The German Development Cooperation GDC – through the
German Technical Cooperation GTZ – assisted DENR implement the project “Solid Waste Management for Local Government Units“ SWM4LGUs in the Visayas
The Project Progress Review in March 2007 highlighted that
the national level needs to be better involved in project activities in order to improve frame conditions and capitalize on its multiplier function and convincing powers for replications. The National Planning Workshop in April 2008 proposed the following two priority work packages:
Elaboration of a National Solid Waste Management Strategy
(including guidance on Clean Development Mechanism CDM – links between SWM and Climate Change)
Recommendations for Capacity Development – linked to the
institutional set-up, legal issues and gaps (e.g. formulation of guidelines to support Implementing Rules and Regulations IRR and eventually amendments of RA 9003) The objective of this assignment is to support the national project partners (above all National Solid Waste Management Commission – NSWMC and Environmental Management Bureau – EMB) in developing a National SWM Strategy. OBJECTIVES:
Establish common ground and perspective among various
stakeholders in relation to the implementation of RA 9003 and its IRR.
Determine the current program and project activities of the
stakeholders involved in solid waste management (SWM) implementation.
Identify current issues and concerns regarding solid waste
management implementation.
Foster linkages and network among various stakeholders for
