5,000/= as a contribution towards students relief fund.

4.1.7 Medical Insurance E very ATC registered student is required to have medical/health insurance cover or pay TZS 50,400/= for health insurance to the National Health Insurance Scheme. Evidence of payment of health insurance cover is required before registration.

4.1.8 Accommodation in ATC Hostels A ccommodation to the ATC Hostels is a privilege. Government Sponsored Ordinary Diploma (NTA level 4-6) Students seeking accommodation in the Colleges hostels are required to bring with them: cups, spoons, forks, bed sheets, pillows, and blankets. The College has mattresses, which are hired at TZS 5,000/= only, per academic year. A corresponding bed is hired at TZS 2,000/= only.

4.1.9 Evidence of Sponsorship A ll privately sponsored students are required to produce verifiable evidence of sponsorship from the respective sponsors/ organizations/parents/guardians during registration process. Specific Information on Students Sponsorship S tudents pursuing Ordinary Diploma (NTA level 4-6) programmes may join the College under Government sponsorship or as privately sponsored candidates. Whereas students pursuing Bachelor of Engineering are advised to apply for loan from the Higher Education Students Loan Board (HESLB) or third party.

4.2

4.2.1 Fee structure for students pursuing Ordinary Diploma (NTA level 4-6) Th e fee structure for Government and Private sponsored students pursuing Ordinary Diploma (NTA level 4-6) programmes is as shown in Table 4.1 and 4.2 respectively. 4.3 Payment of Tuition and other fees to the College


Sponsors are required to pay full tuition and other fees payable directly to the College before the respective students are registered and start studies. All fees and other payments payable to the College should be paid through the National Microfinance Bank, Account Name: TCA Students Services A/C, account No: 4082517105. Original Bank pay in slips should be presented before registration. Fees once paid will not be refunded. In special cases where payment by installment is allowed, no student is registered for the final examination at the end of the semester or awarded a certificate by the College unless he/she has fully paid the relevant dues.

Chapter 5
GENERAL EXAMINATION REGULATIONS
5.1 Introduction Progression of students from one NTA level to the next level; the general fate of students and the conduct of examination are guided by approved College Examination Regulations. Students are required to sit for examinations according to the College Examination Regulations. These regulations shall apply to the accredited programmes leading to the awards of NTA levels 4, 5, 6, 7 and 8 with effect from academic year 2010/2011. Definitions Candidate means any person registered for College examination. College means Arusha Technical College. Continuous Assessment (CA) means any form of evaluation made during the cause of the academic years such as classroom test, homework, project and field attachment which contributes to the final score in examinations. Cumulative Grade Point Average (GPA) means the summation of grade points of all credit modules divided by the total number of credit hours taken by a student beginning from his/her admission till the last examination held. Examination means class test, assignments, project work, mid semester examination, supplementary examination and end of semester examination. Examiner means any person appointed to conduct examinations. Instructor means teacher, tutor, lecturer or professor.

Make-up test means any test given to a student after failing regular test in a particular module. Module means any independent package of learning related to an academic programme studied by a student for a fixed number of hours during a semester that can be credited towards the final award at any given level. Programme means the totality of modules offered towards the award of certificates.

GENERA EXAMINATION REGULATIONS

Re-do means to repeat the modules including Continuous Assessment and End of Semester Examination. Semester means an academic period in which one set of course modules in each discipline is offered and examined. Student means any person admitted for any course of study conducted by the College. Special Examination means an examination administered to candidates who failed to do a specified number of modules during regular examinations by reason of illness or other special circumstances. Supplementary Examination means an examination administered to candidates who failed to obtain a pass in the specified number of modules during regular examinations. 5.3 Statutory Examination Power The Arusha Technical College (ATC) is empowered to make regulations governing the conduct of examinations through Arusha Technical College Establishment Order of 2007 in Government Notice No. 78. Primacy of College Examination Regulations The College Examination Regulations take precedence over any other regulations including those of external or professional bodies unless variation is specifically permitted by the ATC Governing Board.

