This draft has been developed within the International Organization for Standardization (ISO), and processed under the ISO-lead mode of collaboration as defined in the Vienna Agreement. This draft is hereby submitted to the ISO member bodies and to the CEN member bodies for a parallel five-month enquiry. Should this draft be accepted, a final draft, established on the basis of comments received, will be submitted to a parallel two-month approval vote in ISO and formal vote in CEN.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO member bodies). The work of preparing International Standards is normally carried out through ISO technical committees. Each member body interested in a subject for which a technical committee has been established has the right to be represented on that committee. International organizations, governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization. International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2. The main task of technical committees is to prepare International Standards. Draft International Standards adopted by the technical committees are circulated to the member bodies for voting. Publication as an International Standard requires approval by at least 75 % of the member bodies casting a vote. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. ISO shall not be held responsible for identifying any or all such patent rights. Page 5, Scope, replace the clause by the following text: This part of ISO 14253 establishes the rules for determining the conformance or non-conformance with a given tolerance (for a workpiece/population of workpieces) or limits of maximum permissible errors (for measuring equipment), taking into account the uncertainty of measurement. These rules are different when the tolerances are defined by an arithmetical or statistical calculation method. It also gives rules on how to deal with cases where a clear decision (conformance or non-conformance with specification) cannot be taken, i.e. when the measurement result falls within the uncertainty range (see 3.23) that exists around the specification limits. This part of ISO 14253 applies to specifications defined in general GPS standards (see ISO/TR 14638), i.e. standards prepared by ISO/TC 213, including: workpiece/population of workpieces specifications (usually given as tolerance limits), and; measuring equipment specifications (usually given as maximum permissible errors).

Page 10, clause 4, add the following sentence: The measurand is different when it corresponds to an individual characteristic or to a population characteristic, implicating different measurement uncertainties. Page 11, Clause 5, add the following after the 1st paragraph: When the modifier [ST] is placed after the tolerance values then population specifications are given and shall be taken into account to define the conformance or non conformance. The tolerance placed before [ST] modifier applies for each workpiece of the population. Indications placed after the modifier [ST] apply to the population of the workpieces. When the modifier [ST] is not indicated after the tolerance values, then no population specifications are required. This tolerance applies for each item of the population.

The modifier [ST] indicates, that there is one or more population specifications linked to the individual specification, having in common the definition of the global characteristic taken from one workpiece. Each population specification is defined as a calculated parameter from the set of values obtained on the populationof workpieces (e.g. a maximum, a mean value, a standard deviation, etc.) The conformance shall be established when all the specifications (individual specification and population specification) are satisfied. The default rules for proving conformance and non-conformance are the same after the extent of the uncertainty range has been determined.
