 CCDC, SEDC, & City Redevelopment Division carry out
redevelopment under contract to Redevelopment Agency
 CCDC & SEDC = independent corporations, wholly owned by City
key: appointment power  Mayor appoints Board Members of CCDC & SEDC (with Council
approval); fiduciary responsibility is to the corp., not the public
reports to  Complexity of structure leads to public confusion, lack of
transparency, & inconsistent policies and standards
contract relationship  Inherent conflict for Mayor (as Agency Exec. Director) and City
Attorney (as Agency Legal Counsel) to be subservient to the City
Council (as Agency Board)
 No staff directly accountable to Agency Board to advise & assist