5.5

Cognizance of Examination Regulations By registering as ATC student, every student is deemed to be cognizant of and to have agreed to abide by the examination rules set out in these regulations. Examination Regulations

5.6.1 Eligibility for Examination (a) (b) No candidate shall be eligible for any examination unless he/she

(i) has paid to the College of all required or prescribed fees. (ii) has done Registration into a programme of study or module. (iii) as successful completed prescribed Continuous Assessments h (CAs). N o candidate shall be eligible for any examination in any module unless the candidate has undertaken and completed the module by attendance of at least 80%. S tudents sitting for supplementary examinations, special examinations may register for any number of modules on offer during each semester and in accordance with applicable prescribed conditions.

5.6.2 A assessment of a Candidate Unless it is specifically stated in the module description, the assessment of a candidate shall be as follows: (a) C ontinuous Assessment, which may include: assignments, homework, practical/laboratory work and tests shall carry a weight of 40%. The end of semester examinations shall carry a weight of 60%.

5.6.3 Conditions for Passing a Module The final assessment mark for each student in a module shall be determined on the scale of 0 to 100%. Grades will comply with the College Grading System (Table 7.1). Unless it is specifically stated in the module description, the assessment shall be as follows: (a) F or NTA Level 4 and 5, the pass mark for each module shall be 50%. That is a candidate should score at least 20 marks out of 40 marks in continuous assessment and 30 marks out of 60 marks in the end of semester examination. F or NTA level 6, the pass mark for each module shall be 45%. That is a candidate should score at least 18 marks out of 40 marks in continuous assessment and 27 marks out of 60 marks in the end of semester examination. F or NTA level 7 and 8, the pass mark for each module shall be 40%. That is a candidate should score at least 16 marks out of 40 marks in continuous assessment and 24 marks out of 60 marks in the end of semester examination. I n consultation with the module Instructor, a candidate who fails in the continuous assessment of any module, shall be allowed to do one make-up test or assignment to improve his/her performance. All make-up tests shall be done before the commencement of the end of semester examinations. A candidate who fails in the continuous assessment shall be deemed to have failed the module and will be barred from sitting for end of semester examination. A candidate who is barred shall be given an F grade for the respective module and shall be required to re-do the module when next offered. A candidate who is required to re-do the module shall have to do both Continuous Assessment and End of Semester A candidate who fails the end of semester examination shall be deemed to have failed the module and shall sit for supplementary examination.

5.6.4 Absence from Examination (a) A candidate who absents oneself (unauthorized absence) from any examination without compelling reasons shall be discontinued from studies. A candidate who goes out of the examination room, without authority or permission of the invigilator shall be discontinued from studies. A candidate allowed to be absent (authorized absence) from the end of semester examinations shall be awarded an incomplete grade abbreviated I and shall have to sit for special examination(s) when next offered. A candidate who fails to submit assignment(s) given without compelling reasons shall be considered to have attempted such assignment(s) and shall be awarded a zero mark. A candidate, who, being ill or otherwise incapacitated, decides to sit for end of semester examinations shall be responsible for the results.

5.6.5 Approval of Examination Results The approval of results shall be as follows: (a) (b) (c) C ontinuous Assessment results shall be approved by the Departmental Academic Committee. Th e end of semester examinations results shall be provisionally approved by the College Academic Committee. The final results shall be approved by the College Governing Board.

5.6.6 Publication of Examination Results (a) Th e results of candidates in every examination shall be published provisionally by the Registrar soon after their consideration by the College Academic Committee.

Th e final results of candidates in every examination shall be published after the College Governing Board has confirmed them. Th e published results will indicate the registration number, grades obtained by the candidate in each module and GPA. Th e answer booklets shall be maintained for a period of at least one year from the date of publication of final results and shall thereafter be disposed of in the manner as may be determined by the College Academic Committee. I t is the responsibility of the candidates to maintain awareness of academic performance including examination results and examination dates.

5.6.7 Conditions for supplementing (a) A candidate who fails in one or more modules and having passed at least 60% of total modules shall be allowed to do supplementary examination or the failed modules provided the overall Grade Point Average (GPA) is not less than 2.0. S upplementary examinations shall be conducted within such time after the date of declaration of the overall semester results as the College Academic Committee may determine. A candidate, who sits for his/her semester/special examinations at the time of supplementary examinations as his/her first sitting, shall sit for his/her supplementary examinations in the next semester examination session. W here a candidate has passed by virtue of supplementary examinations, he/she shall be awarded a pass grade C.

5.6.8 Conditions for Special Examinations (a) S pecial examinations may be granted to students who, by reason of illness or other special circumstances, have been unable to sit or complete an examination. Satisfactory evidence of such illness or circumstances must be produced and approved by the College Academic Committee.

A candidate who appears for special examinations under this regulation shall be treated as sitting for the examinations for the first time. S pecial examinations shall be conducted at a time coincident with supplementary examinations or any date as determined by the College Academic Committee.

5.6.9 Repeating an Academic Year (NTA Level) There shall be no repetition of an academic year or NTA Level.

5.6.10 Conditions for Discontinuation (a) A candidate who fails to pass at least 60% of total modules at the end of the academic year and gets a GPA less than 2.0 shall be discontinued from studies. A candidate who fails more than three (3) modules in supplementary examinations shall be discontinued from studies. A student who fails the supplementary examination of the redo modules shall be discontinued from studies. Any candidate caught cheating in any way including plagiarism during any examination shall be discontinued from the College (cf 6.16). A bsence from any examination without compelling reasons communicated before commencement of the examination shall lead to discontinuation. E ntering in the examination room with any un-authorized material shall lead to discontinuation (cf 6.15, 6.16).

5.6.11 Conditions for Readmission (a) A candidate who has been discontinued on academic grounds shall not be readmitted until after two years and the year to be readmitted, shall be determined by the College Academic Committee. R eadmission shall be determined by completion of qualifying test/interview or any other procedure as will be determined from time to time. However, this privilege shall not apply to students discontinued on non-academic matters.

5.6.12 Academic Appeals (a) A ll the appeals concerning Continuous Assessments shall be forwarded to the Head of Department (HOD) and shall be settled by the Departmental Academic Committee one week before the commencement of end of semester examinations. A s soon as the College Academic Committee releases the end of semester examination results, any candidate who has valid ground for appeal shall lodge his/her appeal with the Principal within twenty one (21) days counted from the day of release of provisional results. A ppeals shall be on valid grounds, in written form (Appendix1), and accompanied by relevant documented substantive evidence. E ach appellant must pay a non-refundable prescribed fee for each module he/she is appealing in order for his/her appeal to be processed. U pon receiving such an appeal the Principal may seek advice from the Deputy Principal Academics, Research and Consultancy as it may deem appropriate and make a recommendation, which shall be tabled at the next meeting of the College Academic Committee. Th e Principal may, if in his opinion there is a prima facie case, appoint an Appeals Sub-Committee to hear the appeal and make a recommendation that shall be tabled at the next meeting of the College Academic Committee. A ny candidate aggrieved by the decision of the College Academic Committee may appeal to the Chairperson of the Governing Board. Th e decision of the Governing Board shall be final. The decision will be communicated to the concerned individual candidate through the Principal. N o mass action by students shall be entertained in academic matters.

5.6.13 Postponement of Studies (a) A student may be allowed to postpone studies for reasons of proven continued illness supported by a doctors medical certificate, or for any other reason, which in the opinion of the College Academic Committee is strong enough to prevent one from pursuing studies effectively. Th e maximum period for a student to postpone studies is two academic years except that at the expiry of the first academic year a student must seek for a second postponement afresh. U pon readmission the student shall have to pay the current College fees

5.6.14 Examination Irregularities Any act of verbal communication and/or gesturing, having and/ or using any un- authorized material, exchanging answer scripts, causing disturbance in/near any examination room, going out of the examination room without permission, involving oneself in leakage of examinations, plagiarism and any other act in the course of the examinations which contravenes the provisions of these regulations, altering information in marked scripts, shall constitute cheating and will be an irregularity for the purpose of these regulations. 5.6.15 Examination Room Rules (a) (b) (c) (d) (e) C andidates should make sure that they have been issued with examination numbers before examinations commence. A ll candidates must display their identity cards on the top of the desk throughout the examination period. C andidates must acquaint themselves with the sitting arrangement for their respective examination in advance. N o candidate shall be permitted to enter the examination room after the elapse of 30 minutes from the commencement of the examination and no candidate shall be permitted to leave the examination room until 30 minutes have expired. 5.6.16 Disciplinary Action (a) A n invigilator(s) finding a candidate cheating shall inform him/ her of the irregularity and submit written report to the Registrar (Appendix 2). R efusal by a candidate to sign a written report form shall mean admission of guilty of an examination irregularity. I n all cases of examination irregularities, the candidate shall be allowed to continue with the examination while his/her case is being pursued. A ny candidate who has been found guilty of an examination irregularity shall receive a disqualification grade abbreviated Q and shall be discontinued from the program of study forth with and can never be readmitted.

