TP 2 Seminar What are the conditions to categorize a state as democratic? What constitutes a victory? Political or military?

Military is more measurable. Big assumption: democratic leaders are more accountable Kant--republics are the optimal political unit to compete in an anarchical system. Republics can raise large armies and tax support. Evolutionary process--hegemonic liberal order of republic states: trust and respect for people plus trade locks in peace. The Pacific Union: North Atlantic and Japan China's alternate model: threat to liberal order because it's a different model; it would seem to be in China's best interest if US is realist and not liberal. Norms and Institutions...however, history shows norms have been less influential in liberal-liberal interactions. Breaking liberal norms has broken trust.
