MASENO UNIVERSITY DEPARTMENT OF ECONOMICS & BUSINESS STUDIES ABA 322: MANAGEMENT OF PUBLIC ENTERPRISES INSTRUCTOR: CAINAN OJWANG

The course will be assessed through continuous assessment tests (CATS), which will account for 30% of the total marks and a final exam at the end of the semester accounting for 70 % of the total marks. Approach; The course will be conducted through lecturers and demonstrations. Students will be required to participate actively in the class, take all the assignments in the course of the lecturers and sit for the final exam at the end of the semester. Objectives; The course introduces the students to the management of public enterprises in Kenya. Lecture Schedule-42 hours 1. 2. The legal apparatus that govern the formation and operation of public enterprises -Act of parliament -Companies Act -Memorandum of Association -Article of association -Provisions of the state corporations Act 9(Cap 446) in responce to annual accounts

3. Management of Public Enterprises -Management through private agency -Departmental management - Government company form of management -Board of management -Mixed ownership and management -Public corporation form of management 4. Sources of capital for Public Enterprises -Equity share -Preference share -Debentures -Bonds -Banks and other financial institutions -The exchequer 5. Management Problems of Public enterprises -Delays in planning and implementation -Reconciling autonomy of the enterprises with the accountability to parliament -Pricing policy and profitability -Industrial relations -Problem of location Examinations CATS 1-1hour 30minutes CAT 11-1hour 30minutes Total - 42 hours 1hr 1hr 2hr 1hr 1hr 2hrs
