REMINDER : AFTER STAKES
STAKE 1: ACT GLOBAL
Identifying the Energy Saving Measures for the different types of buildings AFTER aims at identifying energy saving measures and actions that can be immediately and easily implemented both in existing buildings and recently delivered buildings. AFTER focuses on the management and maintenance topics. The project covers a large scale of the housing stock. The project gives priority to a general understanding and action of what could be energy performance practices at a global scale of the stock. analyzing the on-field constraints and scenarios. - To identify relevant types of partners collaborating with the Social Housing Companies and to share information and data (price information, quality assessment, etc.)

STAKE 4: A COLLECTIVE TOOL FOR ASSESSING ENERGY SAVING MEASURES

Assessing the energy performance of the housing stock. AFTER, participating members will build a common definition of the energy performance using economic, energy and social (tenants awareness, usability, supportability) concerns. Using on field experiences, AFTER will also permit to share and to set up common indicators that will assess the effective performance of the energy saving measures implemented in the housing of our participating members.

Reading the general strategies implemented by participating companies regarding the energy performance

The aim of AFTER is also to highlight the main strategic choices implemented by Social Housing Companies regarding energy performance. AFTER supports the portfolio management process of a housing company. (Remember the EU-project ESAM= Energy Saving Asset Management).

THE PROCESS OF THE PRESELECTION OF ESMs
1.1. OBJECTIVES OF THE PROCESS:
The objective of the Pre-selection- process of ESMs is to give a first overview for the different ESMs collected in the Inventory. In order to obtain this overview, DElPHIS asked to all the partners from the SHOs and their scientific partners to select, among the ESMs inventoried for every WP, those 5 ESMs identified as the most relevant. Usefulness: The objective of this document is to build upon the drafted Factsheets to prepare and monitor the pending ESM selection. The partners, both Social Housing Companies/National Housing Associations and Research Institutes, will identify the most significant ESMs collected. This identification process will help us: To know what are the main tendencies for the partners regarding the different WPs and to identify priorities at a large scale. To make the coordination easier for the ESM selection stage ensuring that the selected ESMs will give a good overview of the main topics regarding energy efficiency in the housing stock. To support the Factsheets process (which is an iterative progress a set of questions and answers: questions coming from the scientific partners to secure the global approach and answers coming from the SHOs securing the main objective of AFTER: looking for cost effective energy saving measures immediately and easily to be implemented) identifying the most relevant and useful Factsheets to complete. Process: The implementation phase of AFTER will test on-site optimum standards for ESMs regarding O&M of the housing stock. The process focuses on optimization measures relevant to be implemented. The identified ESMs will represent interesting tendencies to contribute to the global energy efficiency of the stock. As a consequence, the identified ESMs have to be selected using complementary criteria: their strategic role in the management and maintenance of the housing stock (professional knowledge). Their known efficiency and performance and their dissemination potential as a standardized solution (Inventory + professional knowledge). Their optimization potential. The process aims at giving priorities according to the experience and the professional knowledge of the SHOs and their scientific partners. These professional skills should complete the existing ESMs collection and the data collected in it. The Inventory has to be used as a list to name and identify the relevant ESM. The document gives clues regarding the main characteristics to identify relevant ESMs: - The ESM perimeter: number of flat and gross m2 - The ESM investment: Initial investment + Expected 0&M costs - The ESM energy impact: kWh/m2.year before and after the ESM implementation (weighted using HDD) - The satisfaction of the SHO which has experimented the ESM

