NOTICE REGARDING THE PROCEDURE FOR OBTAINING A PERMIT TO
BUILD(PURSUANT TO THE COVENANT RECORDEDIN THE ONONDAGA
COUNTY CLERK'S OFFICE)
THE SOIL CONDITIONS OF THIS SUBDIVISION DO NOT ALLOWFOR THE
INSTALLATION OF A CONVENTIONAL SEWAGE DISPOSAL SYSTEM, WITH THE
EXCEPTION OF ONE LOT (LOT 7). LOT 10 CAN ACCOMMODATE A CONVENTIONAL
SEPTIC SYSTEM. THE REMAINING LOTS IN THE SUBDIVISION WILL HAVE SYSTEMS
WITH EITHER SHALLOWABSORPTION TRENCHES OR MOUNDSYSTEMS. SOME OF
THESE LOTS WILL REQUIRE SANDFILTERS UPSTREAMOF THE ABSORPTION
TRENCHES. THE USE OF THESE TYPES OF SYSTEMREQUIRE A SPECIAL
PROCEDURE FOR OBTAINING APPROVAL TO BUILD AS FOLLOWS:
1. THE LOT OWNER MUST SUBMIT A PLOT PLAN TO THE HEALTH
DEPARTMENT SHOWING THE SPECIFIC LOCATION OF THE
HOUSE TO BE CONSTRUCTEDANDITS RELATIONSHIP TO THE
COMPONENTS OF THE SEWAGE DISPOSAL SYSTEM, INCLUDING
ELEVATIONS OF EACH COMPONENT. A GRADING PLAN SHOULD
BE INCLUDEDIF A GRAVITY FEDRAISEDSYSTEMIS
PROPOSED.
2. THE HEALTH DEPARTMENT UPON REVIEWOF THE PLAN WILL
ISSUE A NOTICE THAT ANY REQUIREDFILL PLACEMENT CAN BE
UNDERTAKEN SUBJ ECT TO THE FOLLOWING CONDITIONS:
A) THE DESIGN PROFESSIONAL IS RESPONSIBLE FOR OVERSEEING THE
SELECTION OF THE FILL MATERIAL ANDITS METHODOF
PLACEMENT, ANDFOR PERCOLATION TESTING OF THE FILL AFTER
STABILIZATION. MOVEMENT ANDPLACEMENT OF THE FILL SHALL
NOT BE UNDERTAKEN UNTIL THE DESIGN PROFESSIONAL DETERMINES
THAT DRY ENOUGH SOIL CONDITIONS EXIST TO PREVENT DAMAGE TO
THE UNDERLYING SOIL DURING PLACEMENT AND FOR PROPER
COMPACTION OF THE FILL.
B) THE FILL MUST BE STABILIZED PRIOR TO CONDUCTING FINAL
PERCOLATION TESTS. THIS CAN BE ACCOMPLISHEDEITHER BY NATURAL
SETTLING FOR A PERIODOF AT LEAST SIX MONTHS INCLUDING ONE
FREEZE-THAWCYCLE OR BY MECHANICAL COMPACTION IF A SANDY
TYPE OF SOIL IS USED. ANY MECHANICAL COMPACTION MUST BE
ACCOMPLISHED IN SHALLOW LIFTS UNDER THE THE SUPERVISION
OF THE DESIGN PROFESSIONAL.
C) UPON SATISFACTORY COMPLETION OF FILL PLACEMENT, THE DESIGN
PROFESSIONAL MUST SUBMIT CERTIFICATION TO THE HEALTH DEPARTMENT
INCLUDING THE RESULTS OF THE PERCOLATION TESTING OF THE STABILIZED
FILL MATERIAL.
3. THE HEALTH DEPARTMENT WILL AUTHORIZE RELEASE OF THE
BUILDING PERMIT UPON RECEIPT OF THE DESIGN PROFESSIONAL'S
CERTIFICATION THAT THE FILL PLACEMENT HAS BEEN
SATISFACTORILY COMPLETED.
