The number of sipahi with lances cannot exceed the number of other sipahi. Up to half of gonullu cemaats may have spears. Up to half of besli cemaats may be elite. You may not deploy more Bases of gonullu than sipahi. You may not deploy more Bases of segban than sipahi.
