Missions Statement of
The Chi Epsilon Omega Fraternity
__________________________________

The mission of Chi Epsilon Omega is to provide and foster friendships amongst its
members that will last throughout their lives. Our mission will be guided by the ideals
set forth by our founders and our fraternity creed.


Principals


1. To provide and instill within each of our members the means of developing and
continuing friendships that will last throughout their lives.

2. To provide our students with access to the premier Greek Life experience that
they will remember fondly for the course of their lives.

3. To provide our members with an environment conductive to learning and the
pursuit of academic excellence.

4. To develop an understanding within our members of the various opportunities
provided from a diverse networking experience.

5. To foster within each member a sense of moral responsibility and personal
requirement to achieve a form of best self.

6. To further develop leadership, social prowess, and professional production
within each member.

7. To enforce the standards, goals, and requirements set forth in our Ritual.

8. To uphold standards and expectations for each member both within and
outside of fraternity functions.

9. To provide members with life-long friendships and experiences that will always
be reflected upon as positive and uplifting.

10. To provide each member with the goals and a mentality that will guide them
throughout their lives.


The Fraternity Laws

As the Chi Epsilon Omega Executive Council we adopt these Fraternity Laws to guide
our membership throughout the years to come. It is the goal and intention of these
Fraternity Laws to foster a stronger brotherhood and provide the foundation to build
from in the future.


Article I. Definition and Organization of Chi Epsilon Omega


Name. This association shall now and always be known as the Chi Epsilon Omega
Fraternity under Chi Epsilon Omega Inc.

Creed. The creed of the Fraternity shall be The Great Endeavor.

Secret Motto. Pi Beta

Colors. The colors of the fraternity are Black and White.

Flower. The fraternity flower is represented by the Fleur De Lis.

Eligibility for Membership. Any male student of an accredited University being
found in good moral character, entering of his own free will, and willing to uphold any
and all fraternity standards, laws, and ideals will be considered eligible for membership
within the Fraternity. However any person who is or has been a member of any other
social fraternity will not be considered as eligible for membership.

Membership. Any brother having been formally initiated is forbidden from joining
any other social Greek Organization. Members are encouraged to join other fraternal
organization such as Freemasonry, Knights of Columbus, and other various non-social
Greek and non-Greek student societies







Article II. Objectives

The objectives of this fraternal organization shall be to promote the interests of the
College, University, Community, or Organization that our fraternity has dedicated its
self to.

The secondary goal of our organization will always be to be to promote or encourage
the interest of members within the fraternity.

Promote the development of XE! and the mutual cooperation between various Greek
organizations and other student societies.

Article IV. Election

Each officer at the Executive Council and individual chapter level must always be
elected by a majority of votes cast.



Article V. Voting

President and Vice President. The President and Vice President will work in tandem
with one another to ensure all standards of the Fraternity are consistently being met.
The President and Vice President will hold 49% share of the vote in all Fraternity
decisions, apart they will have none.

Executive Council. All of the members of the Executive Council will be equally
responsible for ensuring the standards of the Fraternity are consistently being met.
The Council will hold 26% share of the vote in all Fraternity decisions, the majority for
their group will always stand. Although being members of the Executive Council the
President and Vice President will cast votes apart from the Executive Council.
Members of the Fraternity. All members of the fraternity will be responsible for
upholding the fraternitys cross accountability system across the campuses. The
members of the fraternity will hold 25% share of the vote in all fraternity decisions.



Article VI. Cross Accountability System

All fraternity brothers will watch other fraternity members personal conduct at all
times. Members will encourage others to be on time for meetings, dress and act
professionally at all times, and to conduct themselves as fraternity gentlemen. Brothers
who are seen not meeting the standards of the fraternity will have their behavior
brought to attention in a sidebar style of conversation. If the member does not reform
the behavior to meet fraternity standards they will be given a letter of reprimand and
the council will meet to discuss the member(s) and their future with XE!. These
events will be reviewed and upon voting approval from the Executive Council, the
offending member(s) may be dismissed from the fraternity.



Article VII. Meetings

Chapter Meetings. General meetings for individual chapters should occur once a
week.

Meeting Notification. Notification of regularly scheduled meetings shall be done at
the time they are scheduled. The notifications will be posted utilizing social media
outlets, e-mails, and newsletters.

Executive Council Meetings. The executive council should meet twice every month
unless others wise noted.

Executive Council Meeting Notification. Meeting notifications should be sent to each
individual executive council member. This can be done via social media, e-mail, and or
newsletters.

