Boiler Section
Boiler is a hazardous equipment which generates steam at high pressure and temperature and liable to explode under abnormal conditions. In case of accident there are always chances of loss of life of workmen and property of Industry. Boiler Directorate, U.P. function within the establishment of Labour Commissioner Organization since 1915. It ascertains the safety of Boilers working in different industries by inspection of Boilers under the provisions of Indian Boilers Act, 1923, Indian Boiler Reguletions, 1950 and the rules framed by the State Government under the Act. Boiler Directorate implements the provisions of following Act, Regulations and rules :(1) (2) (3) (4) (5) (6) Indian Boilers Act, 1923 Indian Boiler Regulations, 1950 Uttar Pradesh Boiler Rules, 1969 Uttar Pradesh Economizer Rules, 1959 Uttar Pradesh Boiler Operation Engineer Rules, 1964 Uttar Pradesh Boiler Attendant Rules, 1956

Boiler Directorate has sanctioned post of One Director, Three Dy. Director and five Assistant Director of Boilers but against the above sanctioned post at present only three Dy. Director of Boilers are working for the enforcement of Indian Boilers Act, 1923, and various rules & Regulations framed under the Act. There are 2552 ( 276 ) Boilers in number installed in the State of Uttar Pradesh. The classification of the installed Boilers as per Industries, Heating Surface area is illustrated below:-

The main functions of Boiler Directorate are as given below:1Inspection of Installed Boilers/Economizers

Under the provisions of Indian Boiler Act, 1923, it is statutory requirement that every Boiler owner of installed Boiler should obtain a certificate authorizing the use of the Boiler. Boiler owner applies for renewal of certificate of Boiler in prescribed manner accompanied original copy of treasury chalan for prescribed fee. The fee can be paid in a Government treasury or in the branch of State Bank of India, authorized to deposit the Government revenue. The schedule of inspection fee has been revised by State Govt. Notification No. 658/36-3-2001-141(Sa)/98 dated 02.05.2001. The Economizer inspection fee has also been revised vide State Govt. Notification No. 3503/36-3-2001-142(Sa)/98 dated 22.12.2000. 2Registration of New Boilers/Economizers

Technical guidance for the registration of boilers and slab of fees for registration are prescribed in the regulations. The details of measurements recorded at the time of registration constitute a permanent record in the form of Memorandum of Registration Book for the boiler and determine the original pressure at which the boiler is allowed to work. It is accordingly essential that the work should be done with the greatest care and precision. Registration fee has been revised by Central Boilers Board, Ministry of Industry, Govt. of India, New Delhi vide Extract from the Gazette of India : Part II Sec.3. Sub-Sec (i) appearing on page Nos. 1639-1649 Dated 18-11-2006 Notification dated New Delhi, 08 November, 2006. 3Inspecting Authority Work

Director of Boilers, U.P. is recognized as an Inspecting Authority by the Central Boilers Board, Ministry of Industry, Government of India for the State of Uttar Pradesh. Inspection at various stages of Manufacturing of Boiler, Boiler Components, Super Heaters, Economizers, Valves, Tubes, Flanges, Forgings and Castings etc. are carried out by Inspecting Officer authorised by the Inspecting Authority as per the provisions of Indian Boiler Regulations, 1950. Fee for the Inspecting Authority work is realized as per the provisions of Indian Boiler Regulations, 1950 which has been revised by Government of India New Delhi vide Extract from the Gazette of India : Part II Sec.3. Sub-Sec (i) appearing on page Nos. 1639-1649 Dated 18-11-2006 Notification dated New Delhi, 08 November, 2006. 4- Boiler Operation Engineers Examination Under the Provisions of U.P.Boiler Operation Engneers Rules, 1964, No person who does not possess a certificate of Proficiency as a Boiler Operation Engineers, shall be deemed fit and proper to hold charge of a boiler or boilers of total Heating Surface Exceeding 697 Sq.Meter situated within a radious of 23 meters. The State Government has constituted a Board of Examiners for the State of Uttar Pradesh to conduct Examination for the grant of certificate of

proficiency as a Boiler Operation Engineer.

