    Busy Hour CNBAP = 2 * (VS.IUB.AttRLSetup + VS.IUB.AttRLAdd + VS.IUB.AttRLRecfg*2

    CNBAP Capacity = 120 CNBAP/s for 2 WBBP (RAN 13)
    CNBAP Util = Busy Hour CNBAP/CNBAP Capacity
    we used "safety" threshold about 80%, if CNBAP util already reach/above 80% , us
    ually we proposed add more WBBP board to add CNBAP capacity.

    Currently, we are using slightly different of monitor threshold with "1.7" times
    factor.
    Hourly MAX CNBAP = 1.7*(VS.IUB.AttRLSetup + VS.IUB.AttRLAdd + VS.IUB.AttRLRecfg*

    with 70% of safety threshold.
    Can slot in UTRP card to improve the capability
    1 WBBP - 60 CNBAP/s
    2 WBBP - 120 CNBAP/s
    3 WBBP - 170 CNBAP/s
    4 WBBP - 170 CNBAP/s
    3 WBBP + UTRP - 180 CNBAP/s
    4 WBBP + UTRP - 240 CNBAP/s
