Type Approval for C/C Brake Discs Used in Tejas Aircraft


igh Temperature Composites Centre (HTCC) of Advanced Systems Laboratory (ASL), Hyderabad developed and qualified carbon brake discs for Tejas aircraft. The brake disc technology is type-approved by Airworthiness Agencies. CEMILAC has handed over the type approval for C/C Brake Discs of Tejas Aircraft to ASL in a recent function. Shri Avinash Chander, DS & Director, ASL welcomed the distinguished guests and participants of the function. Smt G Rohini Devi, Director, HTCC & Associate Director, ASL gave a brief on the C/C brake disc development activities. Shri K Tamilmani, Chief Executive, CEMILAC addressed the gathering and handed over the Type Approval Certificate to Director, ASL. Shri PS Subramanyam, Programme Director (CA) DS & Director, ADA, addressed the gathering and handed over the mementos to the persons who have contributed towards the brake disc programme. Shri N Vilampil, General Manager, Graphite India Ltd, highlighted the production activities of C/C brake discs. The vote of thanks was proposed by Dr RK Jain, Scientist G, ASL.

r VK Saraswat, Scientific Adviser to Raksha Mantri has been chosen for the 18 Dr Y Nayudamma Memorial Award in recognition of the pioneering role he has played as Chief Architect of the Countrys Air Defence Programme and developing a number of critical technologies which were denied to India due to the Missile Technology Control Regime. Dr Y Nayudamma Memorial Award is given to Scientists & and Technologists who have made a mark in their respective fields. This Award was instituted by the Trust in 1986 in the memory of Dr Y Nayudamma, the world famous technologist, former DG, CSIR and Vice Chancellor, Jawahar Lal Nehru University.

ARMOURED AMBULANCE VEHICLES HANDED OVER TO DGMF


and various DGQA organisations. DGMF expressed that OFMK will get large orders from Indian Army in future. The Army has placed an indent for production of 288 Armoured Ambulance Vehicles since 2004. OFM had commenced the production of the first batch of 50 Ambulance vehicles of which 10 vehicles were rolled out on 21 August 2009. During the rolling out function, Director, CVRDE briefed about the advanced technologies introduced in the Armoured Ambulance Vehicles and about the history of development and extensive user and validation trials conducted on the prototype and the first production vehicle. He also acknowledged Army HQrs for their help during the validation of first production vehicle. ARMOURED AMBULANCE VEHICLES .... the speedy evacuation of battlefield casualties over a widely dispersed area with effective medical care and with armour and NBC protection. This vehicle has the state-of-the-art medical facilities for continuous ECG monitoring with printout, measurement of blood pressure, heart rate, oxygen concentration in blood, external pacing, artificial ventilation, removal of unwanted secretions from body, etc. in addition to the conventional medical equipment in a normal ambulance vehicle. Two medical attendants were also made available in the vehicle to attend the emergency treatment of casualties. The Vehicle has excellent mobility in all types of terrains including obstacle crossing and amphibious capability. The vehicle is air conditioned and has provision for heating during winter.

C-band Rotary Field Phase Shifter Neighbours Model


Phase shifters are critical elements for electronically scanned phased array radars which allow the beam to be steered at very high rate resulting in multiple target acquisition and tracking with multimode capability. The ferrite-based passive phased array provides a cost-effective, well-proven approach to achieving a high performance radar antenna. Solid States Physics Laboratory (SSPL) has recently developed a high performance C-band Rotary Field Phase Shifter with integrated driver for intended application in advanced Weapon Locating Radars (WLR) and Battery Level Radars (BLR). The RotaryField Ferrite Phase Shifter is uniquely designed to provide unlimited phase shift with modulo-360 degree linear phase control characteristics. The frequency and temperature behaviour of the individual elements in this class of phase shifters does not degrade the phase performance and dispense with the requirement of look up tables unlike in dual mode phase shifters. The differential phase shift is accurately varied by altering the angle of the quadrupole magnetic field which is generated by driving sine and cosine weighted currents into two orthogonal windings on a multi-pole yoke by a microcontroller-based digital driver.