ELEGIBILITY:A candidate for certificate of Proficiency as a Boiler Operation Engineer shall not be less than 23 years of age and shall not be admitted to the examination unless he proves to the satisfaction of the Chairman that he has successfully completed ; (a) a full time Aapprentice Engineers course in a recognised workshop engaged in making or repairing of boilers and accessories, or a degree or a diploma in Mechanical or Electrical Engineering recognised by the Institution of Engineers (India) and,

(ii) Served not less than 2 years as an Engineer or Assistant Engineer in the running and Maintenance of a battary of not less than two boilers in number each of not less than 92.90 square meter heating surface.

APPLICATION FORM:Every application for Examination shall be in Form-A appended to the rules. The applicant shall fill in such parts of the Form as are to be filled in by a candidate and shall sign the form in the presence of a Gazetted Officer or a Honorary Magistrate who shall attest his signature. The application so filled in shall be forwarded to the Secretary at least 30 days before the date fixed for the examination and shall be accompanied with -- Copies of the original duly attested by a Gazetted Officer and one copy of each of all testimonials in respect of practical experience and the theoritical qualifications of the candidate; testimonials of good character from his employers with a certificate of age; a treasury receipt or Chalan showing that the amount of the fee prescribed hereunder for the examination at which the applicant wishes to appear has been paid; five copies of recent bust photographs (Size 51 mm x 64 mm) one of which shall bear the signature and the thumb impression of the applicant on the back, duly attested by a Gazetted officer or employer. There should not be any mark or signature on front of the photographs.

Note:- Candidates are required to bring the originals at the time of their interview. 5- Boiler Attendant Examination Under the provisions of U.P. Boiler Attendant Rules, 1956, No person who does not possess a certificate of competency as a Boiler Attendant, shall be deemed fit and proper person to hold charge of boiler. The State Government constitutes a Board of Examiners for the State of Uttar Pradesh to conduct examination of the candidates for the grant of certificate of competency as a Boiler Attendant. (I) Classes of Certificates and Capabilities of holder thereof :(a) A certificate of competency granted under U.P. Board Attendant Rules, 1956 shall be two classes. The certificate of the First Class shall qualify a holder there of to be in charge of a single boiler of any type or capacity or two or more boilers in a battery or of so many separate individual boilers the total heating surface of which does not exceed 7500 sq.ft. Provided that such boilers shall be situtated within a radius of 75 ft. in the same premises and belong to one owner. (b) A certificate of second class shall qualify the holder thereof to be in charge of a single boiler of any kind, the heating surface of which does not exceed 1500 sq.ft. A second class Boiler Attendant may however, attend to a battery of boiler (not consisting of more than three connected boiler and not exceeding 1500 sq.ft. in aggregate of total heating surface).

(c) Eligibility - (a) Second Class- A candidate for a certificate of competency as Boiler Attendant of the second class must have passed High School or Matriculation Examination recognized by the State Government. Candidate for a certificate of compentancy as a Boiler Attendant of second class must have attained the age of twenty years and must have not attained the age of more than forty five years and shall not be admitted to the examination unless he proves to the satisfaction of the Board of Examiners that he has served for not less than two years in the capacity of a boiler attendant, don key-man or a fire man on a steam boiler or on a combined steam engine and boiler; or has served not less than two years as an engine fitter where boilers and engine are repaired or made and worked under steam, one year at-least of which he should have worked as an assistant fire man; or has produces from the head of an industrial or technical institution a certificate stating that he has completed a three years course of training, one year of which must have been as an apprentice in a steam Power Plant of a mill or factory or an Engineering workshop for the maintenance of Boilers. No candidate shall be allowed to appear in the Examination for granting certificate of competency as a Second class BoilerAttendant more than five times.

