South African Hajj ‘industry’ in turmoil – Part 1

Labbaik Allahuma Labbaik (Here I am,
Allah) resonated from the South
African hujjaj on the 8th Day of Dhil
Hijja in the holy city of Makka. Amidst,
the chaos back home, they were the
'chosen ones', handpicked and accredit-
ed by the South African Hajj and
Umrah Council (SAHUC).
I remember a time when my family and
friends, solemnly greeted us with their
hajj intention, leaving a printed
reminder card with their departure date
and flight details, swearing - Insha-
Allah (If Allah wills). Lo and behold,
Allah willed and they left on the desig-
nated day, teary eyed and blossoming
hearts, sometimes leaving family and
friends for four months at a time. In the
old days (and today) the hujjaj were not
wealthy, many saving their monies for
years; derived from the sale of koeksis-
ters, samoosas, dressmaking and odd
jobs to fulfil their 'fifth pillar'. In the
old days and (shamefully) during the
Apartheid, they persevered through
unscrupulous travel agents, haj opera-
tors and the Kingdom of Saudi Arabia's
processing of visas, and yet they ful-
filled their pillar of faith. Alas, today
when making the niyyah for haj, the
hujjaj has to adapt its prayer from If

Although, the Deputy Minister Aziz
Pahad inaugurated SAHUC's existance
the Department of Foreign Affairs main-
tains it is not officially responsible for
SAHUC. Pahad said responsibility and
accountability between the Department
of Foreign Affairs and SAHUC can only
be established through a statutory act
and no statutory act has brought
SAHUC into being. Well, if the govern-
ment cannot be held accountable for
SAHUC, "Who is it's Matouf (spiritual
guide)?"
Who or what has mandated SAHUC into
existence and allowed them to impose a
mandatory R400 levy. "This levy is used
for administration costs, salaries and
setting up of offices," said a SAHUC
executive member who does not want to
be named. In fact, many of the dynamics
affecting the SAHUC structures are
gladly volunteered 'off the record'.
According, to its Newly Amended
Constitution SAHUC's controlling body
comprises of the Founding Member
Organisations with the mandate -
"Sahuc shall be controlled, managed
and directed by the Founder and accred-
ited Member Organisations by virtue of
the powers vested in the National
Executive Committee (NEC).
The controlling body is managed by the
National Executive Committee (NEC),
which is representative of member
organizations. Interestingly, SAHUC
has over the past years 'amended' their
constitution without following due
process especially where voting powers
are concerned, so much so that the NEC
have a permanent controlling vote of
51% plus. Effectively, the NEC will
always out vote any opposing decision
in the lower ranks of SAHUC. This 51%
ensures that the NEC could use this
power to vote for their allies. The SA
Travel and Hajj Operators Association
(SATHOA) has two seats on the NEC,
which in reality is useless because they
have absolutely no chance of effecting
change within SAHUC - always voted
against. On the other hand SAHUC uses
SATHOA's presence to dupe the general
public in their 'transparent and includes'
all roleplayers policy. SATHOA's
opposing votes at meeting are not pub-
lised by SAHUC, hence creating the
false impression that SATHOA and
SAHUC are in bed together.
According to an unnamed executive
member of SAHUC, they conveniently
neglect to inform SATHOA on decisions
made and new rules implemented by
SAHUC affecting the hujjaaj.

the activities of BAE in five
countries, despite the collapse
of the £2 million inquiry into
the alleged of slush funds to

ining corruption allegations
over arms sales in Tanzania,
Chile, Romania, South Africa
and the Czech Republic.

BAE's sale of a £28 million
military air traffic control sys-
tem to Tanzania.
The deal was financed by a £40
million loan from Barclays
Bank, which caused further
anger because the debt was
paid from aid given to Tanzania
by Britain to assist sustainable
development, including pri-
mary education. The Prime
Minister overruled Gordon
Brown and other Cabinet min-
isters to approve the deal.
As Mr Blair took "full respon-
sibility" for the advice to drop
the inquiry, saying that a prose-
cution would have done
"immense damage" to Britain, a
former SFO director, Rosalind
Wright said that she was sur-
prised that the Saudi case had
been dropped because of
national security Wright said,
"Public interest does not have a
defined compass. It's a loose
concept. In this case there is
something I have never come
across before which is national
security. I have never come
across it in fraud and I have 18

