ABOUT SIGATOKA
Sigatoka town is found on the island of Viti Levu and is situated at the mouth of the
Sigatoka River, after which it is named, some 61 kilometers from Nadi.
In Fiji's last census (2007) the population of Sigatoka was at 9622. Sigatoka is the
principal urban centre for the province of Nadroga-Navosa.
An ornate temple, open to public and built by Hare Krishna devotees, dominates the
Sigatoka skyline. Major tourist attractions include the Sigatoka Sand Dunes near Ku-
lukulu village two kilometers north-west of Sigatoka, the Tavuni Fort and the Kula Eco
Park, which houses some 500 birds of 100 species from many tropical countries. The
town is also the principal centre for Fiji's coastal tourism belt the Coral Coast
which hosts many of the country's leading hotels and resorts.
FROM THE DESK
Sigatoka awaits opening of
upgraded Valley Road
People living along the
banks of the Sigatoka river
are eagerly awaiting the open-
ing of the newly sealed Siga-
toka Valley Road.
Sigatoka Special Admin-
istrator Jay Whyte said there
is an air of excitement among
the people of the area who are
anticipating a lot of positive
developments after comple-
tion of works on the road.
The 15 kilometre road up-
grade is being carried out by
the China Gezhoubd Group
Company Limited (CGGC)
with a funding of close to
$40million from the Chinese
government soft loan.
Its almost done and it
looks wonderful to see people
so happy about the new road,
Mr Whyte said.
There will be a lot of posi-
tives from the completion of
this road because there would
be more efcient transporta-
tion of goods and services to
the people in the highlands of
Navosa and also there will be
less maintenance for vehicles
that would want to travel
up the valley, he added.Mr
Whyte said the Sigatoka Val-
ley is well known for its agri-
cultural output and has enor-
mous untapped potential.
The valley's scenery and
pristine environment also pro-
vides potential for revenue
generation and job creation
through the tourism sector
apart from its agricultural
benets, he added.
Mr Whyte added that the
recent announcement by the
Prime Minister for a $60mil-
lion road to connect Sigatoka
to Serea is a step in the right
direction.
The Sigatoka Valley proj-
ect is the rst one undertaken
by CGGC in Fiji with the
other being the Naqali - Serea
road upgrade which is also
likely to be ready in time for
its opening early next year.
Ten new bridges in the Ka-
vagasau cane belt in Sigatoka

said the contract for the con-
struction of the bridges had

Lieutenant-Colonel Vaniqi
said these bridges would also
be used by students travelling
to school and farmers taking
their produce to the markets.
He said the project would
signicantly boost cane pro-
duction in the area.
Dr Siddhartha Krishna Naidu 1976-2013
By RICHARD NAIDU
for The Fiji Times
Doctor Siddhartha Krishna
Naidu, a qualied medical prac-
titioner who served in many
different parts of Fiji, suddenly
died on 11 October at the Na-
mosi Joint Venture mine site
where he served as camp doc-
tor. He was 37-years-old.
Dr Naidu was a high achiev-
er in a hurry. Though born in
Lautoka, he was a well- known
personality in Sigatoka as the
eldest son of Dr A C Naidu (in
whose surgery he often treated
patients) and Mrs Anitra Nai-
du. His three brothers are also
established or trainee medical
professionals.
Educated at St Joan of Arc
Primary School and Sigatoka
Methodist College, Dr Naidu
attended USP and then gained a
scholarship to study medicine at
Fiji School of Medicine. When
he graduated in 2000 he had
already served attachments at
Sydneys North Shore Hospital
and Royal Melbourne Hospi-
tals.
Dr Naidu began his career
as the resident doctor at Kese
Health Centre in the Yasawa
Islands. After a stint in private
practice he served as a doctor at
Sigatoka Hospital, close to his
home. He later took up a teach-
ing position at the University of
Fijis Umanand Prasad School
of Medicine.
After working as resident
doctor at Vatukoula Gold Mine,
Dr Naidu returned to Sigatoka
before accepting a position in
Namosi Joint Venture. While
working in Namosi he also vol-
unteered his services for the Ba-
based community health centre
run by FRIEND (Foundation
for Rural Integrated Enterprises
and Development) community
organization.
On his days off from Na-
mosi, he would make the drive
from Sigatoka to Ba to work
with us and look after our pa-
tients, FRIEND director Sashi
Kiran said.
At various times in his ca-
reer (including at the time of his
death) Dr Naidu also served in
his fathers practice, at Sigatoka