THE PROCESS OF THE PRESELECTION OF ESMs
These data helps to have a first assessment of the different ESMs regarding the economic impact, the energy performance and the management opportunity for every inventoried measure. Even if the data can be incomplete in the Inventory, the t partners will complete the assessment using their professional knowledge to identify what are the priorities to experiment during the implementation phase of the AFTER project. This pre-selection process gives a qualitative evaluation and assessment of the ESMs reported in the inventory. It consists of the professional inputs of the SHOs and their scientific partners. It represents an important coordination tool to synthetize but also to orientation the ESM selection phase and to anticipate the implementation stage. Main themes are classified regarding the 5 work packages of AFTER: WP3 - OPERATINg MANAgEMENT / WP4 - RUNNINg MAINTENANCE / WP5 - REMPlACEMENT OF SYSTEMS / WP6 -RECENTlY REFURBISHED BUIlDINgS / WP7 - RECENT lOW ENERgY BUIlDINgS / For each WP the document gives an overview of the most popular ESMs and a short description of the ESMs including identification according to the Inventory. The ESMs and stakes in this document dont cover all the topics identified in the Inventory but signal main trends to investigate during the implementation phase (testing at the pilot sites). In this document the SHOs and NHAs pre-selection has been completed with comments from the Scientific WP leaders, indicating the main potential for optimization linked to the different proposed ESMs.

1.2. IDENTIFICATION OF THE PRIORITY TOPICS


The objective of the Pre-selection process is to give a first overview of the different ESMs collected in the Inventory. In order to obtain this overview, DElPHIS asked the different partners to select each 5 ESMs for every WP. The ESMs should be selected among the ESMs in the Inventory, identified as the most relevant and as having the best potential to increase the energy performance of the social housing stock using O&M. This pre-selection has been done regarding to the elements included in the Inventory, but also using the knowledge and professional experience of the AFTER partners. Its aim was to link the ESMs listed in the Inventory with identified stakes regarding the energy efficiency of the buildings.

OPERATING MANAGEMENT
The different ESMs collected in the Top 5 of every partner highlight 4 main topics regarding the Operating Management of the housing stock: - The monitoring online of the energy consumption. - The general topic of the tenants information/training with several solutions that have to be experimented. - The optimization of the contracts with ESCOs. - The figure of the energy manager as a potential human solution regarding energy issues. The first two categories of ESMs aim at providing information to improve behaviour or skills, wether the recipient is a tenant or a maintenance staff. The lats two ESMs focuse on SHO energy management optimization. The topic of heat cost allocators to individualize the energy consumption creates a controversy. ESMs linked with it have been selected by some partners (Slovenia, Italy) whereas they meet opposition from other partners (France, Czech Republic, etc.). It appeared that buildings where heat cost allocators had been dissemated displayed energy efficiency results significantly different from one country to another.This status is linked with some legal national conditions and should be discussed deeper by the partners. People become aware of their wastefulness and they improve their behavior to the energy consumption. Direct and personal training with the tenant ESM #33 (collected by Bauverein germany) Personal advising on energy savings (for all the buildings the energy certificate allows the personal to explain and inform about the energy demand of the building) ESM #34 (collected by Bl Denmark) Climate Ambassadors: Educating tenants (womennetwork of non-Danish background) in energy-friendly and environmental-friendly behavior. ESM #36 (collected by Bl Denmark) Climate Agents: Training of tenants. Method: Personal visit and advice. Purpose: guiding tenants to a behavioral change/saving money. The tenants information and all the measures targeting a better awareness of the user have been indicated as priorities by all the participating partners. Most of SHO have been improving energy efficiency

through technology but this perspective overlooks the importance of implementing energy services in cooperation with tenants to change behaviour. One of the main objectives of the implementation phase will be to test how to optimize this information. The tenants involvement in energy saving measures has been analyzed using different trends: - the way and level of training and awareness : complete supervision, direct monitoring, complete autonomy - measures and its implementation scale - the improvement of dissemination formats and media The experiments on this topic will help to highlight what are the most interesting solutions to standardize and disseminate regarding the tenants involvement in the European social housing stock. The monitoring of the energy consumption is an important measure to improve and to test. Different questions are link with this item and can participate in optimization clues: - What is metered and monitored? - Who benefits from the information (tenants, administrators, caretakers, etc)? - How and when the information is given? - How to influence the consumption thanks to the information? These questions should be some interesting points to go into in depths during the implementation phase. The energy monitoring is a major topic in operating management strategies. What should be the improved measures to experiment in order to obtain efficient standards?

