Dean and Head

I, Head of the Department and Dean Faculty of Law, take the pleasure of welcoming you to the Faculty of Law, University of Delhi. Faculty of Law of DU is the time tested legal institution of par excellence. It is the national hub of legal studies. Since its inception in 1924, the Department has been a leader producing many legal luminaries, Supreme Court and High Court judges, leading advocates, political leaders, policy makers and trend-setters in all walks of life. The Department is endowed with elitist alumni. As soon as one joins in, he/she gains the institutional relationship with everyone who matters in legal business in India. With the unparalleled expertise of faculty members, multicultural environment and its seat at the heart of national capital, the Department attracts brilliant students from all over the country and abroad. The Department has more than 130 teachers and about 7000 students at present but functions within limited resources. The Department is in the constant process of improving its overall infrastructure with state of the art facilities. We offer three year LL.B., LL.M., and Ph.D. courses. As the number of students grew, the Department established its first Centre as Law Centre I in 1970 and the second as Law Centre II in 1971 and eventually the LL.B. curriculum of the Department was rechristened as the Campus Law Centre in 1975. LL.M. and Ph.D. programmes are looked after directly by the Dean. We pursue the case method of teaching law; the Department is not dependent on publishers new editions of books as the case materials of LL.B. and LL.M. are revised by the faculty members every semester with dedication and printed copies are distributed to all students without profit. In addition, we have a rich print library with e-resources. The faculty members are drawn with diversified knowledge and experience. Professors from other Universities including foreign Universities visit on various fellowship programmes and conduct research in this institution. A number of delegations from universities abroad visit the Department to share their knowledge and benefit the students. A few Memorandum(s) of Understanding (MOU) have been signed between the Department and corresponding departments of the foreign universities.

Law teaching has to be socially relevant, technically advanced and concentrate on newer remunerative branches such as insurance, negotiations, information technology and wealth generation. The faculties in the Department have been pioneers in developing new fields of law for the whole country: like Intellectual Property, Environmental Law, Human Rights education, Gender Sensitivity; Women Upliftment and PovertyAlleviation. The faculties have successfully contributed by way of legislative interventions impacting the lives in fighting dowry deaths, introducing accountability of media in helping establishment of Prasar Bharati Corporation, promoting secularism, ushering rule of law and fighting against feudalism and oligarchies. It is desired to rise against female foeticide. The senior faculty members have a longstanding tradition of contributing prestigious books and literature in their fields of specialization which elevates the stature of Delhi Law Faculty as a tall academic leader contributing to the spread of legal knowledge throughout the country by training the trainers. We believe that learning does not end in the class rooms; windows have to be kept wide open to invite different perspectives and expertise from diverse sources and practitioners. National and International Seminars, Conferences and Workshops are organized regularly at the department level and in three Centres to share and deliberate upon legal issues and new ideas. Moot Court competitions, debates, group discussions, client counseling competitions are regular features in the three Centres of the Department. Our aim is to equip students to participate in providing good governance in democratic tradition and outshine the competition in all aspects of life. The normal strength of a National Law School is at best 600 students compared to over 7000 students we have. We do it consciously to cater to the large masses and deprived sections. I am confident that about 30% of our students outclass the best in comparison to national law schools with just about one tenth of budget allocations and fee. Our strength lies in the tradition of committed teaching and keenness of our students. The teachers at this Department are accessible to discuss course material, legal issues and career goals etc. I have absolutely no hesitation in claiming that freshers should join the Faculty of Law with the conviction of becoming innovative legal professionals and public leaders. Our Department has a long tradition of creating pioneer leaders and social engineers for the country. We will continue to do this involving the strength of our faculty and students. Our students should be proud of this feature of our Department and dedicate themselves to be more relevant to the development of our country and eradicating social evils. I welcome new ideas, dedication to learning, knowledge creation, adoption of best practices and research. My earnest appeal is that let all the members take the Faculty of Law to new heights unitedly.

The Faculty of Law

The Faculty of Law was established in 1924. Prof Ashwani Kumar Bansal an alumni of Delhi Law Faculty who adorns the seat of Dean is twenty-fifth Dean of Faculty of Law. Dr. Hari Singh Gaur, was its first Dean and was also Vice Chancellor of the University; the legacy was continued by eminent Professors like Sh Ram Kishore, L.R Sivasubramaniam, P.K Tripathi, K.B. Rohtagi, Upendra Baxi, M.P.Singh, and immediate past Dean being Gurdip Singh. The Faculty of Law was initially housed in the Princes Pavilion in the Old Vice Regal Lodge Grounds.