They say actions speak louder than words.
And this seems to be the case for Sigatoka Town Council which
has recently been given the award for their commitment to
business excellence by the Fiji National University.
The award is a testimony of hard work and dedication of council
staff members and displays the strong leadership qualities
the workers enjoy in the likes of CEO Anand Pillay and Spe-
cial Administrator Jay Whyte.
Not wishing to rest on its laurels, the council has many plans in
place to make Sigatoka the best township in the entire coun-
try.
Sigatoka is also well known for its sporting background and the
council also wishes to convey its best wishes to the Nadroga
Rugby Union the undisputed champions of provincial rug-
by in the country for bagging both the major titles this year.

Council says no to corruption
By KAVITA NAIDU
By KAVITA NAIDU
With the aim of saying no
to corruption the Sigatoka
Town Council (STC) staff
learnt the ner points of iden-
tifying and preventing corrup-
tion at an awareness workshop
organized by the Fiji Indepen-
dent Commission against Cor-
ruption (FICAC) on Tuesday,
October 19.
An effective seminar to
the launch of FICAC's in-
novative initiative 'Organisa-
tions Against Corruption' was
facilitated by team leader in
Education and Awareness Fili-
moni Daveta.
Corruption comes in many
forms and could involve indi-
viduals to organizations both
in the public and private sec-
tors and this poses a serious
threat to our society.
STC chief executive ofcer
Anand Sami Pillay (pictured),
insisted staff members of the
council to learn as much as
possible from the FICAC of-
cials to better serve ratepayers
and those who pass through
the central business district.
Strategies and preventative
measures the council could
take to protect itself and stake-
holders from corruption were
actively received by STC of-
cials.
Those who attended the
corruption awareness work-
shop got rst hand informa-
tion on combating corruption,
how to identify risky situa-
tions and how to deal with
corruption related issues and
various policies of dealing
with the situations, Mr Pillay
said.
Meanwhile Sigatoka Town
Council is planning to cel-
ebrate anti corruption day for
the people of the township as
an informational awareness
planned to be held on Decem-
ber, 9.
As the battle needs the
support of the public, the anti
corruption day plays a proac-
tive role in combating corrup-
tion, Mr Pillay added.
So say yes to integrity and
no to corruption.