Scanning Probe Microscope


Scanning Probe Microscope (SPM) has been installed at Naval Materials Research Laboratory, (NMRL), Ambernath. The SPM comprises Atomic Force Microscope (AFM) and Scanning Tunneling Microscope (STM). The OEM of the SPM is Nanosurf AG, Switzerland. The SPM is very versatile equipment for imaging diverse types of samples, virtually without any sample preparation. The resolution can go up to atomic level under specified conditions. Resolution of about 10 mm can be achieved routinely. There are two types of scanners, large scanner and small scanner. The large scanner can scan 70 X70 mm area with depth of 10 mm. The scan size of the small scanner is 5X10 mm with depth of 3 mm. The large scanner is commonly used for resolution of 25 nm or so. The small scanner is used for high resolution images that can go up to atomic level under ideal condition. The SPM has several modes (1) AFM : Contact mode and non-contact mode along with force, amplitude and phase modulation / imaging capability, (2) Liquid mode AFM : contact mode and non-contact mode along with force, amplitude and Phase modulation/imaging capability,(3)Lateral Force Microscopy (LFM) and Liquid mode LFM,(4) STM and Liquid mode STM, (5) Magnetic Force Microscopy (MFM), Electrostatic or Electric Field Microscopy (EFM) and Current Sensing AFM (CSAFM) or Conductive AFM (CAFM), (6) Electrochemical SPM: Inclusive of Electrochemical AFM & STM along with low noise Potentiostat / galvanostat. The SPM also has a thermal stage that provides imaging capability at temperatures up to 200 C. Imaging under a liquid can be carried out using fluid cells that are capable to accommodate aqueous, nonaqueous, corrosive liquids, etc. The SPM is extensively used for imaging of samples like polymer, rubber, ceramics, electronic ceramics including magnetic, ferro-electric and semiconductors, biological and microbial samples, metals and alloys, composites, nanomaterials and composites, etc.

Manpower Development Activities


ARDE, Pune
Armament Research & Development Establishment (ARDE), Pune, conducted the following three courses. The course on `Basic Industrial Practices was conducted from 10-14 August 2009. Twenty-eight participants from PXE Balasore, DIAT, HEMRL and ARDE Pune attended the course. The course on `Trends and Techniques in Quality Management was conducted from 17-21 August 2009. Seventeen participants from HEMRL and ARDE Pune attended the course. Course on `Warhead Technology was conducted from 07-11 September 2009. Twenty one participants from RCMA, HEMRL, and ARDE Pune attended the course.

Bengaluru was the Chief Guest. More than 60 library professionals from Aerospace Libraries in and around Bengaluru attended the Workshop. Prof Reddy in his inaugural address dwelt on the increased usage of the ICTs in day-to-day life and their importance in disseminating information. He emphasized that problems and concerns in using digital technologies like authenticity of data, wrong information or misinformation intentionally hosted by competitors to retard the R&D, and also their negative impact on the society.

CAIR, Bengaluru
Centre for Artificial Intelligence & Robotics (CAIR), Bengaluru conducted a course on `Technologies for NCO during 14-18 September 2009. Scientists from various DRDO labs attended the course. The CEP included user requirement and user expectations from Network Centric Operations (NCO) systems and how DRDOs in-house strength and the industry expertise can be used to achieve the same. NCO is the visionary approach for conducting future warfare and covers networking the war fighting enterprise sensors, decision-makers, and shooters to translate information superiority into combat power. This is done by effectively linking knowledgeable entities in the battle space that are geographically or hierarchically dispersed. NCO will result in improved shared awareness, increased speed of command, higher tempo of operations, greater lethality, increased survivability and self-synchronization that will lead to an overall increase in combat power.

DESIDOC, Delhi
Defence Scientific Information & Documentation Centre (DESIDOC), Delhi, organised `Meeting of DRDO Website Coordinators of North Zone and MRC Administrators of Delhi region at DESIDOC on 16 September 2009. The morning session was chaired by Dr AL Moorthy, Director, DESIDOC. Twentyseven website coordinators from various labs of North zone attended the meeting. Shri Sumit Goswami, Sci D gave a talk on Current Content of DRDO Website. The afternoon session was chaired by Shri Ashok Kumar, Addl. Director, DESIDOC wherein labs gave their feedbacks regarding website material, tender tracking system, website redesigning, etc. Defence Scientific Information & Documentation Centre (DESIDOC), Delhi also organised a course on `Intellectual Property Rights during 17-21 August 2009. Prof DS Sengar, Director, Indian Law Institute, New Delhi inaugurated the course. Twenty two participants from various DRDO labs/estts attended the course.

Defence Laboratory, Jodhpur (DLJ) organised `E-CAM 39 Course for Serving Officers during 7-11 September 2009. Shri NK Agrawal, Sci F was the Course Director and Shri Ravindra Kumar, Sci E was the Course Coordinator. Twenty Serving Officers including sixteen officers from Army, two from Navy and two from Air Force attended the course. Dr N Kumar, Director, DLJ inaugurated the course.

