Dear Chairman Obey and Ranking Member Lewis:

I am requesting funding for the Regional Communications System (RCS) Upgrade in fiscal year
2010.

The entity to receive funding for this project is:


County of San Diego, Sheriffs Department
9621 Ridgehaven Court
San Diego, CA 92123

The funding would be used for the San Diego Regional Communications System (RCS), which
has been in existence since 1998 and involves 215 public agencies. This project will move the
County of San Diego and its cities forward in the implementation of an effective, efficient
regional interoperable communications system. This system will be critical both in terms of
daily, routine communications and during disaster emergencies and other events that
demand that all public safety agencies be able to communicate effectively. It will benefit
California and other States and Federal agencies by providing voice radio interoperability
with those entering into the region providing mutual aid. Ultimately, it will enable San Diego
County public safety agencies to seamlessly integrate with surrounding Counties as it is built
out to a network of networks.