2.2. ENERGY MONITORING


This topic is linked with several ESMs inventoried, for example: ESM #4 (collected by le Toit Angevin France) On-line monitored hot, cold and central heating water metering for tenants (EFFINEO). ESM #11 (collected by SPl Slovenia) Website www.mojupravnik.si allowing residents to monitor their consumption of energy in the building. These ESMs have been identified as priorities by different SHOs and NHAs (#1 for Denmark and Czech Republic, identified as a priority by ATC/FEDERCASA and SPl). The WP leader for WP3 (CSTB) signals the ESM in its Top 3 (#3).

2.3. CONTRACTING AND PERFORMANCE OBJECTIVES


The topic of the contract has been particularly collected among the French operations of le Toit Angevin: ESMs #1 and #2 (collected by le Toit Angevin France) Implementation of the energy supply & operation contract with an energy saving objective. ESM #3 (collected by le Toit Angevin France) Contract review aimed at decreasing the operation cost of central heating or/and water-heating installations. These ESMs have been identified as priorities by different SHOs and NHAs even if other ESMs relative to the contract review have not been particularly selected. The WP leader (CSTB) indicates it as the main priority. This item has been indicated #1 by all the French

partners and also by the Danish partners. The contracting issues are very interesting to identify regarding the link with ESCOs but also the other subcontractor. Information is widely provided in some countries to disseminate energy contracting. These measures can have both an economic and energy impact as pure service contracting are mostly self financed. The ambition is also to understand how to develop performance objectives for the different partners of the SHOs and how to guarantee them. The contract is a direct management tool that has to be clearly understood and implemented as an energy saving measures. 2.4. ENERGY MANAGER


This topic is linked with one major ESM inventoried: ESM #45 (collected by MRA Czech Republic) Energy officer of MRA is in charge of: following of energy consumption per houses; ensures replacement and calibration of apartment water meters in accordance with legislation; ensures replacement of TRVs and regulation of heating; dealing with complaints of tenants concerning heating and water. This topic has been identified by the Danish partners, the Czech partners and the WP leader (CSTB) as a major priority. It tackles the question of the place and the management means regarding the energy performance in the Social Housing Companies and the impact of improving empowerment through single management.

RUNNING MAINTENANCE
The different ESMs collected in the Top 5 of every partner highlight several recurring topics regarding the Running Maintenance of the housing stock: - The repair/maintenance of temperature control devices and repair/maintenance of hydraulic control devices (flow/pressure). - The optimization and the maintenance of the different elements of the heating system. - The maintenance of the ventilation system (link with the Indoor Air Quality). - Water-saving kits. - light-control. This topic is essential as it concerns directly the regular maintenance of the buildings. It allows identifying simple solutions concerning the monitoring of the heating system in order to enhance the just-intime processes and to compare the performance of the recent equipment (Annex 1. p.36). Quick overview of the main selected topics: ESM #10 (collected by SPEkTER Slovenia) Hydraulic balancing of the heating system: different types of valves and pressure regulators were installed on heating systems flow lines, valves on radiators were replaced with thermostatic valves system was balanced and regulated with all the new installation. ESM #11 (collected by SPEkTER Slovenia) Analog regulator was changed with digital regulator and district heating station was connected to remote control. ESM #17 (collected by Bauverein germany) Repair heating control: renewal of the control thermostats (37584) This item is essential to improve the efficiency of the heating system but also the comfort of the tenants. The impact will be very relevant regarding the reporting of the failures of the system and will help to highlight what the best practices are concerning the regulation of the heating system which is the major item of energy consumption in the housing stock.