prayer,or solaah, have signifi-
cant physical benefits, accord-
ing to a research project by
Universiti Malaya's biomedical
engineering department.
Initial results show the Muslim
style of praying benefits the
heart and spine, while increas-
ing the capacity for memory
and attention.
Muslims pray five times a day,
with each solaah beginning in a
standing posture, followed by a
deep bow and then progressing
to a sitting position on knees.
The person then touches their
forehead to the ground, sits up
and repeats the process before
finally standing again.
Prime Minister Abdullah
Ahmad Badawi said the study
affirmed the power of
prayer in a person's life, the
New Straits Times reported.
"The study investigates the
physiological interactions and
effects of the solaah postures
on the human body," said
Abdullah, who likened solaah
postures to those practised in
yoga.
"Since the majority of our pop-
ulation are Muslims, it is both
of interest and importance that
we not only understand the
spiritual benefits of solaah,but
also ... its biological and med-
ical effects," he said.

The usually somber boardroom
of the Muslim Judicial Council
was transformed into an inter-
active workshop on the 28
November 2006. The historic
occasion, which forms part of
the MJC 40-day campaign

The workshop started at 7pm

2 cups rice
2 x Shaikhs Exotics whole carda-

marinade ). Fry 2 grated onions in
½ cup oil till golden brown drain on
paper- towel. 1x green pepper, 1x
red pepper sliced in strips fry for 5
min. in onion oil. 1x bunch of fresh
coriander leaves, washed and
chopped
Seafood marinade
1/4 cup oil
2Tblsp tomato puree
2 Tblsp lemon juice
2 Tblsp yoghurt
fried onion
1/4tsp black crushed pepper
1 tsp crushed garlic
1 tsp slivered garlic
1 tsp salt

Half of saffron liquid
½ of chopped coriander leaves
Marinade for 30 min.
Method
In a large flat pot put oil in which
onions were fried and 2 Tblsp ghee.
Add marinade to pot and bring to a
boil. Add sliced red and green pep-
pers. Add rice and prawns and mix
gently with a fork. Alternately, layer
rice and prawns in layers. Steam for
10 min. Drizzle balance of saffron
over rice before serving. Garnish
with flaked almonds and chopped
dhanya.Enjoy!

In our struggle against apartheid,
the great supporters were Jewish
people. They almost instinctive-
ly had to be on the side of the
disenfranchised, of the voiceless
ones, fighting injustice, oppres-
sion and evil. I have continued
to feel strongly with the Jews. I
am patron of a Holocaust centre
in South Africa. I believe Israel
has a right to secure borders.
What is not so understandable,
not justified, is what it did to
another people to guarantee its
existence. I've been very deeply
distressed in my visit to the Holy
Land; it reminded me so much of
what happened to us black peo-
ple in South Africa. I have seen
the humiliation of the
Palestinians at checkpoints and
roadblocks, suffering like us
when young white police offi-
cers prevented us from moving
about. On one of my visits to the
Holy Land I drove to a church
with the Anglican bishop in
Jerusalem. I could hear tears in
his voice as he pointed to Jewish
settlements. I thought of the
desire of Israelis for security.
But what of the Palestinians who
have lost their land and homes?
I have experienced Palestinians
pointing to what were their
homes, now occupied by Jewish
Israelis. I was walking with
Canon Naim Ateek (the head of
Khaled Meshal – "Does Israel have the right to exist"

Q: Does accepting the 1967
borders presuppose the exis-
tence of Israel?
A: The problem is not that there
is an entity called Israel, the
problem is that the Palestinian
state is non-existent. There is a
reality that Israel exists on
Palestinian territory. The prob-
lem is that the Palestinian state
does not exist. My concern as a
Palestinian is to found this state.
International relations are not
based just on recognition.
Q: Does that mean you accept
Israel exists?
A: We do not want to go into
issues that complicate the strug-
gle. We are offering a real
chance that the Arabs and
Palestinians believe in. There
will remain a state called Israel,
this is an issue of fact but the
Palestinians should not be
required to recognize Israel. Not
all international relations are
based on the basis of recogni-

