COUNCIL OF GOVERNORS PRESS STATEMENT BY GOVERNORS ON REFERENDUM SHANZU RESOLUTIONS Today, the council of Governors held a session in Shanzu,

, Mombasa County on the sidelines of the National Land Commission Retreat. The meeting resolved the following Shanzu Resolutions: 1. Fighting poverty, employment creation and generating wealth will be the focus of Governors and County Governments. Governors will ensure accountability and public participation in their work. 2. To enable speedy development we will start the process for a National Referendum to amend the relevant articles of the constitution in the following ways: To raise allocation of revenue allocation to counties from 15% to a minimum of 40% so as to capture the wishes of the people of Kenya for development and to fund the 70 percent devolved functions Strengthen the role of the Senate Enhance the unity of the country to ensure there is no sectarian division in Kenya but maintenance of one sovereign Republic of Kenya. Bursaries and Infrastructure maintenance and development of primary & secondary schools to be devolved to the counties.

3. All laws are subject to the Constitution. Therefore, subsidiary laws that are in contravention of the constitution will not be permitted to fight devolution. 4. In line with this, for example, all devolved monies to youth and women should come through the county government for efficient and realistic grassroot allocation that will enhance job creation and development. The management of the funds will be headed by Women and Youth leaders. 5. Finally, to support national unity and inform the nation on devolution and the Referendum, Governors will hold a series of JOINT RALLIES across the Nation with elected leaders to call for peace, security, and focus on development. These will start with a major rally featuring all Governors, to be held next month on Saturday, August 31st, 2013.
