Having announced on 19th February, 2008 that a draft constitution was ‘writen in accordance with the basic principles and detailed principles derived from the National Convention, which was one-sidedly held, State Peace and Development Council (SPDC) sent out the Announcement 1/2008 for referendum 10 be able to approve the constitution, Yet, everyone knows that citizens of Burma not only can not discuss and ‘weight up that draft constitution but also have never seen and read it. In the Declaration of independence of Union of Burma it clearly states that independence is not just for exercising by 2 class, an organization or an ethnic ‘group. In the draft constitution written in accordance with the basic principles adaptedby the one-sided National Convention tis examined that the constitution seem to be written by the following concepts: (@) Designing for only one organization which could control and manipulate the three reots of sovereignty: legislative, administrative and judiciary powers () No expression of federal system guaranteeing to ethnic people for self determination, (€) Provision not fully guaranteeing the democratic norms and rights of the citizens. ‘constitution with such kind of concepts will ead to the unlimited political conflicts though of our matherland. tis time, therefore for every citizen bravely decide and choose whether they ‘accept or reject a draft constitution forthe sake of us and our country's future, 2. Soasto vote reely and fairly, (@) SPOC has to explain citizens about the draft constitution without using any pressure and allow to create surrounding where citizens can discuss openly ‘and freely about the pros and cons ofthe draft constitution, (©) During the referendum journalists. academics andinternational observers ‘must be allowed for monitoring it without disturbance so that the referendum will be free without bias.