3.1. THE REPAIR/MAINTENANCE OF TEMPERATURE CONTROL DEVICES AND REPAIR/MAINTENANCE OF HYDRAULIC CONTROL DEVICES (FLOW/PRESSURE).
The topic of tenants information has been inventoried and selected through different experiences: ESM #5 (collected by le Toit Angevin France) Installation of balance valves on all heating columns. RUNNING MAINTENANCE
ESM #20 (collected by Bauverein - germany) New torch for the natural gas heating system (28893) ESM #22 (collected by SPl Slovenia) Cleaning two boilers (removing sediment, dirt) This item has been particularly signaled by the WP leader (STU-k). It gathers the two points mentioned in the Annex 1 (p.36) for the WP4: the assessment of the recent maintenance system and the comparison between the recent equipment. This topic collects several types of measures relating to the heating systems: the objective exposed in the Annex is to improve the monitoring concerning the replacement and the maintenance of these different parts of the system and to see how their efficiency can improve the global energy efficiency of the building. French SHOs of DElPHIS, the tenants representatives (ClCV) have also positioned this issue as the #1 for the WP4. Issues regarding ventilation systems and their maintenance are mentioned in the Annex 1 (p.36) The prevention of the misuse of the ventilation systems by the tenants. The optimization of the ventilation 0&M aspects cant be reduced to the involvement of the tenants. Technical solution and best practices have also to be highlighted in order to improve the energy consumption and the investments linked with this topic; but also to focus on the Indoor Air Quality topic.

3.4. WATER-SAVING KITS


This topic has been inventoried and selected through 2 experiences: ESM #1 (collected by le Toit Angevin - France) Installation of Eco-Techniques 2070 kits including : a 5 l/mn or 10 l/mn dual flow frother on kitchen sinks taps ; a VENTURI 5 l/mn frother on washbasins taps , a 7 l/mn VENTURI shower head ; 2 toilet tanks leak chip. ESM #1 (collected by Bl - Denmark) Installation of water-efficient heads and aerators for showers and faucets (the installation was organized as a 7 month experiment by the SHO in cooperation with an energy company and a producer of water-efficient heads and aerators). Water-saving kits have been identified by almost all the partners as a priority. Even if water-saving kits are not identified as the main priority, different SHOs and NHA have selected them in their top-5 (Denmark #3, Czech Republic #4, Italy #4, France #3, Tenants representatives #4). This ranking shows us that even if this topic is maybe not the most efficient regarding energy efficiency (heating systems are the main priority) water-saving kits can allow to implement in

3.3. THE MAINTENANCE OF THE VENTILATION SYSTEM (LINK WITH THE INDOOR AIR QUALITY)
The topic of the ventilation can be considered as a crossroad between the WP4 (Running Maintenance) and the WP5 (Replacement of systems). The ESM collected by Aarhus kommune presents a replacement of old ventilation system, but this particular example will be used to mention also the maintenance imperatives regarding ventilation systems. The item has been identified as a priority by several partners, even if this priority seems to be a second rank priority regard heating and ventilation systems (#4 Denmark, #3 Czech Republic, #5 Italy, #3 Italy, #1 and #3 Slovenia). light Control presents similarities with Water-saving kits as they represent low-cost solutions having a quick effect on the electric consumption. The energy savings allowed by these ESMs are second rank savings regarding the energy savings in the heating system, first energy consumption item.

If WP4 focused on the maintenance, ventilation systems are also important to assess in the WP5 (which anticipate the WP4). This topic has been inventoried with 2 experiences focusing on a particular ventilation system the Control Mechanical Ventilation: ESM #15 (collected by le Toit Angevin - France) Installation of 3 Controlled Mechanical Ventilation groups in attics and aeration grids. ESM #53 (collected by SPl - Slovenia) Installation of mechanical ventilation system with heat exchange This ESM has been chosen by different partner (4). Same partners have indicated Ventilation systems as a priority.

4.5. REPLACEMENT OF OLD BOILER WITH WOOD BIOMASS DISTRICT HEATING SYSTEM
ESM #50 (collected by SPl - Slovenia) Old oil boiler was replaced with wood biomass district heating system. This ESM has been chosen by different partner (3). It is interesting implementation because of use a biomass (low, Predictable Energy Costs , Better Air Quality , incomes of the local Economy, Use of a Plentiful & Renewable Resource, Reduced Environmental Risks) and because of district heating (user friendly system and more efficient).

