In this political cartoon, the man on the horse is trying to stop the coal from falling on the townspeople.

The coal strike would fall on the people if Teddy was not there to save them. The mine workers initiated this strike but they were hesitant to compromise with Teddy Roosevelt. Teddy on the other hand believed that they should not punish the people for their strike and wanted to compromise so hed send in federal troops to prevent the fuel shortage. E

JP Morgan was in charge of the coals, and the Railroad president was Baer. Coal miner operators in Pennsylvania tried to negotiate with Teddy Roosevelt. He was ready to handle them with the leaders with his bat, and he seems to be giving them history lesson and teaching them what to do.

Teddy Roosevelt was desperate and upset at the coal miners for not helping cooperate, and he felt the pressure from the masses who needed the coal. He needed the coal miners to work not only to satisfy the people but to help the coal miners with better working conditions.
