Dear Mayor Parker:

In accordance with the procedures set forth at 39 C.F.R. 241.4(6), this is the final review
determination of the Vice President, Facilities, of the United States Postal Service (Postal Service)
with respect to the Postal Services February 24, 2014, decision regarding relocation of retail
services from the Southmore Station Post Office in Houston, Texas Southmore PO) to a yet-to-be
determined location.

The Postal Service received several requests to review that decision. Some of those requests
provided additional information indicating anticipated growth in the number of Postal customers due
to expected new businesses and new housing developments in the Southmore PO area. I have
carefully considered the concerns expressed in each request for review, along with relevant portions
of the project file relating to the relocation proposal. After further review, based on our supplemental
analysis of the business and population growth information, and other factors, the USPS has
changed its strategy for the Southmore Station and will now retain its customer retail services at its
current location.

This is the final determination of the Postal Service with respect to this matter, and there is no right
to further administrative or judicial review of the decision.