DIPAS, Delhi
A special training programme on `Managerial Skills was organised by Defence Institute of Physiology & Allied Sciences (DIPAS) during 29-31 July 2009. The training was imparted by the faculty from National Institute of Industrial Engineering (NITIE), Mumbai. Dr G lIavazhagan, Director, DIPAS Inaugurated the programme. The aim of the programme was to enhance the managerial skills of the scientists. The course covered the topics on Managerial Effectiveness, Listening Habits & Skills, Managers of 21st century, etc. Twenty five Scientists of DIPAS attended the programme.

DRDL, Hyderabad
Defence Research and Development Laboratory (DRDL), Hyderabad, organised a course on Advanced Training Program on Safety during 06-10 July 2009. Scientists and Officers from various DRDO labs/estts attended the course. The course was inaugurated by Shri AK Chakrabarty, Associate Director, DRDL Shri GC Mohanta, Director, Safety & Environmental Engineering briefed on various topics of the course. Shri PN Shankaran, Scientist (Retd), SDSC, SHAR, ISRO delivered a lecture on `Safety Challenges in the Development of Solid Rockets.

INMAS, Delhi
Institute of Nuclear Medicine & Allied Sciences (INMAS), Delhi, organised a course on `Application of Positron Emission Tomography in Radiation Sciences during 26-30 October 2009. Thirty three participants from various DRDO labs/estts. attended the course. Dr Arun Malhotra, Head of Nuclear Medicine, AIIMS inaugurated the course and stressed upon the need of various imaging technique to enhance the diagnostic accuracy of the disease. Besides lectures from eminent speakers were organised.

ITR, Chandipur
Intregrated Test Range (ITR), Chandipur, organised a course on Current and Future Trends in Telemetry during 17 to 21 August 2009. Shri SP Dash, DS & Director, ITR inaugurated the programme and delivered the key note address. Ms B Sucharita, Sci F was the Course Director. Eminent speakers from Industry and DRDO labs and renowned professors from IIT Kharagpur, delivered lectures on various stateof-the-art technologies like Spectrum management, plasma effects & re-entry telemetry, secured telemetry, next generation modulation schemes and satellite based telemetry. Officers from ITR, PXE, NSTL, RCI and DRDL enthusiastically participated in this event.

Librarians Day was celebrated on 01 August 2009 at Knowledge Centre, DRDL, Hyderabad by the library professionals of Hyderabad-based DRDO libraries. Shri P Venugopalan, Outstanding Scientist & Director, DRDL inaugurated the function. In his address, he asked the librarians to find out the ways and means to increase the readership and attract more number of scientists to the libraries. Around 20 library professional from DRDL, RCI, ASL, DLRL, DMRL and ANURAG attended. Dr K Nageswara Rao, Head TIC, DRDL gave a brief presentation on `Attracting Scientists & Improving Usability of Library.

NMRL, Ambernath
Naval Materials Research Laboratory (NMRL),

Ambernath organised a course on `Nanomaterials and their Applications during 14-18 September, 2009. Dr J Narayana Das, Director, NMRL inaugurated the course and gave a keynote lecture on the subject. Thirty participants from various DRDO labs/estts attended the course. The subjects covered in the course were nanotubes, nanoparticulates, naocoatings, nanoelectronics, nanofilms, nanocomposites etc.. The lectures were de livered by faculty from NMRL, other DRDO labs, CSIR labs, IITs and other academic institutions.

A conference for Young Scientists on `Underwater TechnologIes was organized during 20 - 21 August 2009. The conference was aimed at creating an increased and actualisation about awareness, a heightened consciousness, the ones own personality which is essential to shape future of the Young Scientists

RCI, Hyderabad
Research Centre Imarat (RCI), Hyderabad, organised course on `RCS Measurement Technology during 07-11 September 2009. Shri SK Ray, DS and Director RCI inaugurated the course and Dr SK Chaudhuri, OS & Associate Director, RCI presided over the validictory function. Thirty Four scientists participated in the course. Another course on `Quality and Reliability Management in Aerospace System was organised during 14-18 September 2009. Shri SK Ray, DS & Director RCI, inaugurated the course and shri WN Raghupathy, Sci G , Associate Director RCI presided over the valedictory function. Forty five scientists participated in the course. Shri AK Chattopadhyay, Sci F, was the course director and Shri N Vinayasagar, Sci E was the course coordinator. RCI organised a workshop on coaching and mentoring for mentors and mentees during 19-22 August 2009. Shri. Rajendra Prasad, Director IIMST, RCI in his opening remarks gave overview of the workshop. Dr SK Chaudhuri, OS, RCI, stressed on importance on mentoring. Shri. SK Ray, inaugurated the workshop.

