DEMOGRAPHIC CHARACTERISTICS

3.1. Demographic Information


3.07 %
in 2000

Among the cities and municipalities in Cebu, the three


leaders in terms of population size were Lapu-Lapu City,
which had a 9.13 percent share to the total population,

2.01%
in 1995

Talisay with 6.23 percent and Toledo City with 5.94 percent.
The said population translated to an average annual growth

rate of 3.07 percent of the Cebu Province for the intercensal period 1995 to
2000, an increase of 1.06 percentage points from that of the 1990 to 1995
period. The current rate was also the highest rate recorded since 1903.
As of the census on May 1, 2000, Toledo City had a total population
of 141,174 thousand equivalent to 5.9 percent of the total population of
Cebu

province.

Total

number

of

households

reached

26,771

and total

household population was 140,909. Total household size is computed at 5.26.


Based on 2007 Census of Population, of the 53 municipalities and
cities in Cebu province, Cebu City topped the population ranking in 2007
with 20.7%

share

of

the provincial

total.

Cebu

City is

an

old

urban

settlement that has a large population base. The fifth rank is held by Toledo
City with 4.0% share of the provinicial total. Toledo City is the only
populated city located outside Metro Cebu area. It is the reopening of a
major mining company based in the area and its being the port of entry in
the western board facing Negros Island that triggered significant migration.

3.1.a

Population and Growth Rate

The growth of population in Toledo City during the last three decades
is seen to be dramatic with continuous rise during the 70s and 80s and
sudden decline in the 90s.
Population growth rate of Toledo City is seen to be higher at 2.84%
than Cebu province at 2.47% during the 1970-1980 period.

This

situation continues during the 1980-1990 period until the 1990-2000 when the
annual average growth rate declined to 1.64%.

The projected

population

for year 2006 is 158,714 and will continue to rise until 2010.
If it continues to grow at the present rate of 1.64 percent each, the
population will double in 42 years or in 2042.

Table 3.3 shows the citys barangay demographic profile for the period
1990-2000. Population was dense on five (5) barangays namely: Awihao, Bato,
Dumlog, Luray and Tubod .Each barangay had a population density of not
less

than

1,000

persons

per

square

kilometer.

These

barangays

also

exhibited the highest annual growth rates, in contrast to barangays CalongCalong, Don Andres Soriano and Sangi which have negative growth rates. It
is attributed to the fact that people from these areas were dependent on
their employment at Atlas Consolidated Mining and Development Corporation
(ACMDC) and Atlas Fertilizer Corporation (AFC) in Don Andres Soriano and
Sangi, respectively , and were moving to another place during this period to
seek

for

better

opportunities

after

both

companies

suffered

financial

setbacks.

3.1.b Urban and Rural Population and Intercensal Growth Rate


The intercensal population growth rate of the city for the period 19801990 was 30.66 and during the next decade it posted an intercensal growth
rate of 17.87. The urban intercensal population growth for the 1980 survey
was -2.53 and during the next decade it increased to 68.42. Barangay Don
Andres Soriano declined by about 29.19% in the period 1980-1990 while
population of majority of the urban barangays have a positive growth for the

Toledo City has a young population with
Ratio

The

population is slightly predominant with about 1.03% higher than the female
population.
The working age group which represents the productive population is

3.1 e Migration Issues


Migration is the movement of population, more exactly, the movement
of people across a specified boundary for the purpose of residence. At
present, the City is not yet pressured by rapid population increase.

The closing of the Atlas Mines on


the

August 14, 1988 abruptly caused

out-migration in the city. The once populated Barangay Don Andres

Soriano became suddenly quiet and economic activity took a slow phase.
There is however a need to look closely on the migration pattern in Toledo
in relation to the following aspects:

a) The

re-opening of Atlas Mines on 2007

will directly influence in-

migration relative to its employment implication.

b) The increase in population in Barangay Poblacion with the opening of


the Toledo Commercial Village is expected to bring about an influx of
employment and economic activity.
The data on present residence opposite in number of residence five
(5) years ago indicates the in-migration pattern of the city.

3.1 f

Religious Affliation of the Population


The City of Toledo is predominantly affiliated with the Roman Catholic

religion which is

approximately ninety-two percent

(92%)

of the total

household population. This is followed by the Aglipayans , Iglesia ni Cristo


and Evangelicals, respectively , which are minimal in terms of percentage .
The Roman Catholic Churches are found in Barangay Poblacion, Bato, Poog,
Don Andres Soriano, Cantabaco, Talavera and Matab-ang.

3.1 g Literacy Rate


A person is literate when he can both read and write a simple
message in any language or dialect. Table 3.10 shows that the number of
literate represents 87.47% of the household population 10 years old and over,
while

12.27% is

recorded

as

illiterates.

The

male

household population

registered about 2.37% more literates than the female household population
and about 0.83% higher in the number of illiterates compared to the female
populace.

Labor Force

Labor & Employment:


The employment status of the population is an indicator of the productivity
of the population and the economic situation in the city.
The city has various labor associations which mean a high labor population
percentage in the work force. Though statistical data cannot accurately account
for the number of workforce, the number of labor association organization and
graduates of manpower may determine the high rate of labor force in the city.
Considering the statistical data in Region 7, the city may have a high
percentage rate of population that are not in labor force and

this can be

accounted to a (100-65-70 = 34.30%) in 1995 and (100-63-90 = 36.10%) in 2006.


which means that there is a need to provide employment opportunities through
livelihood programs and industrial developments.
The TESDA and Manpower, will serve as guide in the identification of
possible programs and projects that suited to the available skills in the area.
The National Statistics Office has no record as to the Employed
Houshehold particularly for the City of Toledo hence, the projected labor of
the city cannot be computed due to the absence of the data both in the
local government and in national agencies concerned. Their records

are

limited to the following data:
