LEARNERS LICENCE

HOW TO OBTAIN A LEARNER'S LICENCE?


To learn driving a vehicle, the applicant first needs to obtain a learners licence for the relevant class of vehicle. A learners licence allows you to learn driving with a regular and experienced driver of your choice. If you want to drive a motor car or a two-wheeler, this should be along with a friend, relative or an instructor of a driving school who holds a valid driving Licence. If you wish to become a professional driver and drive commercial, passenger or goods vehicles, you will have to get yourself trained at a driving school duly recognized by the Transport Department. This licence is issued by the Motor Vehicle Authority. Procedure for issue of Learners Licence is prescribed under Rule 10 of CMV Rules, 1989. The applicant shall apply for same on Form 2 to the MLO.

1. MINIMUM REQUIREMENTS
FOR NON-TRANSPORT (PRIVATE) VEHICLE o The minimum age of the applicant should be 16 years in case of 50 cc motor cycle without gear and 18 years in case of motor cycle with gear or light motor vehicle. o In case of applicant between 16 to 18 years, the consent/declaration of the parents has to be given before the licensing authority. o In case of applicant above 50 years of age, applicant shall submit CMV Form-1 (with passport size photo affixed) issued by a registered medical practitioner with validity for 1 year only. FOR TRANSPORT (COMMERCIAL) VEHICLE o The minimum age of the applicant should be 20 years in case of autorickshaw, taxi, goods vehicle, bus etc. o The minimum educational qualification requirement is that the applicant should have cleared class 8 at school level. o Driving Experience: a. One year driving experience of Light Motor Vehicle (LMV) (NonTransport) for issuance of LMV (Transport). b. One year driving experience of LMV (Transport) for issuance of HTV (Transport). o CMV Form-1A (with passport size photo affixed) issued by a registered medical practitioner with validity for 1 year only.

2. DOCUMENTS REQUIRED: Please bring the original and a photocopy of the same. PHOTOGRAPHS: Three recent passport size photographs.

ADDRESS PROOF: (Please bring any ONE of the following) o Passport o Electoral Roll/ Voter Identity Card o Computerised Ration Card o AADHAR Card o Post Office or Nationalised Bank Pass Book with authenticated residential address o Latest Water Bill-Delhi Jal Board o Latest Electricity Bill o Latest Telephone Bill-MTNL only o Property Ownership like Registered Conveyance Deed, Registered Sale Deed o House Tax Mutation Order o House allotment/possession letter issued by Estate Officer, DDA, PWD, Cooperative Group Housing Society o Life Insurance Policy o Pay slip issued by any office of the Central Government or a State Government or a Local body o CGHS/DHS card showing name of the applicant supported by house allotment letter in favour of family member o Serving certificate along with dependent card-for defence personnel and their family members AGE PROOF: (To please bring any ONE of the following) o School Certificate o Birth Certificate o PAN Card o Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon MEDICAL CERTIFICATE: o Applicants seeking issue of DL for Non-Transport Vehicle shall submit the CMV Form-1 as a self-declaration for physical fitness. o Applicant above the age of 50 years for issue of DL for Non-Transport Vehicle shall submit CMV Form-1A (with passport size photo affixed) issued by a registered medical practitioner with validity for 1 year only. o Applicants seeking issue of DL for Transport Vehicle shall submit CMV Form-1A (with passport size photo affixed) issued by a registered medical practitioner with validity for 1 year only.

3. FEE DETAILS
Rs.30/ Rs.60/ for each class of category/ vehicle for two categories.

Rs.90/

for three categories.

4. TEST DETAILS Applicants who already possess either a valid driving licence or a valid learners licence for a different class of vehicle are EXEMPTED from the preliminary test, while applying for a new learners licence for a different class of vehicle. Test shall be conducted on the computer. In case the applicant is not computer literate, audio video test facility is also available. All probable questions along with answers likely to be asked during test are available on the website www.transport.delhigovt.nic.in. This test is of multiple choice objective type questions. Applicant will get 10 questions randomly selected from the Question Bank. Each question has to be answered in 1 minute. For qualifying the test applicant has to get at least 6 questions correct otherwise he/she will be considered as failed. In case the applicant fails in the test, he/she may re-appear for the test twice on any day starting from the next day within a week, without having to pay any additional fee. 5. SYLLABUS FOR PRELIMINARY TEST Traffic signs and signals, rules of the road regulations made under the Section-118 of Central Motor Vehicle Act. Duties of driver when his vehicle is involved in an accident resulting in death or bodily injury of a person or damage to property of a third party. Precautions to be taken while passing un-manned railway crossing. The documents he should carry with him while driving a vehicle. 6. WHERE TO APPLY FOR LEARNER LICENCE? In case of Non-Transport DL, applicant can select/ report to any Transport Zonal Office but for Transport DL, applicant can select/ report to only that Transport Zonal Office under whose area of jurisdiction he/she resides. Applicant can apply either through internet (On Line) https://www.dimtspay.in or report directly to Transport Zonal Office. In Online cases, applicant should take the print out of the duly filled ONLINE application along with the reference number and submit the same at the Transport Zonal Office that he has selected. If directly reporting to Transport Zonal Office, applicant has to submit the application in the prescribed CMV Form-2 / Unified Form to the licensing authority. 7. WHAT IS THE VALIDITY OF LEARNER LICENCE?