Dr Y Bhujanga Rao, Director, NSTL inaugurated the course. Twenty four participants from different DRDO labs/estts attended the course. Eminent faculty from Andhra University, GITAM University, Govt. Polytechnic, DRDL and NSTL delivered the lectures.

VRDE, Ahmednagar
Vehicle Research & Development Establishment (VRDE), Ahmednagar, organised a course on `Simulation Techniques for Automobiles during 24- 28 August 2009. Twenty-seven participants from various DRDO labs attended the course. The aim of the course was to appraise the participants about various simulation and analysis techniques available and their usage in Automotive field.

Appointments
Shri S Sundaresh, DRDO HQrs CC R&D (ACE), Vehicles (UGV), a prototype teleoperated BMP II has been developed for different military applications. He guided development of many technologies such as Driving and Gunnery Simulators on 6 DOFs Motion Platform, Automatic Target Tracker, Mobile Camouflage System for MBT Arjun and established modern infrastructure facilities for Automotive and Aircraft sub-systems. He has presented a number of technical papers in the National Workshops and Conferences and in the International Conferences. He is a Fellow of IETE, Senior Member of IEEE, IEEE, Member in SAE and FPSI. Dr K Sekhar, CC R&D (MS & LIC), DRDO HQrs Dr K Sekhar, CC R&D (Impl) has been appointed as CC R&D (MS & LIC) wef 01 November 2009. Dr Sekhar obtained his BTech (Hons) in Chemical Engineering from IIT, Kharagpur in 1971 and MTech in Chemical Engineering from IIT Madras in 1973. He obtained his doctorate degree from Jiwaji University, Gwalior. Dr Sekhar joined DRDL Hyderabad in Oct 1973 as Senior Scientific Officer. He worked on Liquid Propulsion technology for 16 years. During this tenure, he has set up a large thrust Liquid Rocket Engine Test Facility, tested and evaluated the propulsion stages of Prithvi and Agni missiles. As Project Executive he has set up Production Facilities at 10 Ordnance Factories for the production of propellants and explosives required for the IGMDP programme. In his role as the Director, Reliability and Quality Assurance at DRDL, he ensured the Quality and Reliability of all missile systems during the development and Limited Series Production (LSP) phases. Dr Sekhar tookover as Director, DRDE, Gwalior in November 2001. During his tenure of five and half years as Director he has brought in product orientation leading to the development and ToT of several diagnostic kits and NBC protective equipment. This

Shri S Sundaresh, Distinguished Scientist, has been appointed as Chief Controller R&D (ACE) wef 01 November 2009. He will also holds the additional charge of Director, Combat Vehicles Research & Development Establishment, Avadi, Chennai. Shri Sundaresh has a rich experience in Technology Management and Project management in the domain of Combat vehicles. After completing his graduation in Electrical Engineering from Madras University in 1971 and postgraduation in Control Systems from IIT Madras in 1973, he joined Naval Science and Technological Laboratory, Vishakapatnam in January 1974. During his tenure at NSTL from 1974 to 1986, he carried out the design and development of control and guidance systems for underwater weapons successfully and the roll and course control and guidance system of an antiship torpedo was productionised. He moved to Combat Vehicles Research & Development Establishment, Avadi in 1986, where he was responsible for the design and development of Integrated Fire Control System (IFCS) for the Main Battle Tank Arjun. He led the development of IFCS for MBT Arjun through successful weapon system trials and users acceptance. He received the DRDO Technology Award for this contribution in 1996. He is heading the the LCA workcentre at CVRDE since 1996 and has successfully led his team in qualifying the Aircraft-mounted Accessory Gearbox and the hydraulic filters for the Light Combat Aircraft (LCA). He was nominated as the Chairman for the Soldier System Study Group in 2002. He piloted a team of scientists from DRDO labs in this study and submitted a proposal for a multi lab DRDO Programme for the Soldier as a System. Under his leadership, production of CI Ajeya and Armoured Ambulance materialised. A Carrier Command Post Tracked Vehicle was developed against GSQR which is cleared for induction. has culminated in equipping a third of the Army with NBC protective devices. During his tenure, DRDE has come into the Select Group of Labs in the World which are designated as official labs of the Organisation of Prohibition of Chemical Weapons (OPCW) to identify trace quantities of Chemical Warfare Agents in several matrices. Under his leadership thrust areas of NMRL were redefined as Underwater Marine Materials, Energy Systems and Protective Technologies and Soldier Comfort Technologies. A full-fledged Business Plan was generated and based on the growth plan, additional land of 25 acres was acquired and infrastructure expansion was implemented. Major breakthrough were achieved in Welding Technology for Ship-building Steel. Several user-specific product configurations such as Auxiliary Power Units for Battle Tank, power source for Battlefiled Surveillance Radar, Base Power Plant for Forward areas, Distributed 10 kW Hydrogen Energy Stations for Rural Electrification Projects, etc. have been identified through interactions with user agencies. An industrial version of modular 15 kW Power Station was developed for demonstration under his guidance. Through an MoU, 1.2 kW PAEC was integrated with Reva car to demonstrate Indias first fuel cell car in 2006. The jeep-mounted mobile 10 kW power generator with in-situ hydrogen generator is fully engineered into product line for the Army. Under his leadership, NMRL was awarded Titanium Trophy 2005 and DRDO Technology Spin-Off Award 2007. Dr Das was a recipient of the coveted `Scientist of the Year Award - 1998 for his innovative contributions in Naval System Technology. VASVIK Award for Materials Science & Engineering in 2004 and Distinguished Alumnus Award by IIT, Madras in 2008. He has published more than 15 papers in International and National Journals and holds 8 Indian Patents and 5 International Patents in Materials Technology. He is a Member of Indian Institute of Chemical Engineers, Materials Research Society of India, ISSS and FRP institute. Dr S K Vasudeva, CC R&D (SS) DRDO HQrs Dr SK Vasudeva has been appointed as Chief Controller R&D (SS) wef 01 November 2009. Dr Vasudeva after completing Master of Science in Organic Chemistry and obtaining Doctorate from Punjabi University, Patiala, joined DRDO in 1970.