5.7.3 Academic Audit Unit for NTA Levels 4-8 Programmes Academic Audit Unit for programmes leading to the awards of NTA levels 4-8 shall be one academic year.

5.7.4 P rogression and Awards (a) A candidate who satisfies the examiners by attaining the pass mark in all modules in an academic year shall: (i) n the case of years other than the final year, be eligible to I proceed to the following year of study (or subsequent level). (ii) n the case of NTA Level 8, be eligible for the award of Bachelor I of Engineering; NTA level 7, be eligible for the award of Higher Diploma, NTA Level 6, be eligible for the award of Ordinary Diploma; NTA Level 5 be eligible for the award of Technician Certificate and NTA Level 4, be eligible for the award of Basic Technician Certificate. (iii) igher Diploma, Technician Certificate and Basic Technician H Certificate shall be awarded to a student who exits at the corresponding level only.

N TA 7 students may be allowed to carry over the failed first year modules while doing their second year (Semesters III and IV). The maximum number of modules to be carried over shall be three (3).

Chapter 6
STRUCTURE OF ACADEMIC PROGRAMME
6.1 Overall Structure Each programme has modules that spread over two semesters. Each academic year has two semesters. The first semester consists of 17 weeks and the second semester consists of 17 weeks for classroom activities and 10 weeks for Industrial practical training. Therefore the whole programme has a total of 44 weeks of study for the fulltime attendance mode. 6.2 Curriculum Overview

STRUCTURE OF ACADEMIC PROGRAMMES

6.2.1 Fundamental Modules They provide a range of basic skills, knowledge and principle appropriate for a graduate in all the fields of engineering as well as for the underpinning and effective study of the main theme of the programme. They also provide a viable foundation for further studies and lifelong learning. 6.2.2 C ore Module Modules associated with the core studies provide the development of the main theme of the programme. They broadly represent the main areas of activity in the respective disciplines, and the in-depth treatment of them will enable graduate to rapidly become effective technicians or engineers in the industries associated with the discipline. These modules are taught with fundamental ones so as to enable students gain an appreciation of the nature and complexities of real engineering systems. In order to achieve an integration of these modules there will be considerable use of mode of integration of laboratory, workshops, fields, lectures and assignment work. In addition, case studies will be used in the module 6.2.3 Elective Module Elective modules provide an opportunity for in depth study in specific subjects to level not possible in the core modules and thereby present a greater intellectual challenge. Also they give students the ability to work within a multidisciplinary team/task.

6.3

Mode of Training The two major parts of training, the theoretical and practical parts carry almost the same weight. The former part is conducted in the college class rooms while the later is carried out in the well equipped college workshops and in industries as industrial training. At the end of each academic year, students attend industrial training for ten (10) weeks. The main purpose of the industrial practical training is to give the students a chance to apply what she/he has learnt at the college in industry and to make him/her appreciate the real working environment which he/she will experience after completing his/her studies.

PROFILES OF ACADEMIC DEPARTMENTS
7.1 Automotive Engineering Department The department offers Ordinary Diploma Certificate in Automotive and Auto Electronics and Electronic engineering under the National Technical Award (NTA) framework. The curriculums used in the department are modular in structure; competence based and meets the challenges of current technological developments. The competence based education and training (CBET) emphasizes on learning outcomes, which demonstrate competencies knowledge and practical skills required for a particular task. The department is also now preparing to offer a new programme in Heavy Duty Equipment Technology and at diploma level during the 2013/14 academic year. Evening classes courses for students who wish to sit for National Vocational Awards (NVA) Level 1 to 3 in Automotive Technology are also offered. Th e Department has adequate resources to run its programmes, which include well equipped laboratories/workshops and classrooms, 10 teaching staff and 1 technical support staff. One member of staff is on study leave.

