ROLES OF THE PROCUREMENT AND DISPOSAL UNIT

1. Manage all procurement or disposal activities of the procuring and disposal entity except adjudication and the award of contracts. 2. Support the functioning of the contracts committee. 3. Implement the decisions of the contracts committee. 4. Liaise directly with the Authority on the matters of jurisdiction. 5. Act as secretariat to the contracts committee. 6. Plan the procurement and disposal activities of the procuring and disposal entity. 7. Recommend procurement and disposal procedures. 8. Check and prepare statements of requirements 9. Prepare bid documents. 10. Prepare advertisements of bid opportunities 11. Issue bidding documents. 12. Maintain a list of providers. 13. Prepare contracts documents. 14. Issue approved contract documents. 15. Maintain and archive records of the procurement and disposal process. 16. Prepare monthly reports for the contracts committee. 17. Co-ordinate the procurement and disposal activities of all the departments of the procuring and disposal entity. 18. Prepare any other such reports as may be required from time to time. 19. Advises User departments on individual procurement and disposal methods and practices. 20. Liase with the secretary contracts committee to ensure that submissions are made to the contracts committee on time and in correct manner and to request additional meetings when required. 21. Manage Pre-bid meetings. 22. Manage bid closings and bid openings. 23. Manage the evaluation process. 24. Monitor contract management by user departments to ensure implementation of contracts in accordance with terms and conditions of the awarded contract. 25. Report any significant departures from the terms and conditions of an awarded contract to the accounting officer.