He has several publications, national and international patents, and distinguished awards. He has been the Chairman of International Organisations and member of several societies also. Dr Das, born in 1949, joined DRDO at DRDL, Hyderabad in 1971 after completing his BTech from IIT, Madras. Subsequently, he completed his MS and PhD in Chemical Engineering from IIT, Madras, Chennai. During his stay at DRDL, he was responsible for the development of refueling system and propulsion test facilities for rocket engines in addition to other research work on liquid rocket propellant. Later, he moved to NPOL, Kochi, in 1981. At NPOL, he was actively involved in developing passive acoustic materials and acoustic transducer technology for sonar systems. He was instrumental in establishing Materials Science Division at NPOL and was heading Sonar Transducer Group

In 1971, he joined Terminal Ballistics Research Laboratory (TBRL), Chandigarh. In 1976, he was selected by Ministry of Education, Govt. of India, New Delhi, for National Scholarship to study abroad and did his Post-Doctoral Research in the area of explosive compounds, at Technical University, Warsaw, under the guidance of renowned explosive expert, Professor T Urbanski. In 1980, he was deputed to attend Warhead Technology Training Course at MBB, West Germany. He worked at the Swedish Detonics Research Laboratory, Stockholm for a very short period under the renowned detonics expert Prof Persson, in the field of high pressure physics. In 2001, he was chosen to lead various Programmes of National importance for Defence preparedness and was appointed as Director, DRDO at New Delhi. During the last 35 years, he has been primarily associated with R&D in the field of design and development of special armament systems. OSD to SA to RM for International Affairs, DRDO HQrs Shri Gopal Bhushan after completing the assignment of Adviser (Defence Technology) at the Embassy of India, Washington DC, has been appointed as OSD to SA to RM for International Affairs. He headed the Defence Technology Wing at the Indian Mission in USA from July 2006 to October 2009. During his tenure, the Indian-US Defence R&D Cooperation has emerged as one of the fastest growing components in the bilateral relations between India and US. His efforts have helped forging of cooperative R&D partnerships and increased the accessibility of DRDO scientists to the sensitive laboratories and facilities of US DoD and DoE. Several important agreements were signed with DRDO. Earlier, he worked as Director and the Staff Officer to the SA to RM, the position he held from May 2000-July 2006. While working at the Secretariat of Scientific Adviser, he gained vast experience of technical and corporate management and held the position of CoSecretary of the Indo-Israel Management Council. IIMC is an Apex Body between DRDO and DDR&D, Israel. He held this position for four years, during this period, several important strategic alliances were formalised in the cutting edge military technology between the Organizations. He was also instrumental in obtaining the ISO Certification for the SAs Secretariat for the best practices and quality management. In over two decades with DRDO, he has worked at DRDO Computer Centre, Directorate of Advanced Computing and Systems Analyses at DRDO HQ and ISSA before joining the Secretariat of SA to RM and later deputed to the Indian Embassy at Washington DC USA.

