Sustainable Access to CSUEB Hayward

Cars vs. Public Transportation

Powerpoint Outline
Cal State East Bay current transportation state

THE BEELINE BUS

Public transportation on other campuses Compare and Contrast Enough support Summary

Current Access to CSUEB

Car - Parking Permits cost $130 & not enough parking leads to many citations AC transit Bus Route 60 - Runs every 20 minutes & costs $2.10 per person Free Campus Shuttle Runs every 15 minutes & always full

How is CSUEB currently dealing with the parking shortage?

Transportation Demand Management is currently being used by CSUEB planners Planners propose parking structure for 1,100 cars by 2017

With the rapid increase of students to the campus the parking structure wont meet students need Parking structure land can instead be used for dorms or buildings

The Beeline Bus The answer to parking issues!

CSUEB Beeline Bus Route

Public Transportation on other campuses

Access policies

Ample, safe, protected bicycle parking

Pedestrian - friendly walkways

Car pooling and car sharing Quick, reliable public transportation Planned reduction of traffic and parking

Stanford - Marguerite Shuttle

Stanford Marguerite Shuttle

Began Cash for Clean Air Program in 1994, paying students $180 per years for students NOT to park on campus

Rather than spending millions on parking garages, Stanford invested in bike and transit programs
The shuttle is also available every day of the week, and late nights Free and Public

Marguerite Shuttle Statistics

2002-2010 Stanford employees driving alone to campus decreased from 72 - 46% Shuttle usage rose 31% in 2009 5% biodiesel

95% petroleum diesel

More than half the employees use the shuttle

Outstanding Stanford Award

Best of Universities and Colleges and Gold Prize for Commuters Race to Excellence Innovative Transportation Solutions award Best Workplace for Commuters and many many more...

University of Colorado - Boulder

University of Colorado - Boulder

In 1991, students voted in favor of adding a student fee to general fees paid along tuition College Pass Program This allowed them to have free bus pass and more bicycle paths Students voted 8:1 - bus pass + bicycle program

Other Campuses Programs

California State Universities like Chico, Cal Poly and many others have increasing enrollment and award winning transit

Compare and Contrast

Why not AC Transit?

Slow Under - powered bus

Round about route

One way takes 18 minutes to Bart AC Transit is expensive to Alameda county - $148 p/ bus operating hours

College campuses usually run their own bus systems to save money

Why not CSUEB Shuttle?

20 minutes one way

No service fridays or weekends

limited to whom it serves

Supports no corridor development

Why not Driving or BART?

BART is expensive, but the average cost per mile is even higher However, the marginal cost of driving is low Gasoline is about 18% of the average cost. The Beeline Bus supports a car free lifestyle, saving a large amount of money - no car costs, no parking fees

Enough Ridership

Student Support? 33% of students

comes through downtown Hayward

Students will save $130 parking permit

Students will save money on AC Transit Students would also save time

CSUEB Students can become agents of change

Did you know?

About 4.95 quarterly permits are sold per space every year
Total cost for a parking structure - 1,100 spaces is 2,800,000 per year

How expensive are the upper levels?

Price of upper levels is important because the ground level is inexpensive to pave; high cost is for the upper levels
Upper levels are expensive because of the cost of construction needed to hold car above ground

Cost of upper levels structure

877 upper level spaces are gained Structure cost minus Surface parking cost = net cost of upper levels The cost to students for a parking permit for one quarter can be estimated based on capital cost amortization of capital cost operating cost number of quarterly permits sold per year Cost would be about $409 per quarter

Cost of existing surface parking

Cost of existing parking can be estimated the same way

Cost would be about $160 per quarter Upper level parking costs almost 4 times as much as surface parking

Subsidizing the upper levels

Students would not pay $409 to park on the upper levels

The campus plan is to make the surface parking pay for the upper levels
The campus has to charge about $80 more per surface space to pay for upper levels Students would have to pay a total of about$210 for a quarterly permit

Paying for Beeline Buss

Capital cost for a two - bus system - $4.3 million Yearly capital and operating - $1,040,000 Parking fine revenue about 150,00o per year Parking permit fee revenue from about 4,460 surfaces spaces in 2017 pays for surface parking and bus At 4.95 permits sold per space per year, 22,073 permits would be sold Only $40 per permit above the cost of surface parking covers all of the cost of transit to campus

And Class Pass - All students get a free pass.

Summary of Cost Estimates

A 1,100 space parking structure would cost: $102 parking fee/quarter, subsidized (added to base permit cost, currently $95 per quarter) $515 parking fee/quarter, unsubsidized $606 parking fee/quarter, upper levels alone

New surface parking on structure footprint would cost $160/quarter

Frequent, rapid bus would cost $40/quarter

More Parking?
Expensive to students

Has to be subsidized by surface parking

expensive for the environment Increases fossil fuel use and pollution Increases health and safety problems from accidents and a sedentary life style

The Beeline Bus

Replaces need of parking structure
Improves use of land: student housing or building instead of parking structure Costs students less Serves wide variety of students Supports living without a car Helps enrollment growth based on increasing convenient, fast transit access

The Beeline Bus to the environment

CSUEB becomes more sustainable, less environmental damage Reduces greenhouse gases and other air pollutants Reduces fossil fuel use, dependency on oil Reduces dependency on foreign oil suppliers, helps economic productivity
