Beki (2000) notes that developing countries are presented with an opportunity to close the huge technological and

economic gap that exists between developed and developing countries, yet many continue to be mere spectators of the
irreversible globalization process with devastating results. Kirkman & Sachs (2001) echo this sentiment in asserting that
while electronic commerce and e-government have become drivers of globalization many developing countries are still
watching from the sidelines.
The above findings discuss a popular variable which is an outcome of fast pace development of technology in developed