Dr S Sundarrajan is Deputy Programme Director and Head Programme Team, PJ-lO, taking care of DRDO tasks of prestigious Indo-Russian Joint Venture Programme, BrahMos, for development and production of supersonic cruise missiles. He is INAE-AICTE Distinguished Professor and Fellow of Institute of Indian Foundrymen and Institution of Engineers. He published over 70 research papers in national and international journals and edited 2 engineering handbooks.. He is chairman of National R&D Centre of Institute of Indian Foundryrnen. He received UNESCO Fellowship to participate in International Foundry Congress (1988), Best Metallurgist of the Year Award from Government of India (1993), Vishwa Bharathy Foundation Professional Expertise Award (1999) and Best Performance Team Award from DRDO (2004).

Shri S Bhaskar obtained his Bachelors Degree in Mechanical Engineering from the College of Engineering, Osmania University and Masters Degree in Production Engineering from JNTU, Hyderabad. He is responsible for delivery of RVS for the production requirements of AI, A2 and A3 systems and also for development of RVS for A2 and A5 systems. As project coordinator for LCA Radome, he was responsible for development of largest nose cone radome for Tejas Aircraft and delivered Variable Thickness Radome Assemblies for PV Series, Navy Version and LSP requirements with due airworthiness certification from CEMILAC and CRI agencies. His has designed and developed 128 bit synchronous serial link for different sub-systems of projects. He has designed and developed high accuracy Direction Finding Receiver for Auto-Tracking System in Project Ajanta. He has successfully developed microprocesser based servo controller for competence build-up project Strap to control a 2-axes gimbals. He has developed embedded software for a microprocessor based 3-axes servo control system in Project Trishul.

Kurukshetra, Haryana (formerly Regional Engineering College). I joined DRDO in 1979 at Naval Science & Technological Laboratory (NSTL), Visakhapatnam, AP. He been closely involved with several staff projects on underwater weapons and systems at NSTL. Products developed under many of such projects have been successfully handed over to the users.

RCI, Hyderabad
Shri BHVS Narayana Murthy obtained his BTech from REC Warangal and MTech from JNTU, Hyderabad. He is working as Technology Director, Dte of Real Time Embedded Computers responsible for the design and development of onboard computers and mission software for missile and aircraft systems. He is Project Director for the Technology Project `System on Chop (SOC). He has designed, developed and delivered onboard computers, missile interface units and INS computers for various missile projects. User deliverable systems are produced though production agency by technology transfer.. He has developed onboard mission software, implementing guidelines and control functions. Shri BRK Reddy obtained his BTech (ECE) from JNTU,Coliege of Engineering, Anantapur in 1985, and MTech (Computer Science & Technology) from Andhra University, College of Engineering, Visakhapatnam in 1988. Shri Reddy joined Space Applications Centre (SAC), ISRO, Ahmedabad, in November, 1986 and worked in the field of INSAT-II Satellite antennas, and developed spherical near-field measurement techniques for performance evaluation of the same. Subsequently, he joined Mis Bharat Electronics ltd, Ghaziabad, in August, 1991. He joined RCI in July, 2000, and since then he has worked as Project leader and completed the Project - `Establishment of Radar Seeker Test & Evaluation Facility, and as Group Head of `Microwave Systems Group. Dr O Vijayakumar obtained his MSc (Physics) in 1974 from University of Kerala and PhD from Indian Institute of Science, Bangaluru in 1980. He joined NPOL, as JSA in 1976. During his tenure from 1976 to 1980, he was involved in the design and development of under water transducers and experimental studies in ocean acoustics. During a brief period (1981-82), he joined Indian Institute of Bangaluru as Scientific Officer and was involved in the physical modelling of sound propagation under the project `Sound Transmission in Coastal Seas. During the period 1982-2003 at NPOL, he was involved in the experimental studies on ocean acoustics, target acoustics and coordinated performance evaluation of sonar systems at sea. He is presently the Associate Director (Management) and is providing executive leadership for all corporate groups and IT division.

Shri PN Tengli born in June 1958, completed BE (Mech) in 1982 from Karnataka University and secured distinction. He did his Postgraduation in Tool Engineering from ClTD, Hyderabad during 19821984. He completed MBA (Marketing) during 1997 from IGNOU and secured Distinction. He also did Postgraduation in Project Management during 2003 from the University of Hyderabad. He joined SFC-Jagdalpur in June 2004. Initially for two years he has contributed his services for the Main Test Bed that was commissioned in record time. Subsequently he worked for NOT facility and streamlined the various activities of NOT. He also handled the Process Division and processed more than 300T propellant to produce rocket motors for Agni-1, Agni-2 and Agni-3. He published more than 12 papers and presented National and International Conferences. He is member of Professional Societies like Aeronautical Society of India, Aerospace Related Mechanisms Society, High Energy Materials Society of India, etc.