A learners licence is valid through-out India for a period of 180 days only during which applicant should get his permanent licence for that category. In case of expiry of the LL, the applicant needs to repeat the process afresh.

PERMANENT DRIVING LICENCE


HOW TO OBTAIN A PERMANENT DRIVING LICENCE?
Only a person holding a valid DRIVING LICENCE issued by a licensing authority is allowed to drive a motor vehicle in any public place anywhere in India. Such person is entitled to drive the vehicle belonging to the particular class of vehicle which is mentioned in his/her driving licence. Procedure for issuance of Permanent Driving Licence is prescribed under Rule 14 of CMV Rules, 1989. The applicant shall apply for same on Form 4 to the MLO.

1. MINIMUM REQUIREMENTS LEARNERS LICENCE o Applicant should be in possession of a valid learners licence for the particular class of vehicle for which he has sought the licence. FOR NON TRANSPORT(PRIVATE) VEHICLE
o o o The minimum age of the applicant should be 16 years in case of 50 cc motor cycle without gear and 18 years in case of motor cycle with gear or light motor vehicle. In case of applicant between 16 to 18 years, the consent/declaration of the parents has to be given before the licensing authority. One year driving experience of Light Motor Vehicle (LMV) (NonTransport) for issuance of LMV (Transport). b. One year driving experience of LMV (Transport) for issuance of HTV (Transport). o CMV Form-1A (with passport size photo affixed) issued by a registered medical practitioner with validity for 1 year only. o A training certificate issued by the registered driving school/training establishment for Transport vehicles.

2. DOCUMENTS REQUIRED: Please bring the original and a photocopy of the same.
PHOTOGRAPHS: Three recent passport size photographs. VALID LEARNERS LICENCE: Learners license which is issued by an authorized licencing authority which is effective as on the date of application for driving licence as well as on the date of the competency test. OTHER DOCUMENTS: a. In case learners licence is issued by same zonal office and there is no change in personal particulars then no other document is required. b. In case learners licence is issued by other zonal office or there is change in personal particulars then all the concerned documents (as mentioned for issuance of learners licence) are required. VEHICLE: Vehicle from the class for which driving licence has been applied must be brought for the driving test alongwith the following documents: o Valid Registration Certificate o Valid Insurance Certificate o Valid Pollution/Emission Test Certificate.

3. FEE DETAILS
Rs.200/ Rs.50/ For smart card based driving licence Driving Test fee for each class of category/ vehicle.

4. TEST DETAILS The applicant shall give the driving test in the class of vehicle mentioned in his learners licence. In case of failure in the first attempt of the driving test, the applicant is eligible to appear for the second test only after a minimum period of seven days from the date of first appearance. In case of failure in the second attempt of the driving test, the applicant is eligible to appear for the third test only after a minimum period of seven days from the date of second appearance.

In case the applicant does not pass even after three tests, he/she shall not be qualified to re-appear for such test before the expiry of sixty days from the date of last such test. Applicants who pass the test for driving a motor cycle with gear are deemed to also have passed the test for driving motor cycle without gear.

5. SUBJECTS FOR DRIVING TEST - Refer Rule-15 of the CMV.

6. WHERE TO APPLY FOR DRIVING LICENCE? In case of Non -Transport DL, applicant can select/ report to any Transport Zonal Office. Incase of Transport DL, applicant can select/ report to only that Transport Zonal Office under whose area of jurisdiction he/she resides. Applicant can apply either through internet (On Line) https://www.dimtspay.in or report directly to Transport Zonal Office. In online cases, applicant should take the print out of the duly filled ONLINE application along with the reference number and submit the same at the chosen Transport Zonal Office. If reporting directly to Transport Zonal Office, applicant shall submit the application in the prescribed CMV Form-4 / Unified Form to the licensing authority. 7. WHAT IS THE VALIDITY OF DRIVING LICENCE? Driving licence is valid throughout India. Driving licence issued for Non-Transport vehicle will be valid for 20 years or 50 years of age whichever is earlier. However, after 50 yrs of age it shall be valid for 5 yrs only. Driving licence issued for transport vehicle will be valid for 3 years only.

