INTERIM RULES ON THE CONDUCT OF ELECTION OF

HIGH SCHOOL SUPREME STUDENT GOVERNMENT OFFICERS


S.Y. 2014-2015

Article I
THE SSG COMELEC AND THE HSSG ADVISER

Section 1. The Commission on Elections, herein referred to as
the SSG COMELEC, shall be established within forty-five (45) days before the
day of election.

Sec.2. The SSG COMELEC shall be the only agency
that will regulate the electoral process, including the campaign.

Sec.3. The SSG COMELEC shall be composed of sixteen (16) members, with
four (4) slots reserved for each year level, who do not have vested interest
in the election, or in any way related to any of the candidates, and who
shall select a chairperson among themselves.

Sec.4.The composition of the members shall be four (4) from the First Year
Level, four (4) from the Second Year Level, four (4) from the Third Year Level,
and four (4) from the Fourth Year Level.

Sec.5. The members of the SSG COMELEC shall be appointed by the adviser of
the HSSG, in consultation with the Student Activity Coordinator.

Sec.6. The SSG COMELEC shall have the following duties and responsibilities:

a. Conduct fair, honest and systematic elections;
b. Formulate an Election Code or modify an existing Election Code if
necessary subject to the approval of the School Head;
c. Validate the electoral proceedings and result;
d. Accept or revoke candidacy;
e. Proclaim the new set of officers;
f. Keep all pertinent election papers and documents;
g. Decide upon protest relative to the conduct and result of the
elections;
h. Prepare and distribute the necessary election
paraphernalia, certificate of candidacy forms and other election
related materials before, during, and after the election; and
i. Disqualify candidates
who have violated any of the guidelines, which have been
promulgated.
Sec.7. From among the members of the SSG COMELEC, excluding the SSG
COMELEC Chairperson, four (4) SSG Boards of Election Tellers (BET)
composed of three (3) members each shall be formed. A BET will be in-charge
of the voting precinct exclusive for a year level

Sec.8. The members of the SSG COMELEC who are not assigned as BET
members shall comprise the SSG COMELEC Board of Canvassers (BOC). The
BOC shall be headed by the SSG COMELEC Chairperson. The BOC shall be
responsible for the canvassing of votes tallied by the four BET and shall
likewise make the proclamation of the elected SSG officers.

Sec.9. The SSG COMELEC shall submit a comprehensive report on the conduct
of the elections within 5 days after the conclusion of the elections.

Sec.10. The SSG Adviser must be at all times present in the SSG COMELEC
meetings.

Sec.11. The SSG Adviser must provide sound advice to the SSG COMELEC
before passing a judgement or resolution on a case without curtailing the rights
of the SSGCOMELEC members individually or as a collegial body.

Sec.12. The SSG Adviser must note and sign all decisions of the SSG
COMELEC.


Article II
THE CANDIDATES AND PARTIES

Sec.13. Candidates for all HSSG elective positions must:
a. be a bona fide high school students of Holy Cross of Davao College
Basic Education Department;
b. be of good academic standing with a general average of 80 and above
without any failing grade during the previous school year;
c. be of good moral character; and
d. have not been subjected to any disciplinary sanction.

Sec.14. Candidates must submit the following documents between June 17,
2014 and June 19, 2014 to the HSSG COMELEC Chairperson:
a. Duly accomplished form available at the HSSG COMELEC Secretariat;
b. Photocopy of Report Card of the previous school year; and
c. Parents consent stating that the candidate has been allowed to take part
in the election processes.
Sec.15. All official candidates will be required to attend an orientation meeting
on
June 20, 2014 at 8:00 AM in the AVR to be conducted by the SSG COMELEC.

Sec.16. All official candidates are entitled to a copy of this 2014 HIGH SCHOOL
SUPREME STUDENT GOVERNMENT ELECTION GUIDELINES

Sec.17. Candidates for president and vice president will be invited to a debate.
The debate, which will be held on February 25, 2014, will be organized by the
editorial staff of
the school paper. The debate format, composition of panel of interrogators, and
possible questions to be asked in the debate prepared by the media are subject
to approval by the Principal.

Sec.18. If a candidate decides not to continue with his/her candidacy, he/she
may be substituted by a qualified candidate nominated by his/her party not
later than June 23, 2014.

Sec.19. Only two dominant parties will be recognized by the SSG COMELEC.
Their dominance will be based on the following:
a. Completeness of election ticket;
b. Ability to wage a school-wide campaign; and
c. Platform of governance.
Sec.20. A high school teacher shall be assigned to a dominant party as the
partys Adviser.

Sec.21. Candidates who do not belong to the dominant parties may be
considered independent candidates. The dominant parties are entitled to a
maximum of six (6) poll watchers, including the campaign manager. The poll
watchers will be allowed to observe the conduct of the elections and the
counting of votes, but shall not in any manner interrupt the general conduct of
the elections.

Sec.22. Only the dominant parties are entitled to a copy of Election Returns
from the BET and Election Results duly authenticated by the SSG BOC.


Article III
THE CAMPAIGN


Sec.23. The campaign period will start on June 23, 2014 and will end on June
24, 2014.

Sec.24. A candidate will not be allowed to spend more than Php 0.25/voter.
Win or lose, he/she will be required to submit to the SSG COMELEC an
accounting of election spending within the period of two (2) school days from
the conclusion of the elections.

Sec.25. Constructive campaigning shall be strictly observed. Negative
campaigning will be referred by the SSG COMELEC to the Guidance and
Counselling Center for appropriate action.