Society turns one
By MARGARET NAQIRI
The Sigatoka Cancer Society (SCS) has big plans for the fu-
ture.
While recently celebrating the rst anniversary of SCS, Presi-
dent Ashni Sharma acknowledged the support of all stakeholders
and also unveiled plans for next year.
The Sigatoka Cancer Society was launched on October 6 last
year with the aim to create awareness on cancer and its effects in
the society, Mrs Sharma said.
She said with the help of Ministry of Health and dedicated,
hardworking members, a lot has been achieved in a year.
We have reached people at grassroots level and created aware-
ness on various types of cancers in Fiji. We have also conducted
NCD screenings, pap smear and self-breast tests as well.
She said cancer is a broad topic; it affects all age groups, races
and gender of people.
Mrs Sharma said her vision for the people of Nadroga and Na-
vosa is to have the best of health services available to them.
Therefore we are planning for a mobile health service with
plans of also having a kit home for cancer patients who are trav-
elling long distances for their repeat tests. Patients who have to
travel to Suva or Lautoka for treatment and do not have a place to
stay overnight will also be able to utilise the services.
She said an oncology department in Sigatoka Hospital will be a
great help so that people do not have to travel to Lautoka or Suva
for treatment.
All this cannot be done overnight therefore we need your
support in making all these plans turn into reality, Mrs Sharma
concluded.
Special Administrator Jay Whyte and Sub-Divisional Medical
Ofcer for Nadroga and Navosa Dr Sravaniya Dasi were special
guests during the anniversary celebrations.
Meanwhile, Sigatoka was also declared a healthy town by the
World Health Organisation on October 10 and a lot of awareness
is being created on healthy living so that the alarming surge in
non-communicable diseases around the country can be brought
under control.
The declaration coincided with the Fiji Day and annual Bilibili
Race in Sigatoka.
Local municipal markets
are the lifeblood of a commu-
nity, both economically and
socially says Prime Minister
Voreqe Bainimarama.
Making the remarks while
announcing the national bud-
get, Prime Minister Bainima-
rama said government is com-
mitted to the development of
our local markets.
The improvements will
create cleaner and more spa-
cious environments for ven-
dors, market patrons, and
visitors to Fiji, Bainimarama
said.
Welcoming the allocation
of $200,000 for the upgrading
of Sigatoka Market, Special
Administrator Jay Whyte said
the funds will be benecial for
the people and visitors of Si-
gatoka.
The current market is f-
ty-years-old and the upgrade
work will also benet ven-
dors, Mr Whyte said.
He said plans are being
drafted for the upgrade works
next year and more informa-
tion will be divulged as the
project progresses.
According to Prime Minis-
ter Bainimarama, already this
year, the government has pro-
vided $400,000 for a women's
shelter at the Suva market.
In 2014, we have allo-
cated $854,000 to modernise
three more markets $504,000
for the Nadi market, $200,000
for the Sigatoka market, and
$150,000 for the Savusavu
market, PM Bainimarama
said.

