EMSB CHAIRMAN ANGELA MANCINI QUESTIONS THE JUDGMENT OF ANNE LAGAC DOWSON

Montreal - October 20, 2014 Current EMSB Chairman, Angela Mancini, questions the judgment of
Anne Lagac Dowson who recruited as a member of her team, Mr. Julien Feldman as her candidate in
Ward 3 (Westmount - Sud-Ouest). Mr. Feldman has been found guilty of six violations of the Code of
Ethics for elected officials by three separate and independent Ethics Commissioners. These charges
were brought forward by parents, School Board personnel and Commissioners.
Mr. Feldman has repeatedly contravened the code of ethics. Penalties and sanctions ran from
reprimands to a one month suspension-a first for any EMSB commissioner and the most levied against a
single School Board Commissioner in the entire province of Quebec. These ethics cases have cost the
board tens of thousands of dollars in legal fees. It is interesting to note that while Mr. Feldman
preaches on one hand about fiscal responsibility, the EMSB has spent in the last 7 years thousands of
dollars in legal fees directly linked to these Ethics cases, states Mrs. Mancini.
Mrs. Mancini said, Mrs. Lagac Dowsons choice of candidates shows a lack of judgment and high
tolerance for unethical behaviour. This is deplorable. No leader at any level of government would accept
a candidate with this blatant record of misconduct against parents, School Board personnel and fellow
Commissioners, especially since Mr. Feldman has demonstrated over the course of the last 7 years
destructive behaviour towards the EMSB.