RENEWAL OF DRIVING LICENCE


HOW TO RENEW A DRIVING LICENCE?
A person holding a valid DRIVING LICENCE is required to get it renewed within 1 month of (before or after) expiry of its validity or any time thereafter with a composite fee. Procedure for renewal of Driving Licence is prescribed under Rule 18 of CMV Rules, 1989 and Section 15 of MV Act, 1988. The applicant shall apply for same on Form 9 to the MLO.

1. MINIMUM REQUIREMENTS Valid Driving Licence Medical Certificate: For all applicants in case of Transport DL and for applicants above 50 yrs of age in case of Non Transport DL. Training Certificate: A training certificate issued by the registered driving school/training establishment for Transport class of vehicles. 2. DOCUMENTS REQUIRED: Please bring the original and a photocopy of the same.
PHOTOGRAPHS o Three recent passport size photographs. DRIVING LICENCE o Applicant should be in possession of his valid driving licence for the particular class of vehicle to drive for which he is seeking the licence renewal. MEDICAL CERTIFICATE o For issue of DL for Non-Transport vehicle the applicant has to submit the CMV Form-1 as a self-declaration for physical fitness. o Applicants above the age of 50 years seeking renewal of DL for NonTransport vehicle shall submit CMV Form-1A (with passport size photo affixed) issued by a registered medical practitioner with validity for 1 year only. o Applicants seeking renewal of DL for Transport Vehicle shall submit CMV Form-1A (with passport size photo affixed) issued by a registered medical practitioner with validity for 1 year only. OTHER DOCUMENTS: a. In case driving licence has been issued from any of the zonal offices in Delhi then no other document is required.

b. In case driving licence has been issued from any other state then applicant should directly report to the MLO under whose area of jurisdiction he/she resides: o For Non-Transport category (private) driving licence, MLO will get the DL verified from the original Issuing Authority. o For Transport category (commercial) driving licence, MLO will ensure verification from the National Register uploaded by NIC.

3. FEE DETAILS Rs. 250/ Rs. 100/+ additional Rs. 50/ For smart card based driving licence. Composite fee for a period of delay of 1 yr or part thereof reckoned from the date of expiry with a grace period of 1 month.

4. TEST DETAILS In case Driving Licence is being renewed after expiry of 5 yrs from validity period then the applicant shall be required to appear for a driving retest for the respective class of vehicle mentioned in his driving licence. 5. In case driving licence has been issued by any other state then the applicant shall report to MLO directly. 7. WHAT IS THE VALIDITY OF DRIVING LICENCE? Driving licence issued is valid throughout India.

Driving licence issued for Non-Transport vehicle will be valid for 20 years or upto 50 years of age whichever is earlier. However, after 50 yrs of age it shall be valid for 5 yrs only. Driving licence issued for Transport vehicle will be valid for three years only.

DUPLICATE DRIVING LICENCE


HOW SHALL I GET MY DUPLICATE DRIVING LICENCE?
In case of loss or change of any particulars of driving licence, the holder of the driving licence can apply for a duplicate driving licence. Duplicate driving licence is issued under DMV Rule 5. The applicant shall apply for same on Form LLD to the MLO. 1. DOCUMENTS REQUIRED: Please bring the original and a photocopy of the same. PHOTOGRAPHS: Three recent passport size photographs. NCR: In case of loss of valid driving licence, an NCR issued by the Police mentioning DL number, name and address is required. NO CHALLAN PENDING: In case of loss of Transport DL, a No Challan pending certificate from Delhi Traffic Police is also required. GAZETTE NOTIFICATION: In case of change of name, a gazette notification by the Government of India or affidavit alongwith the original cutting of the advertisement in two national newspapers is required. MARRIAGE REGISTRATION CERTIFICATE: In case of marriage, the marriage registration certificate is required. OTHER DOCUMENTS: a. In case driving licence is issued by any of the zonal offices in Delhi then no other document is required. b. In case driving licence has issued from another state then the applicant will report directly to the MLO under whose area of jurisdiction he/she resides: o For Non-Transport category (private) driving licence, MLO will get the DL verified from the original Issuing Authority. o For Transport category (commercial) driving licence, MLO will ensure verification from the National Register uploaded by NIC. 3. ADDITION OF NEW VEHICLE CATEGORY TO DRIVING LICENCE


