John Steinbeck, the famous writer who won the 1962 Nobel Prize in Literature, said: “I have come
to believe that a great teacher is a great artist and that there are as few as there are any other great
artists. Teaching might even be the greatest of the arts since the medium is the human mind and
spirit.”

No one can better appreciate the arts than one, who by virtue of her being the greatest teacher in the
region, is also the greatest artist. Our Guest Speaker, in tonight’s exhibition of special talents in the
arts, shines out in every nook in the arena of education. She has mastered the art of achieving,
magnified by her awards as Outstanding Superintendent in 2000 and in 2002, Outstanding Human
Resource Manager in 1998, National Guro in 1979, Outstanding Regional Trainor for 6 years in the
80s, and many other national, regional, divisional and municipal awards for outstanding
accomplishments.

Our luminary has harnessed the art of attaining success, if success is viewed as continuous
progression in the process of promotion. She has captured the highest office in the region by
advancing through the ladder from being a classroom teacher, Guidance Coordinator, Master
Teacher I & II, Regional Trainor, Education Supervisor, Assistant Superintendent, Division
Superintendent, and Assistant Regional Director.

Our honored guest has inherently been gifted with the art of writing and speaking, and the ability to
capture the hearts of local, national and international readers and audiences. As a history author and
curriculum writer, various pieces of literature have been attributed to her, including write ups on the
History of PRODED ERP in Region I, Bacarra Municipality, Brochure on DECS Ilocos Norte,
Rang-ay ti Barangay, Bacarra Church, PRODED Trainors Manual, Learning Action Cell Materials,
and Project LEAD Distance Learning materials. As Regional Trainor, she used to do presentations
on PRODED, COMELEC Project Hope, Values Reorientation Programs, Values Workshops, and
CREATE-BEST MAESTRA program.

Our idol’s excellence in the art of Training emanated from her productive participations in special
trainings at home and abroad on Leadership Development, Franklin Cover Power Principle, CESO
Executive Leadership Programs, Executive Course for Educational Leaders, Superintendent
Eligibles Training, Trainor Development, Curriculum Writing, Speakers Bureau, Educators
Congresses, SEAMEO-UNESCO Congress in Thailand, Zonta Conference in Malaysia, Teacher
Development in China, Peace Leadership in Korea, Education Policy in Singapore and Malaysia,
and Unification Thought in Japan.

Our model artist also towers in the art of professionalism and community involvement through her
active membership in organizations for DEPED Directors, Regional Executives, Career Executive
Officers, Public School Teachers, Schools Superintendents, Zonta, TAWID, Museo Iloko, Executive
Leaders, and Church congregations.

Einstein can be paraphrased as saying “The artist’s imagination encircles the world.” Through her
extensive travels, the heroine of the hour must have captured the art of globe-trotting and cultural
sensitivity. She has jetted widely, logging in thousands of miles through cultural visits, researches,
scouting, conventions, study tours and seminars in famous destinations such as the US, Spain,
Belgium, Netherlands, Jordan, Thailand, China, Hongkong, Malaysia, Singapore, Korea and Japan.
Another writer claims that “the big art is our life.” Reinforcing her mastery in the art of life, the
source of our inspiration tonite has perfected the art of home making and family managing side by
side with her loving husband, Sir Bonifacio - a District Supervisor in Bacarra, and their equally art-
laden children: Marius – a Toyota Service Manager in Brunei, Gigi – a Chinabank Accounts Officer
in Makati, and Jay – a Computer Analyst Programmer Consultant in New York.

Ladies and Gentlemen, please join me in welcoming a model artist in all the areas of life, a great
educator, an outstanding executive, the Regional Director of the Department of Education in Region
I, Dr. Ligaya Soledad Tan Miguel.
