Dear Ms. Mouzon: We have carefully investigated and considered the petition filed by the International Association of EMTs and Paramedics / NAGE / SEUI Local 5000 (Local 5000), seeking to represent all full-time Emergency Medical Technicians, Paramedics, and Registered Nurses employed by Professional Medical Transport (PMT) Ambulance in its Maricopa County facilties and/or operations. Decision to Hold in Abeyance: Based on that investigation, I have decided to hold in abeyance further processing of the petition pending the investigation and the disposition of the unfair labor practice charge filed in Case 28-CA-125895 on April 4, 2014, and amended on April 16, 2014, by the Independent Certified Emergency Professionals (ICEP), the current recognized collective-bargaining representative of the unit sought by Local 5000. The charge alleges, among other matters, that PMT has violated Section 8(a)(1), (2), and (5) of the National Labor Relations Act by: failing and refusing to bargain over wages with ICEP; failing and refusing to provide relevant and necessary requested information to ICEP; and

providing unlawful assistance to Local 5000. The charge allegations, if found meritorious, would have a tendency to interfere with employees free choice if an election were to be conducted.