(b) First Class :- A candidate for certificate of competency as a boiler attendant of first class must have attained the age of twenty one years and must not have attained the age of forty five years and shall not be admitted to the examination unless he possess a certificate of second class and in addition there to has served for not less than two years as a boiler attendant with a second class certificate of competency on a boiler whose rated heating surface is not less than 500 sq.ft.; or produces from the head of an industrial or technical institution a certificate stating that he has completed a three years course of training, one year of which must have been as an apprentice in a steam power plant of a mill or factory or an engineering workshop where engines and boilers are repaired or made and in addition has served for not less than one year on a boiler of not less than 500sq.ft.of heating surface with a Second Class Boiler Attendants certificate. No candidate shall be allowed to appear in the examination for granting certificate of competency as a first class Boiler Attendant more than five times.

APPLICATION FORM :Every application for examination shall be in Form A appended to these rules. The applicant shall fill in such parts of the form as are to be filled in by a candidate and shall sign the Form in the presence of a Gazetted Officer or an Honrary Magistrate who shall attest his signature. The application so filled and shall be forwarded to the office of the Chairman of the board of examiners not later than one month before the date fixed for examination.

2Applicants name & his fathers name should be clearly written. 3Applicants address should be written in details with Pin Code number to avoid any postal delay. 4The minimum & maximum age for IInd class Boiler Attendant Examination is 20 years & 45 years respectively & shall be calculated with respect to the date of commencement of the examination. 5Similarly the minimum & maximum age of Ist Class Boiler Attendant Examination is 21 years & 45 years respectively & shall be calculated with respect to the date of commencement of the examination. 6The minimum educational qualification for IInd class Boiler Attendant Examination is High School Examination or its equivalent examination recognized by U.P. Government. 7As a proof of age the attested copy of High School Certificate must be enclosed along with application form. No other document shall be accepted as proof of age. 8The applicant must clearly mention the examination he intends to appear viz. Ist class or IInd class. 9The applicant must mention the type of Boiler for which he is applying for the certificate: 10All Type; Water Tube Type; Fire Tube Type; and Waste Heat Recovery Boilers. A passport size photograph of applicant should be affixed at marked place in Form A & should be attested by the same Gazetted Officer who is attesting his Form A . Two identical extra photographs duly signed by candidate on the back of photograph, shall also be annexed along-with Form-A. Nothing should be written on front of the photographs as to deface it.

11The prescribed examination fee should be deposited by Treasury Chalan with appropriate Head. It should bear clearly the name of applicant, Chalan number, Banks name, branch, place & date of deposit. The original copy of Chalan should be enclosed with application form. The fee deposited in a Bank/Treasury out side the state of Uttar Pradesh is not acceptable. 12The Minimum experience period required for Ist class examination is two years & it shall be calculated from the date of passing of the IInd class examination or from the date of employment as IInd class Boiler Attendant which ever is later. 13The applicants from out side Uttar Pradesh must enclose No Objection Certificate issued by Boiler Inspectorate of State in which applicant is working. 14 Experience Certificate: The experience certificate issued on letter pad of the organization with following information must be enclosed in original along-with Form-A; Date of Issue of Certificate; Applicants name, his fathers name & applicants designation with nature of work; Period of employment with date; Details of boiler on which worked, with Type of boiler, Registration no. of boiler, Heating Surface, Working Pressure etc.; Experience Certificate must be signed by Two Officers of Organization viz. Engineer/ Chief Engineer/ Manager/ General Manager/ Director/ Managing Director/ Owner/ Partner etc. 15If the applicant has appeared in any previous examination prior to this

examination, he must mention its details. 16Applicant for for Ist Class Examination must enclose in original his IInd Class Certificate or NCVT Certificate along-with application form. A candidate furnishing any false information or forge documents shall be subjected to action as per rule-33 of Uttar Pradesh Boiler Attendant Rules, 1956. The applicants are advised to consult Uttar Pradesh Boiler Attendants Rules, 1956 for any further clarification.