Special Meetings. Special meetings may be called by the President of the Council at
any time, and must be called by the President at the request of any two-fraternity
members.

Special Meeting Notification. Notification of special meetings shall be done via social
media outlets, e-mail, phone, and written letter delivery.




Article VIII. Absences

Penalties. The initial unannounced absence of any fraternity member from any
regular or special meetings shall result in a verbal warning. A second absence will
result in a penalty to be defined by the individual chapter or council. A third missed
meeting would result in a letter of reprimand and possible dismissal from the
fraternity. A fourth unannounced absence will always result in an automatic dismissal
from Chi Epsilon Omega.



Article IX. Amendments

Amendments. The Constitution and Bylaws may be amended by a three-fourths vote
from the executive council. The amendment must be submitted in writing to the
Council and to the presidents at least two weeks prior to the meeting at which the vote
is taken.

Pledge Programs. Each chapters associate/pledge/new member program shall last no
longer than twelve weeks.

Risk Management. Each chapter will develop individual risk management policies
that address alcohol use, hazing, and sexual assault/abuse to accompany fraternity
wide policies.

Pledges and Alcohol. Each chapter will have alcohol free pledge/associate/new
member programs. There is no exception to this rule.



Article X. Committees

Committee Creation. The Executive Councils have the power to create committees in
order to execute the objectives of the Council. These committees include, but are not
limited to, Marketing, Public Relations, and Risk Management.



Article XI. Distribution of The Constitution and By-Laws

Distribution. The most current Constitution and By-Laws will be available for
download online.







Article XII. Collegiate Chapters

Relation of Chapter to Fraternity. The Fraternity can grant a charter to any group of
males at any college, university, or community group. Such a group, in order to accept
a charter as a collegiate chapter, shall agree to comply with the duties and
responsibilities incumbent upon each chapter, including but not limited to the payment
of initiation, pledge fees, and annual dues, the submission of reports, and permitting
inspection. In other respects, the chapter collegiate shall be virtually independent of
the Fraternity. Each chapter shall make its own arrangements as to fraternity housing
or other living quarters; fix its own dues, assessments, and charges; elect its own
officers; and have complete control of its own activities. No chapter or chapter
collegiate housing corporations or trusts shall have any authority to act for the
Fraternity. None of the chapters or chapter-collegiate housing corporations is a
subsidiary of the Fraternity. The Fraternity is separate and distinct from each chapter
collegiate. Each chapter collegiate shall create its own By-Laws and if incorporated its
own Articles of Incorporation. The Fraternity shall provide advice and counsel to the
Chapters Collegiate.

Charter. No chapter collegiate shall be organized or reorganized except by virtue of a
charter granted by the fraternitys executive council by e-mail/internet ballot to each
individual. Any chapter may be disbanded, revoked, or reorganized for any reason the
executive council deems worthy. Every chapter must adhere to all required procedures
dictated by the fraternitys executive council.

Fraternal Expansion. The Fraternal Extension Committee shall consist entirely of
executive council members. The committees purpose shall be to cause the
development, amendment, and implementation of a plan for deliberate and orderly
growth of the Fraternity through the addition of new or revitalization of previously
chartered Chapters. The plan shall include the establishment of a list of institutions at
which Chapters Collegiate would be deemed desirable and valuable for the Fraternity.
Input to the plan shall be sought from throughout the Fraternity, including Province
officers, alumni associations, and other suitable persons.











Article XIII. Procedure for Granting Charter

Colonization. Colonization at an institution shall mean the formation of a group for
eventual chartering or recognition of a previously organized local group that desires to
receive a charter. Such colonization at an institution shall be authorized whenever the
Extension Advisory Committee deems extension to be propitious and upon
accomplishment of the following steps:

Establishment of a schedule for colonization specifying criteria and standards deemed
appropriate for the institution. It will be understood that the establishment of a colony
represents a mutual responsibility on the Fraternity, the alumni, and the colonys
members to insure the success of the extension effort, but does not represent a
guarantee, expressed or implied, that a charter will be granted.

Following the completion of the colonys schedule a vote will be held and if approved,
the colony will receive the executive councils approval.

A chapter that has lost its charter for whatever reason will be referred to as a Phoenix
Chapter rather than colony when the time is appropriate to re-establish the chapter at
that college or university.

Colony Membership. Membership in a colony shall consist of the Colonys pledges
and the Colonys actives. The Colonys actives (founding fathers) shall have the status
of pledges to the Fraternity and shall be required to pay the Fraternity pledge fee and
any Province fee required. In addition, the Colonys actives shall be subject to any
annual dues.