Research centre imarat (RCI), Hyderabad has establshed VLSI learning and lab centre. Shri SK Ray, DS & Director, RCI, inaugurated the centre on 17 August 2009. SPECIAL SCIENCE COUNCIL-RCI

pecial Science Council has been organised on 25 August 2009 at Research centre imarat (RCI), Hyderabad, by the Hyderabad based laboratories viz, ASL, DRDL, RCI, DMRL, DLRL ANURAG in which about 450 scientists participated. It was attended by all the Directors of the Labs, Programme Directors, Project Directors, Technology Directors and Senior Scientists. Dr R Sreehari Rao, CC R&D (ECS), DRDO and Dr K Sekhar, CC R&D (Impl) DRDO also participated. In addition CMDs of BDL, MIDHANI and Executive Director, HAL were also present. Dr VK Saraswat, while welcoming Shri M Natarajan highlighted special achievements during his tenure such as induction of Agni and BrahMos into Services, successful flights of Air Defence Interceptor Missile and K-15 missile. During this period a big boost has been given to the cutting-edge technologies in missile areas and business plan for production has been initiated. ISO 9001 : 2008 CERTIFICATION TO PXE


Proof & Experimental Establishment, Chandipur, the 114 year old Premier Test & Evaluation Range of DRDO, has been awarded ISO 9001:2008, latest standard in the ISO 9000 series of Quality Management System by STQC Certification Services, Government of India, New Delhi. The scope of this certification covers Proof and Evaluation of Armament Stores through Dynamic Testing, Acquisition and Analysis of Data by application of Advanced Electronics, High Speed Image Processing and RF Instrumentations & Information Technology. This certification was awarded on 28 July 2009. Earlier this Establishment had been certified for ISO 9001:2000 in October 2002.

Raising Day Celebrations


ARDE, Pune Armament Research & Development Establishment (ARDE), Pune celebrated its 51 Raising Day on 1 September 2009. Former Directors of ARDE Maj Gen (Retd) D Kapil, AVSM and Dr Haridwar Singh were present. Fun Games were arranged and Sports Award for achievements in sports were distributed. Presentation of Ayudh Jhankar, a special cultural programme of songs, folk dance and skits was performed by ARDE artists. Employees were given cash awards and commendation certificates and four DRDO Lab level Awards were given. CFEES, Delhi The 59 Annual Day of Centre for Fire, Explosives & Environment Safety (CFEES), Delhi was celebrated on 23 October 2009. Dr PS Goel, Chairman, RAC as Chief Guest graced the occasion. The DRDO Lab Level Awards were given on the occasion. The cultural events were performed during the occasion. ISSA, Delhi T h e Foundation Day of Institute for Systems Studies & Analyses (ISSA) was celebrated on 18 September 2009 at Dr VK Saraswat delivering the Foundation Day Lecture Bhagavantham Auditorium. The function was graced by Dr VK Saraswat, Scientific Adviser to Raksha Mantri, Secretary Defence R&D and DG DRDO. The Chief Guest of the occasion was Air Marshal SC Mukul, PVSM, AVSM, VM,VSM, Chief of Integrated Defence Staff to the Chairman Chiefs of Staff Committee. The function was also attended by Senior Officers from IDS(MoD) including several DRDO HQrs Directors and Lab Directors of Metcalfe House complex were also present. Shri. HV Srinivas Rao, Director, ISSA welcomed the guests and highlighted the charter of duties, current projects, thrust areas and the activities being carried out in these areas. Dr VK Saraswat congratulated ISSA on productive 50 years and expressed that ISSA is working in the right direction. He recollected his first interaction with ISSA/CASSA in 1986 during Prithvi development when many questions were raised regarding the reliability and cost-effectiveness of the missile and CASSA had developed a model to answer these questions. Two booklets viz., Software Products of ISSA and Swarna Smriti were also released by the Scientific Adviser. Laboratory awards for 25 years service, Scientist of the year and other lab level awards were also disbursed. Shri JC Kapoor, Director CFEES, Member of International Forum of Fire Research Directors (IFFRD) was deputed for the Annual Meeting of the Forum during 1115 October 2009 at Seoul, Korea. The forum is a group of Directors of Fire Research Organisations throughout the world with a focus of identifying strategic partnerships to advance fire safety engineering. Raksha Mantris Award for Excellence 2007-08 for Import Substitution was awarded to a team from Bharat Electronics Limited in collaboration with Electronics & Radar Development Establishment (LRDE), Bangaluru for their extraordinary initiative, determination and meritorious work, indigenous development efforts and foreign exchange savings in respect of Engineering & realisation of Rohini Radar D&E model.The award was handed over by Honourable Raksha Mantri Shri AK Antony on 06 November 2009.