4.6. INSTALLATION OF SOLAR PANELS

REFURBISHED BUILDINGS
The different ESMs collected for the WP6 identify different refurbishment strategies, all of them interesting to assess. The selected ESMs pursue both the objectives identified in the Annex 1 (p.46): to identify punctual actions on the shell and to assess their impact on the energy consumption of the building, in order to give a feedback on the global retrofitting experiences. External thermal insulation A lot of different ESMs regarding the external insulation have been selected by the partners. Efforts regarding refurbishment lead to turn the attention to the insulation techniques and potential optimizations. The implementation will help to know how to optimize these ESMs regarding: choices of the insulation material (materials and prices: what are the conditions of the investment? quality and preservation of the materials, maintenance regarding the different types of insulation materials and techniques), the couple thermal insulation + ventilation systems in order to prevent moisture issues and to guarantee a satisfying indoor air quality (demand controlled ventilation techniques, turnover and replacement, air filters maintenance, etc.), the involvement and the awareness measures regarding users.

5.1. EXTERNAL THERMAL INSULATION OF THE BUILDING SHELL


This topic has been inventoried with several experiences: ESM #29 (collected by Bauverein germany Darmstadt, Beckstrae 81-85 ) 3 storey apartment building from the 50s with a commercial unit in the ground floor, simple design A building from the 50th with no insulation on the roof Insulation of the roof in the frame of a global refurbishment. Insulation of the roof ESM #23-24 (collected by Bauverein germany Darmstadt, Holzhofallee 18-20) 3 storey apartment building from the 50s, simple design A building from the 50s with no insulation on the cellar ceiling.

5.2. WINDOW SUBSTITUTION


This topic focuses on the window substitution. The ESM collected is the following one: ESM #22 (collected by ATC Italy - Venaria Reale- via PICCO 53-55-62-64) Traditional buildings 4 floors In the frame of retrofitting, an insulated 80mm coat was applied to an existing building from 1960s. Existing single glazing were substituted with high performance double glazing.

REFURBISHED BUILDINGS
Window substitution ESM #12 (collected by MRA Czech Republic - Jedlova 2, Havrov Panel apartment building, tower house, national type OP1.13, 12 overground floors, 60 apartments, external walls made from panels. Replacement of old wooden windows with plastic ones with U<=1,4 W/m2k New plastic windows The replacement of windows has been identified by different partners as a priority interesting for the implementation phase: Czech Republic #1, Slovenia #2 and #3, DElPHIS #2 and Italy #4. The replacement of windows represents an interesting opportunity to implement low-cost investment and to improve a buildings airtightness without needing to recourse to external insulation. This ESM is also very interesting to individualize in order to assess the different performances between external insulation + replacement of windows and a single replacement of windows. A controlled ventilation system provides an adequate supply of fresh air and recovers heat from exhaust air. A controlled ventilation system is useful not only in winter but also in summer, when the weather is very hot. The advantages of controlled ventilation are: energy saving in total needs for heating; indoor comfort and hygiene, due to the continuous and gradual introduction of fresh air; improved summer comfort due to the air cooling through heat exchanging heat with the outside. There are two kind of ventilation systems: centralized, for the whole building decentralized, for single rooms. Both systems can be equipped with a heat recovery system that allows to transfer the heat from the exhaust outlet air to the fresh inlet air. LOW ENERGY BUILDINGS
Contrary to the other work packages the WP7 ESMs relate to a whole building. However these buildings as set out below consist of several relevant components which are stressed differently in the different low energy buildings. This broadens the range of selection as it can be seen in the following presentation of selected ESMs. Due to the complex structure of low energy buildings and the interdependence between the different equipment and systems the WP leader (IWU) identified different and the following buildings with its each particular components. Here is a link to WP 3 and 4. The there described ESMs are of similar quality as they are in WP7. ESM #2: Via Pertini/Bia Burolo - Ivrea (TO) (listed by ATC Italy) New low energy building, built in 2011, 21 dwellings, 1.470 m of gross floor area, solar thermal system for water heating, photovoltaics. ESM #3: kildevang, langballevej 9A-9H Marslet (listed by AARHUS Denmark) Eight new low energy buildings (replacement of existing buildings from 1974), built in 2011, 65 m per dwelling/house, special target group elderly people, ventilation with heat recovery, district heating, photovoltaics. ESM #8: Herning, H2-College (listed by Bl Denmark) New passive house (first passive house for Danish SHOs), built in 2009, 66 dwellings, 2.498 m living area, special target group students, heavily insulated pre-fabricated building elements, low energy windows, double flow ventilation system, geothermal heat system, hot water and electricity from hydrogen plant (not working yet). ESM #9-10: Darmstadt, Elisabeth-Selbert-Strae 6-8 (listed by bauverein germany) Two new passive house buildings, built in 2010, 44 dwellings, 3.690 m living area, co-housing project, district heating, photovoltaics.

