This is the Proposal that Michigan Governor John Engler issued on October 5, 1993 proposing to restructure financing for public education and create a "money follows the child" education funding model. The Governor's proposal led to the adoption in early 1994 of "Proposal A" by a 2:1 vote approving a 2% increase in the state sales tax and most of the reforms included in the Governor's proposal, including charter schools. It is worth reading in 2013 to see how the reforms remain embedded in the state's tax and education systems. But it is also instructive when it appears that the actual performance of Michigan's public schools has not dramatically improved. Also compare the 1993 language with Gov. Rick Snyder's 2011 Education Reform Message.