Israel will never get true securi-
ty and safety through oppressing
another people. A true peace can
ultimately be built only on jus-
tice. We condemn the violence of
suicide bombers, and we con-
demn the corruption of young
minds taught hatred; but we also
condemn the violence of military
incursions in the occupied lands,
and the inhumanity that won't let
ambulances reach the injured.
The military action of recent
days, I predict with certainty,
will not provide the security and
peace Israelis want; it will only
intensify the hatred. Israel has
three options: revert to the previ-
ous stalemated situation; exter-
minate all Palestinians; or I
hope to strive for peace based
on justice, based on withdrawal
from all the occupied territories,
and the establishment of a viable
Palestinian state on those territo-
ries side by side with Israel, both
with secure borders.
We in South Africa had a rela-
tively peaceful transition. If our
madness could end as it did, it
must be possible to do the same
everywhere else in the world. If
peace could come to South

Q: Does that mean you can for-
mally recognize Israel?
A: We as Hamas and as
Palestinians do not talk about
recognizing Israel or accepting it
as a reality. As a Palestinian
today I speak of a Palestinian

reality there will be an entity or
a state called Israel on the rest of
Palestinian land. This is reality
but I don't deal with it from the
point of view of recognizing or
admitting it. It is a fact that was
the result of historical factors.
Q. Could Hamas recognize
Israel in the future and alter
its charter which calls for
Israel's destruction?
A: Why should we occupy our-
selves with a distant future when
we have urgent needs to achieve
in the near future? The distant
future will have its own circum-
stances and positions could be
determined then.
Q. Are you saying you will
drive a harder bargain than
other negotiators in past?
A. The method used by Israel in
its negotiations with the PLO
(Palestinian Liberation
Organization) and in its attempts
to take free compromises in
return for limited small offers
will not work with the Hamas
movement. Hamas today has the
confidence of the people and
won the ballot. Hamas cannot

how did it come about that Israel
was collaborating with the
apartheid government on securi-
ty measures?
People are scared in this country
[the US], to say wrong is wrong
because the Jewish lobby is pow-
erful very powerful. Well, so
what? For goodness sake, this is
God's world! We live in a moral
universe. The apartheid govern-
ment was very powerful, but
today it no longer exists. Hitler,
Mussolini, Stalin, Pinochet,
Milosevic, and Idi Amin were all
powerful, but in the end they bit
the dust. Injustice and oppres-
sion will never prevail. Those
who are powerful have to
remember the litmus test that
God gives to the powerful: what
is your treatment of the poor, the
hungry, the voiceless? And on
the basis of that, God passes
judgment.
We should put out a clarion call
to the government of the people
of Israel, to the Palestinian peo-
ple and say: peace is possible,
peace based on justice is possi-
ble. We will do all we can to
assist you to achieve this peace,
because it is God's dream, and
you will be able to live amicably
together as sisters and brothers.

we were searching for a formula
that would not bring symbols
into the government. But this
project failed. Now we say 'we
go to an unconditional dialogue.
Each side present their vision.'
And at this stage we are commit-
ted to the formation of a govern-
ment of national unity headed by
current Prime Minister Haniyeh
and on the basis of the national

In 2002 the late Mr Rashid A Sayed ini-
tiated the purchase of land in Ashton
(near Montagu), and the Ashton Islamic
Trust was formed to purchase the land.
Since then, with donations and
fundraising profits, building work com-
menced, and to date the super structure
is nearly complete (Alhamdulilaah). It
should be appreciated that Ashton has a
very small Muslim community, of
which more than half are reverts to
Islam.
Due to the small community and being
low income earners it has been extreme-
ly difficult to raise funds from within
the community and this has caused the
near stagnation of the project.
An appeal is therefore made to all
Muslims for donations - cash, building
materials or fittings in order to speed up
the completion of the Masjid and multi-
purpose centre, for the benefit of all
Muslims, within the area and those
passing through Ashton. Also, due to
close proximity (+/- 8km) of the
Montagu Springs Holiday Resort to
Ashton, Muslims will no longer have to
be concerned about Friday Jumu'ah
prayers (or any other waqts) while on
holiday at the resort.