Petition for Charter. Whenever a colony determines, in agreement with the executive
council, that it has met all conditions of the extension schedule, it may submit a
petition for charter. Such petition shall be signed by at least twenty (20) persons
eligible for membership in the Fraternity and accompanied by a charter fee of three
thousand dollars ($3,000), however if no charter is granted the fee shall be returned.

Investigation. Before a petition may be submitted for a vote of the Fraternity
executive council or an e-mail/internet ballot, a council member appointed by the
executive council shall investigate the colony. Following the investigation the entire
council shall evaluate the colonys progress.

Granting of Charter. On receipt of a petition and the report of the investigation, the
executive council shall submit a blind vote by e-mail/internet ballot from each
individual. If as many as two-thirds (2/3) of the council members vote in favor of
granting the charter then the executive council shall be authorized to sign and issue a
charter to install the group to which it is issued as a Chapter Collegiate of Chi Epsilon
Omega. If any individual council member fails to vote within fourteen (14) days after
the date the vote is solicited, a vote of yes will be implied for the member.

Equipment Furnished on Granting Charter. If a charter is granted the following
items shall be furnished to the chartered group without further payment other than the
charter fee:

a. An Altar Cloth containing a large embroidered Coat-of-Arms.
b. Eight (8) officer robes and mantles (President, Vice President, Pledge Master,
Social Chairman, Historian, Treasurer, Philanthropy Chairman, and Warden).
c. Two (2) black hooded member robes containing the Greek letters Pi Beta.
d. Three (3) large 24-inch brass candleholders for the altar with large white candles.
e. A skull.
f. Blindfolds.
g. A wooden gavel with engraved band containing the chapters name and date of
chartering or re-chartering, accompanied by a wooden sounding block.
h. A white plumed feather pen and stand or holder.
i. A black velvet pincushion with white trim.
j. Eight (8) copies of the most current edition of the book, Ritual of the Chi Epsilon
Omega Fraternity.
k. A Mystic Scroll personalized with the chapters name for each new initiate to sign.
l. A suitably embossed Charter.

Signing Charter. All members of the executive council shall sign each charter. If a
Chapter Collegiate is reorganized under its original name, the old charter, if it exists,
shall be returned to the Chapter.



Article XIV. Membership

Pledges. Election of pledges shall be the sole prerogative of the individual chapters
provided no chapters requirements for election are not preferred by the majority of
the initiated members of the Chapter who are eligible to vote. Each pledge elected shall
participate in the Formal Pledge Ceremony as prescribed in the Ritual at the earliest
possible date.

Education of Pledges. Pledges shall, prior to their initiation, complete a course of
education prescribed by the collegiate chapter, the duration of which shall be at least
four (4) weeks but not more than twelve (12) weeks. The only exception is when
required by the institution, college, or university for reinstatement of a suspended
chapter. No non-academic activities may take place during a period beginning seven
(7) days before the first day of scheduled final examinations and ending the day after
the last scheduled final examination during any term.





Curriculum. The preferred course of pledge education shall be a program approved
by the executive council. The pledge-education program shall be submitted in writing
and distributed to all initiated members and pledges of the chapter and properly
implemented during the course of education. The program shall adhere to the
Fraternitys Policy Statements on pledge education and hazing. Hazing is prohibited
and shall be dealt with severely as a serious offense. Once a pledge has satisfactorily
completed pledge education and has fulfilled all institutional requirements of his
college or university including academic requirements he is entitled to prompt
initiation.

Rescinding Pledgeship. If, after the election of any prospective pledge, objection is
made to his election by a vote of one quarter (1/4) of the entire initiated membership in
good standing of the chapter (whether or not present), his election shall be rescinded.
If a pledge does not satisfactorily complete the chapters prescribed course of pledge
education or does not fulfill institutional requirements of his college or university
including academic requirements by the conclusion of the normal period of pledge
education, his election may be continued for one additional academic term (one
semester or two quarters depending on the institution) by a one-third (1/3) vote of the
entire initiated Chapter Collegiate (whether or not present) in good standing. If, at the
end of the additional academic term (one semester or two quarters), he has not fulfilled
the requirements, he shall no longer be considered a pledge of the Chapter Collegiate,
and no vote to rescind shall be required.