Th e Department has introduced a new undergraduate programme of Civil and Irrigation Engineering in the academic year 2010/2011. The Ordinary Diploma Programme in Civil and Irrigation Engineering started in the Academic year 2011/2012. The programme is a multisector programme, which is designed to train graduates who will serve both irrigation (agricultural) sector and construction industry. The Department has adequate resources to run its programmes, which include well-equipped laboratories/workshops and classrooms, 17 teaching staff and 4 technical support staff. 7.3 Transportation Engineering Department The Transportation Engineering encompasses a wide range of knowledge covering the planning, design, construction and management of transportation facilities. The graduate is expected to supervise construction work such as roads, bridges, track laying, docks and harbours. Also the graduate is expected to carry out tests on soils and road materials to determine their suitability for road works. The graduate should be able to undertake survey for road works, bridges and railway projects. The programme aims on providing skills and knowledge that are vital to employers and other stakeholders, to entice self-realization and skill that enable graduates to be self employed. Besides the training the department provides consultancy on testing construction materials to the community around the region. The Department has adequate resources to run its programmes, which include well-equipped laboratories/workshops and classrooms, 7 teaching staff and 1 technical support staff members.

7.4 Electrical Engineering Department


The electrical engineering department was established in 1978 with electrical engineering as sole discipline enrolling three years full technician certificate course (FTC) Students up to 2004. The department started implementing market driven, modular, and competence based education and training (CBET) system as from July2005 to date replacing former system. CBET, a three year course is focused on learning outcomes that demonstrate competencies in knowledge and practical skills that are career or task oriented, leading graduates to National Technical Awards (NTA) namely NTA Level 4 (Basic Technician Certificate), NTA Level 5 (Technician Certificate) and NTA level 6 (Ordinary Diploma). Student is promoted from lower level to higher level after successful completion on that level. The department introduced Electronics and Telecommunication engineering discipline in 2007 boosting the enrolment of students in electrical engineering department from 34 in 2006 to 64 in each subsequent academic year.

In academic year 2012/2013 department introduced another programme of Electrical and Biomedical Equipment Technology discipline. The Goal of this programme is to furnish technician trained to the highest standards in the field, who are capable of diagnosing, calibrating, and repairing the sophisticated and rapidly evolving biomedical equipment in hospitals, medical clinics as well as electrical systems. Current situation indicate that, non-working equipment in some hospitals reached to 80% caused by lack of expertise in this carrier. The department has adequate resources to run its programmes which include well equipped laboratories, workshops, classrooms, 22 academic staff and 4 supporting staff. Currently the department has outsourced teaching staff to make sure that all programmes run smoothly Besides the training the department provides consultancy on renewable energy, motor rewinding and design of welding Machine and Biomedical Equipment repair, Calibration and maintenance.

7.5 Mechanical Engineering Department The Department offers training programme leading to Ordinary Diploma (NTA Level 6 Certificate) in Mechanical Engineering. Upon successful completion of the training, the graduate is equipped with skills and knowledge to be able to repair and maintain machines and equipment in industries. The students will also be able to do some design and manufacture spare parts and machines in a modernworkshop and perform supervisory and managerial works. The department also offers various tailor-made courses and consultancy services to various institutions and individuals in the country. The Department has adequate resources to run its programmes, which include well-equipped laboratories/workshops and classrooms, 12 teaching staff and 5 technical support staff members. Currently the department has outsourced a total 3 teaching and technical staff to make sure that all programmes run smoothly.

7.6 General Studies Department


Introduction The General Studies Department (GS) is a supporting department to the engineering field offered at Arusha Technical College. It offers subjects that are fundamental to engineering, these include: Advanced Mathematics, Physical Sciences, Communication Skills, Entrepreneurship and Development. The department also offers computer applications through its computer section. The section has three computer laboratories with average capacity of 30 students each that offer training to students in various application software such as Basic computer applications, Window operating system, Word processing, Spreadsheet, Database, Presentations, Internet applications, and computer networking. Other field Specific applications include Auto CAD, Matlab, and Programming language (C++) Mathematics and Physical Sciences are tools for technological development in the different engineering disciplines.