THE STALLION - COMMUNITY NEWSPAPER OF THE SIGATOKA TOWN COUNCIL 4
LOCAL NEWS
Volivoli declared
rst violence free
village in Nadroga
and Navosa
A village once known for
the high incidence of violence
has reached a milestone.
Volivoli village is the rst
community in the Nadroga/
Navosa province that has been
declared as violence-free.
This achievement has been
possible through the com-
munitys partnership with the
Ministry of Social Welfare,
Women and the Fiji Police
Force. In February this year,
the community had joined a
campaign called the Zero Tol-
erance Violence Free Com-
munity, and after 6 months
of continued awareness and
trainings, the village was of-
cially recognized for its effort
to eliminate violence on Sep-
tember 25.
The ofcial declaration
was done by Minister for So-
cial Welfare, Women and Pov-
erty Alleviation Dr Jiko Lu-
veni. She unveiled a billboard
erected in front of the village
to signify the long term com-
mitment of Volivoli Village
to eliminate violence against
women and children.
In her ofcial address, Min-
ister Luveni congratulated the
leaders of Volivoli village for
their achievement which, she
said has been possible through
their commitment and owner-
ship of the campaign.
When a community is
free from violence, it becomes
even more resourceful. I con-
gratulate the leaders and el-
ders of this village for their
continued support towards
violence free campaign and
it is a reection of their com-
mitment as leaders to build a
peaceful and promising future
for their people. It also means,
upbringing of children in an
environment that has great
value for women and children
to be treated with respect in
their homes and communi-
ties. It means developing a
community that lives on the
principle of violence free as
the means to foster sustain-
able development, Dr Luveni
reiterated.
For the Volivoli womens
group, the day will not be
easily forgotten since it sig-
nies their freedom to break
free from violence, which
they have endured through
the years. In her presenta-
tion to Dr Luveni, president
of Volivoli womens group
Mrs Kinisimere Tubou said
that following the 6 months
awareness the changes has
taken place in this community.
As a result of this cam-
paign, village leaders, women
and youths have formed a
gatekeepers committee that
plays a proactive role to en-
sure that women and children
are treated with care and re-
spect. The committee has a
guideline that ensures that if
there is any case of violence, it
has to be reported to the near-
est police station.
The awareness on vio-
lence free is also a prime dis-
cussion in church and village
meetings. It is through this
campaign, the women have re-
alized that there are laws like
Domestic Violence Decree
and Child Welfare Decree in
place that protects women and
children from violence and
they no longer have to live in
fear or silence.
Our conversations from
the women reveal that there
is change in the attitude of
the men, they have started to
spend more time with their
families unlike before they
spend time drinking yaqona,
Mrs Tubou explained.
While speaking on behalf
of the Volivoli men, Mr Me-
sulame Gavidi said the cam-
paign has united the Volivoli
villagers to work together
with the Police and take re-
sponsibilities in maintaining
peace in their homes.
Now we have a good
networking with the nearby
police station and they are
frequently visiting us to have
discussions on the laws like
Crimes Decree and the need
to ensure that we take respon-
sibility in safeguarding our
women and children. It is an
honor and great achievement
for Volivoli to be the rst vil-
lage in Nadroga/Navosa to
take the title of a violence free
community.
We thank the government
and particularly the Minister
Dr Luveni for her continued
support in helping us in this
endeavor, Mr Gavidi said.
The Assistant Superin-
tendent Sigatoka Police, Mr
Henry Steele said that Volivo-
li will also be used as a role
model for a crime free village
in Nadroga/Navosa.
We have gauged that
through continued aware-
ness and interaction with the
police, this community has
recorded no criminal activi-
ties in the last 6 months. It
is encouraging that this cam-
paign serves a common goal
of creating violence free com-
munities and it also challeng-
es other communities to rise
up for similar achievement.
Through this campaign the
police is able to strengthen its
trust with the people, enabling
the communities to come out
and report the cases of domes-
tic violence and crime, Mr
Steele said.
The 10 major phases for
the Zero Tolerance Violence
Free Community Campaign
are: initial planning process,
identication of stakeholders,
stakeholders meeting, estab-
lishment of gatekeepers com-
mittee, community consulta-
tion, ofcial commitment,
stakeholders training on gen-
der based violence, commu-
nity training on gender based
violence, economic and social
empowerment program and
nally the declaration of the
Zero Tolerance Violence Free
Community.
After the declaration, the
village of Vatukarasa was also
declared a crime free one.

Bula Sigatoka! You already
know that Sigatoka valley is
known as the salad bowl of
Fiji. The land is fertile, the
climate is pretty good and of
course the people are friendly.
I think Sigatoka is one of the
best places to live in.
However, there are also
some problems here. For ex-
ample, people do not know
how much rubbish we gen-
erate and how to dispose it?
Actually, it is our biggest con-
cern.
I am a JICA volunteer. I'm
working with Sigatoka Town
Council as the 3R project of-
cer. The 3R project is an ini-
tiative of the Japanese Gov-
ernment and was rst piloted
3R enters Sigatoka
in Nadi and Lautoka. Today
it has become a model for the
entire Pacic region and has
now been introduced to Siga-
toka. 3R means reduce, reuse
and recycle.
The main objective of our
work is to promote 3R ac-
tivities and reduce rubbish in
town.
Currently, my colleagues
and I are boosting rubbish
separation in the Sigatoka
Municipal Market. When you
go to the market, you will
notice two different types of
rubbish bins. The Green bins
are for green waste and green
bins with yellow painted lids
are for general waste.
We tell market vendors
how to separate rubbish, and
we make compost manure
from the green waste with the
assistance of OISCA, a Japa-
nese NGO in Nasau.
According to a survey con-
ducted by the former JICA
volunteer, 15 to 40 percent
of town rubbish is generated
from the market. What a huge
percentage! That is why we
are focusing on market green
waste.
You might think it is tir-
ing, but it is also benecial for
you all and the town because
if you keep the market clean,
it will attract more people and
visitors, even foreigners. You
can make Sigatoka clean and
green with your own hands! I
am sure that Sigatoka has the
potential to be a more charm-
ing and environmental friend-
ly town.
A big Vinakwa to all read-
ers and Sigatoka!