ESM #12: Slovenia: Svinjska cesta 9b, Trbovlje (listed by SPEkTER Slovenia) New low energy building, built in 2006, 13 apartments, 944 m living area, district heating, natural ventilation. The selection of ESMs is not limited to technical components as just described. A selection criteria are the different target groups. There are lEBs for elderly people, students, highly motivated target groups or average households. As the construction, management and operation of lEBs and users behaviour in a lEB requires a certain knowledge resp. awareness both of the craftsmen and the staff and also of the tenants living in the lEB the focus is on the target groups that use the lEB : The differentiation of target groups is used for investigation whether there are qualitative differences between different target groups. The use of an lEB by a highly motivated target group, that is well informed and attached to energy saving and climate protection issues might show differnt bahaviour and consumption pattern. The => Comparison can be drawn with the BECA project that focusses on tenants behavour, too. Also the soft- non technical activities that operate in the lEB are of particular relevance and are a selection criteria. It matters if the human operation of a lEB is assisted by information material and individual support or incentives for proper resource (energy and water) related behaviour. In addition to the inventory more detailed information about the thermal envelope, the installed windows, the installed mechanical ventilation systems with heat recovery, the installed supply systems (especially heat and hot water), and the energy demand resp. consumption of the above named buildings have been

collected in the form of 5 fact sheets. Apart from that, a complementary questionnaire WP7 Questions on Management,Operation and Maintenance of Recent low Energy Buildings indicating the O&M aspects for these buildings has been filled in by the SHOs concerned. The results of these questionnaires should lead to optimization clues for the implementation phase. The different optimization clues refer to ESMs identified also in WP3 and WP4 also in WP5 and WP6, but are adapted to the specific components of new low-energy buildings. Description of the Energy Saving Measure


The building layout is a C shape facing south towards the courtyard and it is asymmetric with the short sides. The two streets that border the lot to the west and north facilitate the two main access points and give the same hierarchy as well as the orientation of the building has been to prioritize the north side for direct pedestrian access to the stairwells, while the west side for direct vehicular access to parking attributable to the brim placed on the property. The vertical distribution system consists of the two stairwells and elevators on, distributed to third parties for the development of the main body. 7 dwellings are located on each floor. The courtyard is located in the area between the southern border and the blocks of the building. The free area, created around the building and enclosed by the fence that defines the lot, home to the 21 parking spaces. External insulation with 10cm wood fiber panels. Walls in blocks of aerated concrete. Thermal solar panel for water heating. Double glazed windows in PVC Photovoltaic panels

Description of the Energy Saving Measure


14 houses for senior housing from 1984 are going through a total renovation to upgrade it to a low-energy housing. Older homes are at 1 level. Erected as through brick building in red brick and a 20-degree unilateral lattice truss structure covered with red tiles. The 14 elderly housing gross area is approx. 980 m2 and the total volume of new additions is approx. 168 m2. Ex. roof tiles replaced with new red interlocking tiles. Roof with post-insulation. Ex. slab beaten up and replaced with new suppl. insulation and underfloor heating. Ex. installations replaced. Ventilation systems installed. All door and window panels replaced with new ones. Solar panels mounted on the roof.