Signing of MoU
A Memorandum of Understanding (MoU) has been signed on 10 November 2009 between Centre for Fire Research and Environment Safety (CFEES) and M/s Aska Equipment Ltd., New Delhi for Transfer of Technology of Portable Handheld and Backpack Water Mist System, designed and developed by CFEES in the presence of C-TEC & representative of Directorate of Material Management and DCDA. The Portable Hand-held and Backpack Water Mist System is based on the twin fluid technology to create a spray of water mist with improved lancing distance over the conventional portable fire extinguishers. The system uses plain water for extinguishment of solid combustibles, liquid fuel and live electrical fires. It also helps in blocking radiant heat and scrubbing the air, enabling the person to approach the fire comfortably.

This system is handy first aid fire fighting equipment in manned unconfined areas, capable of fighting small size fire with less than 1 MW heat release rate i.e. equivalent to 1.4 m2 diesel pool fire, in less than the time taken by conventional portable fire extinguishers.

Prime Ministers Shram Awards Prime Ministers Shram Awards were announced on 14 August 2009 for the employees of DRDL, Hyderabad. The objective of the awards is to recognise the outstanding contributions made by workers in organisations both in public and private sector who have distinguished record of performance, devotion to duty of a high order, specific contribution in the field of productivity, proven innovative abilities, presence

of mind and exceptional courage. Defence Research and Development Laboratory has the honour of achieving this prestigious award, fourth time. The award consists of a citation and cash of Rs.60,000/-. Young Engineer Award - 2009 In recognition of his innovative and outstanding work in the field of engineering, the Government of Andhra Pradesh and the Institution of Engineers (India), AP State Centre jointly presented Young Engineer of the Year Award -2009 to Mr G Gopi, Sci C, DRDL, Hyderabad on the occasion of 42 Engineers Day Celebrations (in commemoration of 149 Birthday Celebration of Bharat Ratna Sir Mokshagundam Visvesvaraya) on 15 September 2009.

Sports
LRDE, Bengaluru Shri N Ashok, Technical Officer A, DFRL has been awarded DRDO South Zone Sports Award for the Year 2008-2009 in Table Tennis. NMRL, Ambernath Intra-zonal Chess tournament for west zone DRDO labs was held at NMRL, Ambernath during 07-08 September, 2009. Twenty Three participants from west zone labs NMRL, VRDE, ARDE, HEMRL and R&DE have participated in the tournament. VRDE, Ahmednagar was the winner and HEMRL, Pune runners-up in the tournament. Table Tennis championship, INS Shivaji INS Shivaji has conducted Table Tennis championship in September 2009, in which 44 Officers have participated. In Mens singles category Shri D Praveen Kumar, Sci B, was the winner and Midshipman Prince Mata was the runner-up. In Mens doubles category Shri D Praveen Kumar, Sci B, and his partner Midshipman Prince Mata were the winners and Midshipman Kesav, his partner Midshipman Mithare were runners-up in the championship.

AWARD - HORTICULTURAL SHOW TROPHY


DFRL, Mysore Defence Food Research Laboratory (DFRL), Mysore was awarded a Rolling Trophy and the four first prizes in the Ornamental Garden category for DFRL premises, VVIP cottage, Scientist Hostel and Directors residence during Dussehara Garden Show organised by the Govt of Karnataka, Dept of Horticulture and Dist Horticulture Society during 16-20 September 2009. Health SAMPADA `Health Sampada Gym was inaugurated by Dr PK Saxena, OS & Director Scientific Analyses Group (SAG) on 24 September 2009 at DRDO Residential Complex, Timarpur, Delhi. Dr RP Tripathi, Director, INMAS, Dr G Ilavazhagan, Director, DIPAS and Dr AK Singh, Director, CEPTAM were present during the occasion. The facility will cater to the need of DRDO Scientists/officials and Service Personnel. It helps the residents to remain healthy. It consists of Motorised Treadmill, Cross Trainer, Upright Bike Heavy Duty. Recumbent Bike Heavy Duty, etc. Dr Sunil Kumar, EMU helped in establishing these facilities.