Article XV. Initiation

Requirements for Initiation. No pledge shall be initiated until he has completed the
required pledge education of his chapter and has met all requirements of his college or
university for initiation. No pledge shall be initiated until he has attained at least a
cumulative grade-point average of 2.0 or its equivalent on a grading system under
which 2.0 represents a C grade. This requirement does not apply if the pledge is a first-
term freshman or transfer student in which case he may be initiated upon successful
completion of requirements for initiation during the same term he pledged. The
chapter president may waive the grade-point requirement set forth herein for a pledge
with a documented learning disability or other outstanding circumstance upon
approval by the executive council. However these requirements will be superseded by
any university regulations or chapter bylaws specifying a higher grade-point
requirement.

Financial Requirements. No pledge shall be initiated until the Fraternity Initiation
Fee of two hundred dollars ($200.00) the Fraternity Pledge Fee of one hundred dollars
($100.00) and any other payments owed to the executive council or sums he may owe
to the chapter for room, dues, or other charges; and any sums he may owe to the
House Corporation have been paid.

Time of Initiation. Every pledge that has met all qualifications, unless his election has
been rescinded, shall be initiated by the chapter, which he was elected. The candidate
may also be initiated by another chapter under the authority of the previously
mentioned chapter in the case of a pledges transfer to another college or university
with an established chapter.

Pre-initiation Activities. Any pre-initiation activities in which pledges are required to
engage before formal initiation shall be entirely consistent with the purpose and ideals
of the Fraternity as expressed in the Ritual or chapter by-laws. Specifically, the
following provisions shall be strictly observed:

Time Limitation. All pre-initiation activities and informal initiatory work not included
in the Ritual of the Fraternity shall be concluded at least eighteen hours (18) before
the prescribed ritualistic work is begun

Place. All pre-initiation activities shall be conducted in the regular quarters of the
colligate chapter or in temporary quarters approved by the chapter and if necessary
the college or university officer in charge of fraternities.

Program Content. The emphasis of all programs shall be on the development of spirit
and understanding of the dignity and worth of each and every individual. The
purposes and objectives of all programs shall be discussed with all participants in
advance. Because they are inconsistent with the Ritual and the objectives of the
Fraternity, the following practices specifically and all other similar activities are
prohibited at all times in all Chapters Collegiate: paddling in any form, physical
exercises or calisthenics, deprivation of normal sleep and rest, any form of corporal or
mental punishment, mind games, the placing of anyone in actual or simulated peril or
jeopardy of health, undignified methods and stunts, wearing humiliating or
uncomfortable attire, dangerous or illegal activities, either private or public quests,
treasure hunts and road trips, personal servitude, and any ordeal that is in poor taste
or in any respect indecent or shocking to the moral or religious scruples or sensibilities
of a reasonable person. Participation in or endorsement of such activities is a ground
for expulsion or revocation of a charter or both.



Article XVI. Initiation Ceremonies

Place. All initiation ceremonies shall be conducted in the regular quarters of the
chapter or in temporary quarters approved by the colligate chapter and the college or
university officer in charge of fraternities.

Secrecy. All initiation ceremonies shall be kept secret and performed in a place that
can be secured and kept private.


Nature. Every possible provision shall be made to assure dignity and serious
demeanor in the formal initiation ceremony.



Article XVII. Affiliation at Another Institution

Eligibility. Every member of a chapter who leaves the institution at which he was
initiated at and enters another institution at which there is a chapter of Chi Epsilon
Omega shall automatically become an active member of that chapter. Becoming
subject to its by-laws, and shall be admitted to all the privileges of active membership
by such chapter, provided he has a transfer card from the chapter with which he was
last connected. Any member not in good standing by reason of financial or other
delinquency and consequently not entitled to a transfer card, who shall enter another
institution at which there is a chapter of Chi Epsilon Omega, shall not be entitled to
the privileges of active membership, but shall nevertheless be subject to the jurisdiction
of the chapter located in the institution to which he has transferred in order to rectify
his standing with our fraternity.

Requirements. A colligate chapter may require 1) a residence not to exceed six (6)
months at the institution at which it is domiciled and 2) It may also impose an
affiliation fee not to exceed one half (1/2) of its initiation fee and may make rules as it
deems proper to give preference to its own initiates in matters of house residence.

Transfer Cards. Active Chapters: Every member in good standing at the time of
leaving the domicile of his chapter is entitled, on request, to a transfer card signed by
the President and Treasurer. Disbanded Chapters: Every member of a disbanded
chapter who was in good standing at the time of its dissolution is entitled, on request,
to a transfer card. The President alone shall sign this card.



