Steps.

List the pair of departments that can be swapped

Pairwise interchanges - NC2 Virtually swap all possible pair of departments and find the total cost Identify the virtual swap that yields the lowest cost. If the lowest cost is less than the current cost of the layout then perform actual swapping and find the total cost. After the actual swapping, find the new centroids and distance matrix and hence the total cost matrix. If the total cost after the physical swap is less than the total cost of the current matrix, declare the modified layout( after the physical swap) as initial matrix and continue with iterations. If the total cost after the physical swap is more than the current layout cost, declare the current layout as the FINAL LAYOUT.