New supermarket in Coral Coast
A new supermarket has
opened its doors in Maui Bay,
Coral Coast to serve locals
and tourists who had to travel
long distances previously.
Owned by South African
couple Craig and Evette de la
Mare, the Korolailai Super-
market which has started with
an initial investment of $1.8
million opened its doors for
the public on November 6.
We came to Fiji to build a
resort but found that the local
people around us were strug-
gling with their food supply.
The nearest Supermarket is
27 KM away, supermarket
director Evette said.
We decided that the needs
of the locals was top priority
and wanted to make a positive
change to their lives rst. Our
entire project had to change
and so we have now built a
wonderful supermarket of
international standards, with
a liquor store and restaurant
which will open in a few
weeks, she added.
Evette said one of the most
exciting things about this su-
permarket is that it is open
from 6.15am to 9.00pm Mon-
day to Saturday and 6.15am to
6pm on Sundays.
She said the new super-
market has received the over-
whelming support of village
elders and leaders and was
blessed by Pastor Sakenesa
Rakaria.
The next phase of develop-
ment includes the construc-
tion of a fuel station beside the
supermarket.

Outrigger on the Lagoon
Fiji continuously seeks to en-
hance its products and servic-
es to exceed the expectations
of its guests. Since opening in
October 2000, the resort has
always looked at opportunities
to ensure a delightful stay for
its guests and has introduced
new innovations that are prov-
ing successful for the popular
resort in the heart of the Coral
Coast. The Bebe Spa Sanctu-
ary, the Talai Butler Service
and the Meimei (nanny) ser-
vices have been a few of the
recent inclusions that have set
Outrigger on the Lagoon Fiji
apart from the rest.
To remain ahead of the
game, the resort has recently
introduced an adults only
pool and bistro Vahavu,
which means to relax or
chill out in the local Nadroga
Fijian dialect and is expected
to entice a different segment
of tourists who seek a quieter,
relaxed environment to enjoy
their holiday.
The idea is a direct result
of feedback from guests and
couples in particular, who are
seeking a more chilled out,
adults only pool alternative at
the resort.
Our adults only pool and
bistro is a game changer for
the resort and will offer our
guests greater choice of ser-
vices, stated Outrigger on the
Lagoon Fiji General Man-
ager Peter Hopgood.
We are now able to cater
for a wider cross section of
guests from families to cou-
ples who want a little more
quiet time in an adults only
environment, Mr. Hopgood
stated.
Whilst we are a family re-
sort we also cater for couples
and we are just so excited to
offer this private alternative
to our guests, Mr. Hopgood
added.
The project which began in
September, 2012 cost the re-
sort $2.2 million and features
a 20 meter lap pool, a 35 me-
ter lagoon pool and a swim-up
bar.
The venue also features a
banquets centre and can cater
for up to 100 guests. The bis-
tro will offer a more up mar-
ket bistro menu with shared
tapa platters for the more as-
tute clientele. The bistro is set
in an outdoor type dining fa-
cility featuring a full pool side
service and lounge area.
Outrigger on the Lagoon
Fiji was recently recognized
as the Best Deluxe Accom-
modation in Fiji at the 2012
AON Excellence in Tourism
awards, as well as the Best
Fine Dining Restaurant.
The resort prides itself on
delivering all the luxury of a
ve star property with the un-
forgettable warmth only found
in a traditional Fijian village.

