2012 Urban Shield EHP Exercise Scenario Red Area Command Hazmat Scenario 8: WMD 434 North Canal

Members of a Type 1 or 2 hazardous materials response team have been dispatched to participate in an odor investigation at a business park. Police officers at the scene have taken into custody the owner of the business who is a member of a religious cult that has ties to violence against other religious groups and government institutions. The teams mission will be to assess the site, identify and characterize the nature of the odor and advise first responders on what actions should be taken to secure the contamination source and affected areas.

This exercise will test the ability of a hazmat team: 1) to develop and participate in a unified command, 2) survey the incident scene 3) participate in the development of an incident action plan, 4) develop a site safety plan, 5) Identify hazmat and the extent/scope of the incident, 6) Analyze weather forecast to conduct hazard zone prediction, 7) conduct contamination surveys, 8) monitor movement of hazardous materials releases and formulate predictions on dispersions and characteristics over time, 9) identify and establish control and exclusionary zones, 10) collect, prioritize, and manage data and information from all sources, 11) develop incident monitoring and sampling strategy based upon a realistic assessment of operational hazards, 12) conduct sampling operations, 13) identify, classify, and verify suspected non-biological WMD/hazmat samples through the use of three different instrument technologies, 14) Use plume dispersion models and other analytical tools to generate ongoing WMD/hazmat dispersions assessments,15) implement risk evaluation processes that adequately addresses the risk of various actions to both responders and the public, 16) make offensive or defensive reconnaissance operations, as necessary, to gather intelligence on the situation, 17) request from law enforcement guidance on collection and management of evidence from potential crime scene. Upon arrival, hazardous materials response team personnel will have required personal protective equipment inspected. Prior to beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. No one will be allowed to participate if they lack the necessary PPE, training or has failed to attend the safety briefing. The entire exercise will be located at the privately owned Spruce Business Park that is administered by property owners association. The scenarios specific site, check-in/staging and briefing areas, vendor cache, drop points, including first-aid/rehab and hand washing stations and bathrooms will also be located on the parks grounds which are surrounded by perimeter fencing and driveways controlled by assigned scenario staff. Night time operations will be augmented with additional portable lights.