Sec.26. Parents, teachers, non-teaching personnel and members of the alumni
are strictly prohibited to campaign for or against any candidate, except for
teachers assigned as Party Advisers

Sec.27. The SSG COMELEC shall establish common poster boards to be
determined by the Student Activity Coordinator

Sec.28. All posters must not be more than 8 by 11 in size, and must be
reviewed and approved by the SSG COMELEC.

Sec.29. The use of other campaign materials such as pins, hats, nameplates,
and other campaign materials is subject to the approval of the SSG COMELEC.

Sec.30. The use of the following shall be strictly prohibited:
a. Tarpaulin as campaign material;
b. Sample ballots; and
c. Obscene and offensive language in whatever medium it may appear
during the campaign.

Article IV
THE VOTERS

Sec.31. For this election, all bona fide high school students of Holy Cross of
Davao College Basic Education Department will be allowed to vote.


Article V
THE VOTING PROCEDURE

Sec.32. The voting shall take place at the Sports and Cultural Center or the
school gym.

Sec.33. Voting shall start at 12:30 PM on June 25, 2014 and shall end at 3:00
PM of the same day.

Sec.34. The schedule of casting of votes shall be determined by the Student
Activity Coordinator.

Sec.35. Voters are assigned a specific SSG BET as follows:

a. First Year students - SSG BET 1
b. Second Year students - SSG BET 2
c. Third Year students - SSG BET 3
d. Fourth Year students - SSG BET 4

Sec.36. Before allowing the first voter to cast his/her vote, the BET shall allow
the watchers inspect the ballot box. The box should be free from any object
inside.

Sec.37. Voters will fall in line and wait for his/her turn to be served by the
BET.

Sec.38. The BET, upon confirmation of the voters identity in the voters list,
will give the voter an official ballot after the voter affix his signature and finger
print in the voters list opposite his printed name.

Sec.39. The voter will proceed to the armchair to be assigned to him/her and
shade the appropriate circle opposite the name of the candidates he/she is
voting for in a specific position.

Sec.40. As soon as he/she finished accomplishing the ballot, the ballot will be
dropped inside the designated ballot box.

Sec.41. The voter will be requested to leave the polling place after he/she has
cast his vote.




Article VI
THE COUNTING PROCEDURE

Sec.42. Immediately after the close of the voting, the four BET will tally the
votes in their respective precincts.

Sec.43. Before tallying, the members of the BET should see to it that the poll
watchers are present to observe the entire proceedings, tally board is ready and
displayed for public viewing, and counting paraphernalia are prepared.

Sec.44. Once the counting starts, it should not be halted until the last ballot is
counted.

Sec.45. The members of the BET will open the ballot box and count the ballots
to determine if the number is equal to the number of actual number of voters.

Sec.46. The ballots will be arranged in piles of fifty (50) ballots and hold
together by rubber band.

Sec.47. One of the members of the BET will read the content of the ballot while
the second member records the votes in the tally board. The watchers and the
public must be given an unimpeded view of the ballot being read and the tally
board.

Sec.48. For every pile of fifty ballots, the votes of each candidate will be written
in words after the last entry vote.

Sec.49. The SSG COMELEC should preserve the physical appearance of all the
counted ballots for at least one school year. They should not be altered, torn,
burned, watered or lost.

Sec.50. After tallying all the ballots, the BET will accomplish the Election
Return Form which will be the basis in the canvassing of votes by the BOC.

Sec.51. The first copy of Election Returns will be submitted to the BOC, the
second copy to be kept by the BET, the third and fourth copy will be given to
the dominant parties.

Sec.52. After all the four BET have submitted the Election Returns, the BOC
will convene to canvass the votes, with the SSG COMELEC Chairperson
reading the contents of the Election Returns, and the second and third
members recording the results in the final tally sheet and final Election Results
Form.

Sec.53. The total votes in words and in numeral will be recorded for each
candidate.

Sec.54. If two or more candidates received the same number of votes, the
winner shall be determined through a toss coin. This process must be done in
the presence of the contending candidates, their supporters and school
officials.





Article VII
THE PROCLAMATION OF WINNERS

Sec.55. In the presence of all the members of the SSG COMELEC, the SSG
COMELEC Chairperson will proclaim the candidates with the highest votes in
their respective positions as the winners and duly elected 2011-2012 SSG
Officers.

Sec.56. The SSG COMELEC will provide each newly elected SSG officers a
certificate of proclamation.


Article VIII
THE ELECTION PROTEST

Sec.57. An election may be contested if an alleged act may have caused the vote
to show a result different from the one that would have resulted.

Sec.58. The burden of proof to prove the allegation is upon the complainant.

Sec.59. If a candidate wishes to contest the election, he/she must do so in
writing within twenty-four (24) hours after the proclamation of winners. The
protest should detail the reasons for contesting the results. If available, sworn
statements of witnesses shall be required as attachments to the complaint.

Sec.60. The SSG COMELEC, sitting en banc, must deliberate and decide on the
complaint within seventy-two (72) hours after the receipt of the complaint.

Sec.61. No anonymous complaint may be entertained unless it can be verified
by the records.


Article IX
PENAL PROVISION

Sec.62. Any candidate committing any violation of these guidelines shall be
punished with disqualification, suspension, or removal from office as the case
may be.


This INTERIM RULES ON THE CONDUCT OF HIGH SCHOOL SUPREME
STUDENT GOVERNMENT S.Y. 2014-2015 was promulgated and approved on
June 19, 2014.