I am absolutely thrilled
that you could all come and
join my team for the opening
of our new Vahavu swimming
pool and wedding reception
complex.
One thing that we do ex-
ceptionally well at Outrigger
on the Lagoon . Fiji is that we
listen to our guests!
Yes, that is what I said, we
listen to our guests!
For a number of years, our
guests were telling us that
whilst they loved staying at
our beautiful resort there were
too many children around the
main resort pool. They wanted
somewhere where they could
chill-out and relax.
We started working on our
new Adults Only swimming
pool approximately 2 years
ago and I am delighted that we
are all present today to open
this magnicent facility.
The pool features a 25 me-
tre lap pool, a 35 metre lagoon
pool and a swim-up bar!
The wedding reception
area where we are now all
standing can cater for wed-
dings and functions for up to
120 guests.
One of the reasons I am so
proud of this new facility is
that 95% of the construction
was undertaken by our own
engineering team led by our
Chief Engineer, Mr Basant
Kumar.
Please let me introduce our
Chief Engineer Mr Basant
We listen to our guests!
By PETER HOPGOOD - General Manager, Outrigger on the Lagoon Fiji
Kumar!
During the construction
phase of this new project we
employed over 80 engineering
staff and now that it is open
we have been able to provide
employment to another 25 ho-
tel staff.
This is what we are about
at Outrigger, improving the
facilities at our resort to en-
sure that our guests have a
memorable holiday experi-
ence whilst at the same time
providing employment to the
youths from our local villages.
The new Vahavu Adults
Only swimming pool com-
pliments an outstanding array
of services and facilities that
we offer to our guests at Out-
rigger on the Lagoon . Fiji.
Only last week our Bebe
Spa was voted as the best re-
sort spa in all of Australasia
and the South Pacic and yes-
terday I am proud to announce
that our spa was recognized as
the best International Spa at
the highly regarded Pevonia
Spa Awards.
Our restaurants are voted
on trip advisor and also at
the recent tourism awards as
the best in Fiji. Our unique
services such as talai butler
and meimei nannies make
for a point of difference when
compared to all other resorts
in Australia and the South Pa-
cic.
You combine all of these
services and facilities together
and it is easy to understand
why Outrigger on the Lagoon
. Fiji enjoys the success that it
so richly deserves!
Whilst Vahavu means to
chill out or relax in our lo-
cal Nadro dialect, tonight is
about having fun catching up
with old friends and enjoying
the wonderful facilities and
entertainment that we have on
offer! Once again, thank you
for joining with us and we
trust that you have an enjoy-
able evening!

The Bilo Bar Club of Shangri-Las Fijian Resort & Spa re-
cently opened its latest project, the new Cuvu Kindergarten, in
a dedication ceremony held at the school grounds.
The principal education ofcer of Nadroga Navosa, Mr Seru-
pepeli Udre, opened the Kindy which is located in Cuvu District
School. Built at a cost of just under FJ$ 100,000 the new kinder-
garten building is now located within the Cuvu District School
compound. The kindergarten consists of a main classroom, a
teachers room, 2 toilets, a bathroom and an outside veranda.
The building is dedicated to the memory of Mr. Ronnie Jones
a long time Bilo Bar Club member who bequeathed the funds.
Cuvu is one among the nearby villages where many of the
Resorts employees reside. The Resort has a long history of
encouraging support for the livelihood and education programs
of these communities, through the Bilo Bar Club.
Named after a popular bar in the Resort, The Bilo Bar Club
was founded in 1981 by regular guests of Shangri-Las Fijian
Resort & Spa. While initially formed as a social club, a Trust
was established by the members in 1988 to provide support for
the local community. Since then the club has initiated a number
of key projects, including four kindergartens in the immediate
vicinity of the Resort which operate under the auspices of the
club. With support from more than 3,000 members worldwide,
the club is administered by a Board of Trustees which include
the Grand Bilo (who traditionally is the Resorts present Gen-
eral Manager) and the Chairman of Trustees known as the Im-
perial Bilo.