HOW TO ADD A NEW CLASS OF VEHICLE TO THE EXISTING DRIVING LICENCE?
A person holding a valid DRIVING LICENCE is entitled to only drive that particular class of vehicle that is mentioned in his/her driving licence. In case the applicant wishes to add any other class of vehicle to the DL he/ she shall apply for same in Form 8 to the MLO. 1. MINIMUM REQUIREMENTS LEARNERS LICENCE o Applicant should be in possession of a valid learners licence for the particular class of vehicle for which he has sought the licence. FOR NON TRANSPORT (PRIVATE) VEHICLE o The minimum age of the applicant should be 16 years in case of 50 cc motor cycle without gear and 18 years in case of motor cycle with gear or light motor vehicle. o In case of applicant between 16 to 18 years, the consent/declaration of the parents has to be given before the licensing authority. o In case of applicant above 50 years of age, applicant shall submit CMV Form-1 (with passport size photo affixed) issued by a registered medical practitioner with validity for 1 year only. DRIVING LICENCE o Applicant should be in possession of a valid learners licence for the new class of vehicle that he wants to add and a valid driving licence. In case the existing driving licence has been issued by any of the zonal offices in Delhi: o For Non-Transport category driving licence, no other document required. o For Transport category driving licence, education, training and medical certificates and police verification is required. In case existing driving licence has been issued from another state then the applicant will report directly to the MLO under whose area of jurisdiction he/she resides: o For Non-Transport category (private) driving licence, MLO will get the DL verified from the original Issuing Authority. o For Transport category (commercial) driving licence, MLO will ensure verification from the National Register uploaded by NIC. 4. FEE DETAILS Rs.200/ Rs.50/ For smart card based driving licence Driving Test fee for each class of category/ vehicle.

6. TEST DETAILS The applicant shall appear for the driving test in the same class of vehicle as is mentioned in his learners licence. In case of failure in the first attempt of the driving test, the applicant is eligible to appear for the second test only after a minimum period of seven days from the date of first appearance.

In case of failure in the second attempt of the driving test, the applicant is eligible to appear for the third test only after a minimum period of seven days from the date of second appearance. INTERNATIONAL DRIVING PERMIT


HOW DO I GET AN INTERNATIONAL DRIVING PERMIT?
International Driving Permit is a document which enables the citizens of India to drive motor vehicles in other countries as a stop-gap arrangement till they obtain the driving licence of that country. It is valid for period of 1 yr or for the duration of the validity of the visa or driving licence whichever is earlier. Procedure for issuance of IDP is prescribed under Rule 14(2) of CMV Rules. The applicant shall apply for same on Form 4A to the MLO and MLO shall issue the IDP in Form 6A booklet format. 1. MINIMUM REQUIREMENTS: Valid driving licence issued by any zonal office in Delhi. A valid passport issued by Government of India. Visa/permission to visit the particular country. 2. DOCUMENTS REQUIRED: Valid Driving Licence A valid passport issued by India Visa/permission to visit the particular country Three passport size photographs. Medical Certificate in Form 1A

4. WHERE TO APPLY FOR INTERNATIONAL DRIVING PERMT? In case the driving licence has been issued by any of the zonal offices in Delhi then the applicant can apply either through internet (Online) https://www.dimtspay.in or report directly to any Transport Zonal Office. In Online cases, applicant should take the print out of the duly filled ONLINE application along with the reference number and submit the same at the Transport Zonal Office. If directly reporting to the Transport Zonal Office, applicant should submit the application in the prescribed CMV Form-4A / Unified Form to the licensing authority. In case the driving licence has been issued from any other state but the passport issued from Delhi then the applicant has to report to MLO directly for issue of IDP in Form 6A booklet format. In case driving licence and passport both have been issued from another state then the applicant is required to submit one of the prescribed address proofs and report to MLO directly. However, government officials travelling either on official/ diplomatic passport or on government duty shall be issued IDP on basis of the letter issued by the concerned department or Ministry. 5. WHAT IS THE VALIDITY OF INTERNATIONAL DRIVING PERMIT? The validity of international driving permit is for a period of 1 year from the date of issue or till the validity of the visa or driving licence whichever is earlier.
