Overview
Feature Introduction
This feature enables flexible priority configuration of data channels and correspondingly Packet Data Channel with priority control is introduced. These PDCHs can be used by voice services when they are idle and used to carry data services when data traffic is busy. In this way, packet data bandwidth is guaranteed without use of fixed packet data
channels. Originally GPRS and EGPRS users always have lower priorities of control channels than CS users. In other words, CS calls can preempt the channels that are carrying data services if there is no idle channel in cells.

Technical Description
The priority of data channels on radio timeslots can be flexibly configured. This attribute is set to Non-PDCH-Priority by default, which means voice services have a priority in using this data channel as TCH on radio timeslots. If this attribute is set to PDCH Priority, data services have a priority in using the DCHs on radio timeslots. When MS requests a voice service, radio resources are allocated in the sequence of Non-PDCH Priority to PDCH Priority based on the timeslot. That is, TCHs on Non-PDCH Priority timeslots are preferentially allocated, and when hey are all occupied, the TCHs on PDCH-priority timeslots are then allocated. When MS requests a data service, the channel combination allocation principle is as follows: In this channel combination considering max channels with PDCH priority or to be activated), but including minimum the Non-PDCH Priority channels, the better. For details, see section 10 and section 11 regarding PDTCH allocation in Enhancement on Channel Allocation.
During defragmentation, the system will defragment the channels in the sequence of PDCH Priority to Non-PDCH Priority based on the timeslot attribute. Among all PDCH Priority fragment channels, locate the fragment channel with best PDCH continuity after outgoing migration of services. If there is no PDCH Priority fragment channel, traverse all Non-PDCH Priority fragment channels to allocate the fragment channel with best PDCH continuity if the services was migrated out of the fragment channel. Similarly, during CS migration, traverse the occupied channels in the sequence of PDCH Priority to Non-PDCH Priority based on timeslot attribute. Among all PDCH Priority channels, locate the channel with best PDCH continuity after outgoing migration of services. If there is no PDCH Priority channel, traverse all Non-PDCH Priority channels to locate the channel with best PDCH continuity after outgoing migration of services.

In the configuration resource tree window, select [OMC -> GERAN Subnetwork -> BSC Managed Element -> Config Set -> BSC Function -> Site Config -> BTS ID -> Cell
ID], and double-click [Transceiver ID]. In the displayed [Transceiver] window, select the [Channel Information] tab and set PDCH Preference Property as shown in the following figure.

Application Scenario
This feature is applicable to all the scenarios. Due to flexible channel configurations, channels can be used by voice services when data traffic is idle, but are preempted to carry data services in the case of busy data traffic. As thus, packet data bandwidth is guaranteed without use of packet data channels, and the access rate of data user is also
improved. This feature can be adopted in areas with large crow mobility and density or an apparent difference between the peak and off-peak hours, such as business areas, airports, railway stations, and bus stations.

This feature does not involve the adjustment of iBSC or BTS hardware configuration.

Network Impact
This feature can improve the utilization of voice and data channels, guarantee the data service resources to some extent, and enhance the TBF link setup success rate and throughput rate. In the case of resource congestion, excessive PDCHs may lead to a rise of voice service congestion rate, so you need to strike a balance between the number of PDCHs and the congestion rate during configuration.