In 1963 it was moved to its present location at the Chhatra Marg, University of Delhi, Delhi. Bachelor of Laws (LL.B.) Degree course was initially treated as a two-year part-time course and the teaching was conducted in the morning with ten teachers. The evening classes got started in the year 1942. The teaching for one year Master of Laws (LL.M.) was started in the year 1944. LL.M. was made a whole-time two-year course in the year 1947. Two new courses, viz. Degree of Bachelor of Civil Laws (B.C.L.) and Certificate of Proficiency (Law), were made a whole-time course though classes were held both in the morning as well as in the evening. With the enactment of the Advocates Act, 1961, the Certificate of Proficiency (Law) course was abolished. The B.C.L. Degree course was discontinued in the year 1966. The year 1966 was memorable in the history of the Faculty of Law and legal education in the country: Dean P.K. Tripathi and his team of dedicated teachers adopted and implemented almost all the recommendations of the Gajendragadkar Committee on Legal Education (appointed by ViceChancellor Dr. C.D. Deshmukh) 1964 Report. The two-year LL.B. course was made a three year (six semester) course. There were major innovations in the method of teaching. The discussion method of teaching was to be followed and not simply the lecture method where students were merely passive recipients of information. Towards this end, the case method of teaching with decided cases and other study materials being given to the students in advance was introduced. This enabled the Delhi Law Faculty to achieve the goal of making students active participants in the learning process, also ensuring an in-depth study of law. Teacher participation in the management of the Law School was ensured through appointment of various committees. All these developments were and are pioneering and unique in the teaching of law for any Indian law school. Till 1970, both morning and evening classes were being held in the Faculty building at Chhatra Marg. Evening classes were shifted to an evening Law Centre with enhanced number of seats at Mandir Marg, New Delhi in the year 1970, which Centre was relocated at the North Campus, Chhatra Marg, in year 1994. The demand for more seats led to the establishment of another evening Law Centre in South Delhi known as Law Centre II at A.R.S.D. College premises, Dhaula Kuan, New Delhi-110021 in the year 1971 where it still continues. A unique feature was that teacher or group of teachers teaching the course would examine his/their students; the model is followed in all advanced developed Law Schools. In the year 2007 a uniform and common teaching and examination schedule has been adopted for all the three Law Centres. The common Case Materials are being thoroughly revised each semester in each of the 40 courses taught in the Faculty of Law. The materials are also available free of cost at Delhi University website which is a contribution we make to the legal education in the country. The Dean, Faculty of Law administers Master of Laws (LL.M.) (Two-year full-time course meant for those who are not employed or engaged in any trade, profession, business or occupation)

and Three- year part-time course (meant for all), Doctor of Philosophy (Ph.D.) and Doctor of Civil Laws (D.C.L.) programmes along with Master of Comparative Laws (M.C.L.) for foreign nationals. The admissions are made strictly on the basis of merit in the LL.M. Entrance Test. Not more than 10 foreign nationals are admitted to the M.C.L. programme. The LL.M./M.C.L. students are supplied with detailed updated reading materials of high standards in all the courses. The Faculty of Law has been admitting and receiving students for LL.B., M.C.L. and Ph.D. programmes from many countries such as Bhutan, China, Ethiopia, Fiji, Germany, Indonesia, Iran, Japan, Jordan, Korea, Mongolia, Nepal, Sri Lanka, Sudan, Ukraine, United States of America, France, Vietnam, etc. The applications from foreign nationals with degrees from foreign countries are accepted only through Foreign StudentsAdvisor of the University of Delhi. The foreign nationals are exempt from appearing in LL.B. / LL.M. Entrance Test. The admission of foreign nationals is made from amongst applications received upto 15 June of the year in which admission is sought. The Faculty of Law has a comprehensive research programme leading to the award of Ph.D. and D.C.L. Degree. In all, more than 200 research scholars have been awarded Ph.D. Degree. Faculty Journals Various units of the Department bring out three popular law journals Delhi Law Review (DLR), Journal of Law Teachers of India (JOLT-I) and National Capital Law Journal (NCLJ) which are published by the Department, Law Centre-I and Law Centre-II respectively. Campus Law Centre is likely to join the effort from this year. Faculty Placement Council The Faculty Placement Council got tremendous response since its inception from the big corporate houses and multinational companies, leading law firms, LPOs, KPOs, NGOs and international publishers. With the unflinching efforts made by the Dean, Faculty of Law, Director, Placement Council and the core group of students, the Council got new dimensions. The Council is giving utmost importance to the personality development of the students right from the first year of LL.B. course to make them acquire quality legal skills and the ability to face challenges in the legal disciplines. This is helping the students to exhibit their best in writing their competitive examinations, group discussion (GD) and personal interviews. The Faculty is witnessing campus recruitments on regular basis. All the students of the Faculty are taking part in the placement activities enthusiastically as they know that they have not to struggle after completion of their studies to find a good career. In the past, the students got offers through the Placement Council in Reliance Industries Limited, Mawana Sugars, India Infrastructure Finance Co. Ltd., OSC Export Services Ltd. (KPO), Gurgaon, PANGEA 3 (LPO), Mumbai, H5 Asia Pacific (KPO) Mumbai, LexisNexis Butterworths, New Delhi, Manupatra Information Solutions Pvt. Ltd., NOIDA, Parivartan (NGO), Human Rights Law Network (NGO), Delhi, Partners for Law in Development, etc. The Council has been successful in providing excellent jobs with lucrative packages to the students. The students got the opportunity as interns at the National Human Rights Commission, National Commission for Women, Supreme Court and High Court of Delhi, Central Information Commission, Oil and Natural Gas Commission.

