Tribal Commissions:

*Article 339 of the Constitution says President needs to appoint a tribal commission after 10 years of commencement of Constitution and thereafter as and when he deems fit. So far two tribal Commissions have been made: 1 st tribal commission constituted in 1960 chaired by UN Dhebar: main suggestion Need to update laws about tribal land transfer. 2 nd tribal commission constituted in 2002 chaired by Dileep Singh Bhuria: main suggestion - Need to make a comprehensive tribal policy. Now Government is planning to constitute third tribal Commission. Mainly to deal with following issues: a. examine various issues of development and welfare of tribals, especially primitive tribal groups. b. formulate a new legislation to protect tribal land. The tribal areas are governed by 5 th and 6 th Schedule. 5 th schedule Administration of scheduled tribes areas in all states except in Assam, Meghalaya, Tripura, Mizoram. This 5 th schedule is applicable to 9 states. 1. Rajasthan-Gujarat-Maharashtra-Madhya Pradesh 2. Himachal-Jharkhand-Chattisgarh-Andhra-Orissa 6 th schedule Administration of tribal areas in Assam, Meghalaya, Tripura, Mizoram. Now Government is thinking about creating 13 th schedule for traditional governing bodies in tribal areas.