On the other hand, Computer Applications, Communication Skills, Entrepreneurship and Development are equally important in making the learners aware of the need for scientific and technological advancement for the development of the nation and the human race as a whole these modules also provide them with skills for standards of scholarship in communicating widely both verbally and in writing. Furthermore the GS Department offers course that lead to Basic Technician (NTA Level 4) in Laboratory Sciences and Technology, Technician (NTA Level 5) in Laboratory Sciences and Technology as well as Ordinary Diploma (NTA Level 6) in Laboratory Sciences and Technology. The main focus of the Department is to impart basic tools and concepts for analysis and management principles, to instill problem solving attitude, and to develop social and scientific skills needed for technological advancement. The Department is on the process to establish a new program in Librarianship. Another Departments goal for the next 5 years is to establish new programs including Bachelors in Business Management and Administration. 7.3 Information Communication Technology Department The department offers Ordinary Diploma (NTA Level 4-6) in Computer Science and Information Technology under the National Technical Award framework. The curricular used in the department are modular in structure; competence based and meets the challenges of current technological developments. The competence based education and training (CBET) emphasizes on learning outcomes, which demonstrate competencies knowledge and practical skills required for a particular task. 8.1 Continuing Education Department The Department of Continuing Education Offers part-time courses in Science and Technology. Primary school leavers as well as secondary school leavers have a chance to follow our programmes for a duration ranging from one to four years. The Northern Zone VETA Board has granted ATC preminary registration in category B from 5th June 2012 to 5th June 2013 to provide VET Skills in different Occupation. Training in NVA levels I-III at ATC is Coordinated by Continuing Education Department . C ourses Offered by the Continuing Education Department Courses that are offered are divided into two major groups; which include long courses and short professional and tailor-made courses. Long Courses The long courses are further subdivided into part time Ordinary Diploma courses (NTA 4 - NTA 6) and part time National Vocational Training Award courses (NVTA 1 - NVTA 3).

GENERAL INFORMATION
9.1 Accommodations

Currently the College has a limited number of rooms in its three hostels of which two are for male and the third is for female students capable of accommodating 348, 260 and 200 students respectively. Provision of accommodation place is a privilege. Currently, Campus accommodation is obtained upon application by fulltime B.Eng students who are required to pay a prescribed accommodation fee. As for OD students, campus accommodation is a privilege provided to the Government sponsored students. This privilege can be withdrawn in the event of the breach of the College Hostel accommodation. Students accommodated at the College hostels must observe rules and regulations applicable to the Colleges hostels. These include, but not limited to, the strict requirement for all students to vacate their rooms and handover their room keys to the Warden/Matron during vacation and Industrial Practical Training periods as well as not to cook in hostels.

The College has a cafeteria, which has a sitting capacity of approximately 500 people at a time. Services provided by the cafeteria include meals for students and other customers holding seminars or meetings within the College premises. In compliance with the policy of public privatepartnership, the college has subcontracted cafeteria services to a Private Service provider for effective and efficient operation. 9.3 Recreation services Various recreational facilities in the proximity of the College play grounds, allow ample opportunity for sports and games for the student. This aims at contributing to social development of students. Such services include TV, video show and sports. There is a broad range of sports including football, basketball, volleyball, netball, and athletics to mention a few.

The College encourages other stakeholders to support this initiative of providing awards to outstanding students which creates competition among students. 9.5 Gender Management Unit Gender Management Unit (GMU) is a unit which deals with solving problems related to gender imbalance in education and training at ATC. The task force, in collaboration with ATC management, plans and implements various programs for improving enrolment of female students in engineering courses. The establishment of GMU at ATC is an important strategy for bridging the ever-growing gap in technical education between men and women at the College and the society at large. GMU also undertakes the task of promoting capacity building for female staff at the College through seminars, workshops and other related courses.

9.6 Rental Services ATC possesses a variety of renting facilities, which are available for use at reasonable charges. Its ideal location in the city centre makes it possible for excellent use and access of these facilities for interested Users. ATC hostels and the Dining Hall may be available when students are out for vacation.

(3) The College may, for the purpose of extending its services, establish branches, campuses and centres, as may be required. Vesting of the properties 6. (1) All the assets and liabilities of the former college shall with effect from the date of commencement of this order be vested in the College. (2) The College shall be granted right of occupancy over the sites previously occupied by the former college or other places upon such terms and conditions as the President may approve. Funds of the College 21.

The funds and resources of the College shall consist of(a) such sums of money as may be appropriated by Parliament for the purposes of the College. (b) all fees and other charges payable under this Order; (c) any sums which may be payable to the College by way of donations, gifts, grants, loans or bequests from any source within or outside the United Republic; (d) may sums accruing from the colleges investments (e) any sums which the College may after consultation with the Minister for nance borrow for the purposes of the College and (f) any sum which may in any manner become payable to or be vested in the College as a result or in the course of discharging its functions under this order.

Annual budget estimates 22. (1) Within three months after the closure of the nancial year the Bursar shall prepare or cause to be prepared for the approval of the Governing Board, annual estimates of the revenue and expenditure of the College for the ensuring nancial year. (2) The Governing Board shall consider and approve subject to such modications and amendments as it may consider appropriate, the estimates prepared in accordance with subsection (1).

(3) The annual budget estimates shall contain provisions, for all the estimated expenditure during the ensuring nancial year and in particular; (a) for the payment for salaries, allowances and other charges in respect of the staff and the Governing Board; (b) for the payment of construction improvement, maintenance and replacement of any building or other immovable property of the College and (c) for the creation of such reserve funds to meet future contingent liabilities as the Governing Board may think t. (4) No expenditure shall be incurred for the purposes of the College except in accordance with the provisions of the annual budget estimates or any supplementary estimates approved by the Governing Board. (5) The Governing Board shall, upon passing any annual or supplementary budget, submit the budget to the Minister for approval. (6) The Minister may, upon receipt of the annual budget or any supplementary budget disapprove or approve subject to such amendments as he may deem t. Re-allocation of funds 23. The Governing Board may, from the amount of expenditure provided for in any budget in respect of any item transfer a sum not exceeding thirty million shilling to any other item contained in such budget. The Governing Board with the approval of the Minister shall have power to invest the funds of the College in such investments as it may think t or may place such funds on deposit at such banks as it may determine.

Account and audit

25. (1) The Governing Board shall cause to be provided and kept proper books of accounts and records with respect to the receipt and expenditure of money and other nancial transactions of the College, and shall cause to be made out for every nancial year nancial statements showing the details of the income and expenditure of

the College and all its asserts and liabilities. (2) Within three months after the close of each nancial year the accounts including t4he balance sheet of the College in respect of that nancial year, shall be submitted to and audited by the auditor as may be appointed by the Governing Board. (3) Every such audited balance sheet shall be placed before a meeting of the Governing Board and, if adopted by the Governing Board shall be endorsed with a certicate that it has been so adopted. (4) As soon as the accounts of the College have been audited and in any case not later than six months after the close of the nancial year, the Governing Board shall submit to the Minister a copy of the audited statement of accounts together with a copy of the report made by the auditor on the statement of accounts. The Minister shall as soon as practicable after receiving the report lay before the National Assembly a report containing: (a) a copy of the audited accounts of the College (b) a copy of the audit report if any; and (c) a copy of the report regarding the activities of the College in the preceding nancial year PART VI: MISCELLANEOUS PROVISIONS Fees and allowance Minister may give directions 27. The Minister may, by directions under his hand, prescribe the fees and allowances payable to the Members of the Governing Board. The Minister may in consultation with the Chairman; give to the Governing Board directions of the general or specic character which directions shall be consistent with the purposes and provisions of this order, as to

the performance by the Governing Board of any of its functions under this Order and the Governing Board shall give effect to every such direction. Protection of members 29. No matter of thing done by any member of the Governing Board or ofcer of the College shall, if done bonade in the execution of the functions conferred upon such member or ofcer by this Order render such member or ofcer personally liable for such matter or thing. The College shall carry out and continue the functions of the former College in accordance with the provisions of this order and all the students who immediately before the date of commencement of this Order were the Students of the former College shall, as from the date of commencement of this order become students of the College but shall continue with programmes for which they were enrolled until the end of their courses.

Employees of the former College 31.

