Vista 2030-Dream Your City Into Debt

Sierra Vista is in debt $35 million dollars. Who is Sierra Vista? You are!

How about a Vista 2030 plan that focuses on economic development and paying
down the debt, instead of increasing the debt with more capital projects?

The Goldwater Institute reports Arizona State and local governments debt and
unfunded obligations is $66.5 billion.

How did this happen?

Taxes fund everyday operations. Long-term borrowing or bonds provide funds for
improvements.

Alternatives to long-term borrowing are: establish and fund reserves; or get voter
approval to go into debt. The City has chosen another alternative: formation of a
Municipal Property Corporation, which acts as a funding agency, but does not
have a lending cap; nor does it need voter approval. Sierra Vista has used the
MPC to fund over $23,320,000 in debt.

This report shows the long-term debt of $35,629.609 plus $6,504,438 in interest.

At the end of the day, who pays the debt? You do!

What Do They Have In Common?

Remember, in 2012 Sierra Vista Voters were asked to approve an extension of
SSVEC service. They were not told that is was, in fact, a 4% tax increase.

In 2014 Sierra Vista voters are being asked to approve Vista 2030 a plan for the
future. The voters have not been told the cost of any project, or the funding source.
The city will make the decision which project to pursue and how to fund, with no
further input from the citizens.

How It Came To Be

Sierra Vista voters are being asked to approve a
dream city. Arizona requires cities, counties and
municipalities to prepare a strategic plan. A city the
size of Sierra Vista is required to provide seven
Elements. Vista 2030 has seventeen elements.

The seventeen Elements included in Vista are good
ideas, and would serve our city well but there are
neither costs nor priorities assigned to any of the
Elements.

And yet, without Vista 2030 ballot approval, the
city council, in its September 9, 2014 work session
began discussions on a city center, Element 17-4.

entertain the city center concept, but expanded the
vision to include a Gateway project. Land for the
city center, if located adjacent to Veterans
Memorial Park, is state trust land and could cost an
estimated $5 million dollars. Remember, thats
land without any improvements.

Given the amount of long term debt incurred by
the city, is it prudent to approve a city vision
without associated costs? Remember the city can fund
projects through the Municipal Property Corporation
without funding limits or voter approval. Do you
want your dream to become a taxpayer nightmare?

What is the cost of each project?

What is the funding source?

How are you going to pay down the current city debt
to the MPC?

Can we vote on each project before our dollars are
spent?