Article XVII. Fees, Dues and Fines

Initiation Fee. Every candidate is subject to a Fraternity initiation fee effective
October 14, 2012 of two hundred dollars ($200.00) made payable to Chi Epsilon
Omega Fraternity, to be collected and submitted by the colligate chapter no later than
seven (7) business days after initiation of said candidates.

Pledge Fee. Every chapter is subject to a Fraternity pledge fee effective October 14,
2012 of one hundred dollars ($100.00) for each person elected, made payable to the
Chi Epsilon Omega Fraternity, within seven (7) business days after the election. Every
colony is also subject to a Fraternity pledge fee of one hundred dollars ($100.00) for
each colony pledge, made payable to Chi Epsilon Omega Fraternity, upon colonization
or within seven (7) business days after any person subsequently becomes a colony
pledge.

Annual Fraternity Dues. Every colligate chapter is subject to annual Fraternity dues
effective October 14, 2012 of one-hundred and fifty dollars ($150.00) for each active
member, made payable to Chi Epsilon Omega Fraternity on the first day of May for
every active member in the chapter as reported in the latest Active Membership
Roster.

Annual Fraternity Dues for Colonies. Every colony is subject to annual Fraternity
dues. Each active member includes both colony actives (who have the status of
pledges to the Fraternity) and any initiated members of the Fraternity who have
transferred to and are affiliating with the Colony.

Chapter Dues. Every member of a colligate chapter is subject to local dues in
accordance with the By-Laws of the Chapter.

Delinquency. Every colligate chapter delinquent for one month or more with respect
to any sum due the Fraternity shall be fined a minimum amount of seventy-five dollars
($75.00) for each month of such delinquency. The fraternity shall notify a delinquent
Chapter Collegiate upon any monthly assessment of a fine prior to applying said
delinquency fees. Chapters and colonies are responsible for the monies owed to the
Fraternity and uncured delinquencies shall be cause for action up to and including
revocation of charter.



Article XVIII. General Laws

Membership Pin. A membership pin shall be loaned by the Fraternity to each initiate
and, upon the payment of such sum as may be fixed by the executive council, to any
member in good standing. In either case, the membership pin shall remain the property
of the Fraternity and shall be worn only by members in good standing. For due cause
communicated in writing to a member, the membership pin may be recalled by the
Fraternity. The use of the membership pin or its design upon any article of jewelry is
forbidden, except by authorization of the executive council.

Certificate of Membership. The fraternity president shall forward a certificate of
membership to the colligate chapter for each initiate upon receipt of his initiation
record and the required fee from the Treasurer. For due cause, communicated in
writing to a member, the certificate of membership may be recalled by the Fraternity.

Membership Card. Each newly initiated member eligible to receive a Certificate of
Membership will also receive a wallet-sized membership card identifying him as an
initiated member of Chi Epsilon Omega.







Pledge Pin and Fraternity Manual. Only initiated members shall be permitted to
wear or display the full coat of arms of the Fraternity. Each pledge, upon payment of
the pledge fee, will be given a Fraternity manual. If a pledge withdraws his intention to
affiliate, the chapter shall recall the manual.

Trademark Protection. Chi Epsilon Omega Fraternity shall own the design or
representation of all pins, coat-of-arms, Greek letters, names, designs or other
trademarks of Chi Epsilon Omega Fraternity.

Official Jeweler(s). When the Fraternity has entered into contract with an official
jeweler(s), it shall be unlawful for any member of the Fraternity to display or offer for
sale in any Chi Epsilon Omega Chapter house or elsewhere any pins, jewelry or other
articles, bearing the crest, coat of arms or letters of the Fraternity, except as the
representative of the official jeweler(s) with whom such contracts have been made.

Founders Day. The fourteenth of October shall be known as Founders Day, and
that day, or another day which is more suitable and practical (Halloween), shall be
observed in commemoration of the first meeting of the Fraternity on October 14, 2012.

Shrines. There shall be as is deemed necessary to perpetuate the traditions, history,
and memorials of Chi Epsilon Omega Fraternity, certain sites, buildings, graves, or
other items, which shall be known as shrines and sites. The executive council shall be
authorized to select and designate such shrines and sites.

Secrecy. The Ritual and unwritten forms of the Fraternity such as the name, motto
and grip or their translation/communication, which shall never be put into writing but
instead be transmitted by word of mouth only, and then under proper safeguard as to
secrecy. In addition the names of members voting against pledges/candidates for
membership and their reasons therefor shall be secret.