The Governing Board shall formulate the manner or procedure in which deal with the employees of the former College. Regulations 32. (1) The Governing Board may, with the approval of the Minister, make regulations fro the better carrying out of the purposes of this order, and without prejudice to the generality of this paragraph may make regulations; (a) Prescribing awards which may be conferred or granted by the College (b) prescribing the conditions which may be satised before the grant of any award; (c) Prescribing the manner in which awards may be granted; (d) Regulating the conduct of examination; (e) Prescribing instruction courses to be provided by the College (f) Fixing the duration and number of academic terms; (g) Prescribing grant and scholarship and studentship and revocation of any grant; (h) Fixing fees and other charges for the services rendered by the College

(i) Prescribing terms and conditions of services;appointment, salary and retirement benets of the members of the College. (j) Governing discipline and disciplinary proceedings against the staff of the College and the students of the College and (k) Prescribing anything which may be prescribed under this order. (2) Notwithstanding subparagraph (1) the Governing Board shall in prescribing the awards under subparagraph (a) consult the National Council for Technical Education for the purpose of validation and approval of the awards. Regulations mad under this paragraph shall be published in the Gazette.

PROVISION RELATING TO THE GOVERNING BOARD Tenure of appointment 1. - (1) A member shall, unless he sooner dies, resigns or is removed from the ofce, hold ofce for a period of three years and shall be eligible for re-appointment. (2) Notwithstanding subparagraph (1) a member may resign at any time by giving notice in writing to the appointing authority and from the date specied in the notice or if no date is so specied in the notice, from the date of the receipt of the notice by the appointing authority, he shall cease to be a member. (3) A person who is a member by virtue of his holding some other ofce shall cease to be a member upon his ceasing to hold the ofce by virtue of which he is a member. Temporary member 2. Where any member other than a Chairman is by reason of illness inrmity or absence from the United Republic of Tanzania or is unable to attend any meeting of the Governing Board. The appointing authority may appoint a temporary member in his place and such temporary member shall cease to hold ofce on the resumption of ofce of the substantive member.

4. (1) The Chairman shall preside at all meetings of the Governing Board and the Vice-Chairman shall, where at any meeting the Chairman is absent preside. (2) In the absence of both the Chairman and the ViceChairman at any meeting of the Governing Board, the members present may, from amongst their number elect a temporary Chairman who shall preside at the meeting. 5.- (1) Subject to any general or specic direction of the Minister the Governing Board shall meet not less than four times during every nancial year and at such additional times as may be xed by the Chairman or if the absent from the United Republic or unable for any sufcient cause to act, after consulting the members, the Vice-Chairman. (2) The Chairman or in his absence from the United Republic, the Vice Chairman, may upon application in writing by at least ve members, convene a special meeting of the Governing Board at any time. (3) The Secretary of the Governing Board shall give to each member fourteen days notice of the time and place of every meeting of the Governing Board. 6. (1) One half of the total number of members shall form a quorum for a meeting of the Governing Board. (2) At any meeting of the Governing Board a decision of the majority of the members present and voting shall be deemed to be a decision of the Governing Board and in the event of an equality of votes the person presiding over the meeting shall have a casting vote in addition to his deliberative vote. (3) The Governing Board may act notwithstanding any vacancy in its membership. 7. Notwithstanding the foregoing provisions of this schedule decisions may, on matters of urgency, be made

by the Governing Board without a meeting, by circulation of papers among the members and the expression in writing of the views of the majority of the members provided that ve members may be entitled to require that any such decision be deferred and the subject matter be considered at a meeting of the Governing Board. Minutes of meeting 8. Minutes in proper form of each meeting of the Governing Board shall be kekpt and shall be conned by the Governing Board at the next meeting and signed by the Chairman of the Meeting. Ofcial Seal of the college 9. (1) The Seal of the College shall be of such shape, size and form as the Governing Board may determine. (2) The Seal shall be authenticated by the signature of the Principal or any ofcer of the College as the Principal may nominate in that behalf. Execution of document 10. All regulations, appointments, instruments or documents made issued or executed by or on behalf of the College by the Governing Board shall be sealed with the ofcial seal of the College and shall be signed by the Principal or other ofcer of the College authorized in that behalf by the Principal. Proceedings not to be invalidated by irregularity 11. No act or proceeding of the Governing Board shall be invalid by reason of any defect or irregularity in the appointment of any member or by reason that any person who is purported bonade to act as a member at the time of the act or proceeding was in fact disqualied or not entitled to act as a member. Absence from meetings 12. The Governing Board shall, where any member is absent from three consecutive meetings without sufcient cause, advise the appointing authority of the act and the appointing authority may terminate the appointment of the member and appoint another member in his/her place.
