MEMORANDUM TO: ALL DEPARTMENT HEADS RE: OBSERVANCE OF OFFICIAL TIME/ OFFICER OF THE DAY DUTY

It has been observed by the undersign that official time and officer of the day duties are not strictly followed, pursuant to DEPED MEMORANDUM;
- CSC Resolution No. 10-1357, the Commission resolves that under time is not classified as tardiness. However, due to the inimical effect of under time to public service, which cannot be countenanced, the following guidelines on Under time is hereby promulgated, as follows: -

1. An employee who incurs under time, regardless of the number of mins./hrs. 10 times a month for at least 2 months in a semester shall be liable for simple misconduct. 2. Public officers and employees must at all times be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency act with patriotism and justice, and leads modest lives. 3. CSC Resolution No. 00-0970, the commission defined under time as working time that is less than the full time of the required minimum. This is usually incurred by an office or employee who leaves or quits from work earlier than the usual nine-hour work schedule in a given working day. Executive Order No. 292,; Offsetting of tardiness or absences by working for an equivalent number of minutes or hours of which an officer or employee has been tardy or absent , beyond the regular or approved working hours of the employees concerned, shall not be allowed.