Faculty Library The library of Faculty of Law was established in July, 1924. It is one of the best law libraries in the country. It is maintained by a staff of 20 employees. It has over one lakh fifty thousand books and a large number of law reports and journals. It subscribes to nearly 140 national and international journals. The library caters to the needs of students and researchers engaged in legal studies, besides catering to the needs of the Bench and the Bar. The Library uses TROODON:4 software for the issue and return of the books with the bar code method.

The library has a dedicated E-Resource Centre with computers for accessing a large number of electronic databases of journals and reference sources subscribed by it. Faculty Legal Services Programme The Faculty has been running a Legal Services Programme since the early seventies. The main objectives of Legal Services Programme are to: (a) impart clinical legal education, (b) provide social service opportunities, and (c) impart socially relevant legal education. The Faculty has a comprehensive programme for clinical legal education. The Faculty has been organizing Legal Aid andAwareness programmes regularly in Delhi and adjacent areas.

Moot Court Competitions The Moot Court competitions, debates, Client Counselling and group discussions (GD) are organized regularly in all the Centres of the Faculty. The students do their best in the Moot Court competitions organized in different parts of the country and won many prestigious awards. Various teams keep winning prizes and bring laurels to the Department.

Student Unions The Faculty of Law, in its spirit to promote leadership qualities and democratic ethos, conduct Student Union elections at the Department level for LL.M. and in all the three Centres on annual basis for the posts of President, Vice-President, Secretary, Joint Secretary and Central Councilors. The elected student functionaries have their proper offices provided in the premises. They are responsible for socio-political and cultural life as also welfare of students. The elections are governed by the guidelines laid down by Lyngdoh Committee.

Prizes, Medals, Scholarships The students of LL.B. and LL.M. are eligible for a number of prizes, medals, scholarships, etc. offered by the University. The prizes include the University Law Union Prizes, Sukhdevi Girdharilal Grover Prize and Professor P.G. Krishnan Memorial Prize. The scholarships/fellowships include PostGraduate scholarship, Dr. Ram Kishore Memorial Scholarship, Vijay Kumar Chadha Memorial Scholarship, National Scholarships, C. Rai Barrister of Sialkot Memorial Scholarship, Nain Sukh Gauba and Devi Huti Gauba Memorial Scholarship and Justice Sunanda Bhandare Fellowiship in Constitutional Law. The medals include Dr. Shanker Dayal Sharma Gold Medal, Professor L.R. Sivasubramanian Gold Medal and Justice Sunanda Bhandare Gold Medal in Family Law. Besides the above, financial assistance is also given to deserving and needy students out of Vice-Chancellors Student Fund. There is also provision for sizarships. The University has also received donation for institution of Sohan Lal Sethi Memorial Scholarship. The scholarship consisting of Rs. 25,000/- in cash is to be given to the students securing highest marks in LL.B. I, II, III, IV and V Term Examination in each year. Hostel Accommodation There are thirteen hostels for male and female students who are pursuing full-time Programmes in the University. These are: Ambedkar-Ganguly Students House for Women, D. S. Kothari, Gwyer Hall, International Students House, International Students House for Women, Jubilee Hall, Meghdoot, Mansarover, North East Students House for Women, Post-Graduate Mens Hostel, University Hostel for Women, V.K.R.V. Rao and W.U.S. University Hostel. The hostel facilities in some of these hostels will be available to a limited number of full-time students of LL.B. and LL.M. as per rules and procedure prescribed from time to time by the University and the hostel authorities about which information can be obtained directly from the Provost of the concerned hostel. Council for Cultural Affairs The Culture Council is a statutory body of the University of Delhi functioning under the aegsis of the Dean, Students Welfare. It reaches out to all bona fide students of Colleges and Departments of the University of Delhi. It is a vibrant cultural body and organizes a variety of cultural programmes/competitions at the University/College level. These include debate, dance, music-vocal/instrumental, both classical and semi-classical, ghazal, theatre, street play, etc. The Cultural Council has also started organizing an annual Inter-College Youth Festival and has taken the initiative in bringing out a quarterly bilingual Newsletter of Delhi University called GlimpseJhalak.
