Pursuant to Republic Act 7079 titled An Act Providing for the Development and Promotion of Campus
Journalism and for other Purposes, the Division Schools Press Conference (DSPC) shall be conducted at
Bacarra National Comprehensive High School, Bacarra, locos Norte on November 24,25 & 26, 2014. The
theme of this year's conference is “Empowering Resilient Communities Through Campus Journalism”.
‘The conference aims 10:
‘a. Empower resilient communities through campus journalism;
b. Demonstrate understanding among campus journalists) participants the importance of
journalism by expressing it trough different journalistic endeavors and approaches;
cc. Provide a venue for an enriching learning experience for pupils and students interested in
4. Promote responsible journalism and fair and ethical use of social media and
fe. Enhance journalistic competence through healthy and friendly competitions.
Participants in the DSPC are campus journalists from the 20 Districts and 54 High Schools and private
school who will compete in the following categories (English and Filipino): a) Newswriting b) Editorial
Writing c) Feature Writing d) Sports Writing ¢) Copyreading and Headline Writing f) Editorial Cartooning
£) Photojournalism h) Science and Health Writing )lluko Writing j) Radio Scriptwriting and Broadcasting
and k) Collaborative Writing, and campus paper advisers ofthe student pupil writers.
“These events are for bosh elementary and secondary pupils/ students (private and public). The number of
pupils’ student writers ofeach disiric/ high school is broken down as follows: a) 7 winners in the district!
pee 1 in the secondary level competitions in the 7 categorics x 2 (English and Filipino) and | team x 2
‘English and Filipino) for Radio Scriptwriting and Broadcasting; 1 team x 2 (English and Filipino) in
Collaborative Writing who are non — contestants in any of the individual events.
Contests in News writing (for elementary), editorial writing and feature writing (for secondary) in Hlocane
‘will also be held in separate testing rooms simultaneous with the Contests in English and Filipine. These
‘are open for all officially registered elementary and high school campus writers.
Participants in the photojournalism category must use digital cameras (point and shoot only) with a
maximum of 16 megapixels. DSLR and other high - end digital cameras with DSLR features shall not be
‘lowed in order to level the playing field. Blank or empty storage cards (compact flash, SD cards, MMC)
shail be provided by the participants which shall be submitted to the secretariat for checking and coding @
day before the actual competition.
Participants in collaborative publishing should bring their own laptops, priters and extension wires in the
contest rooms.
‘A participant may join in any ofthe individual writing contest inthe same medium (English or Filipino)
provided there is no conflict in schedule.
‘Schoo! Heads concemed should be reminded to undertake measures to ensure that there will no disruption of
‘les during the DSPC. Relieving teachers should be assigned to take care of classes of schoo} paper
Sdvisers. Campus journalists should be given special classes/ assignments to make up for the session they
shall miss.10.

‘As decided by the officers of the Elementary and Secondary School Paper Advisers Association ina meeting
held at the Division Office Conference Hall last October 20, 2014, a registration fee of Eight hundred pesos
‘only (Php 800.00) shall be collected from each participant (School Paper Adviser and Campus Journalist)
to defray expenses for meals, snacks, certificates, electric consumption, honoraria of speakers! trainers/
members of the board of judges for the group contest, and other incidental expenses relative to the
conference. The amount collected may be charged against local o other school funds subject to the usual
accounting and auditing rules.
. This is @ live — in conference. There are sessions/ activities scheduled at night, thus all participants are
enjoined to attend these sessions.
. Participants are advised to bring their own sets of bedding and eating utensils (spoons, forks, plates and
glasses) and schoo! 1D.
Honesty shall be upheld in the conference at all times. The school paper advisers and heads of the
delegations shall be responsible for any act of dishonesty, violence or negligence in the implementation of
the guidelines for the conference, Any participant who will violate the guidelines imposed shall be
disqualified from the contests.
District Journalism Coordinators and Secondary School Paper Advisers are instructed to pre — register the
names of participants not later than November 5, 2014 for billeting purposes. Should there be any questions,

Copies of school papers should be presented upon registration to qualify participants to join the individual
writing contest. ‘The deadline for the submission to the Division Office of two (2) copies of the schoo!
papers for the group contest is on November 15, 2014.
Please refer to DepEd Memorandum No. 221 for the guidelines on the conduct of the various events’
categories,
‘The first meal to be served will be supper of November 24, 2014,
‘The decision of the board of judges in all areas of the group and individual writing contests is final and
irrevocable.
Immediate dissemination of the contest of this memorandum is desired.
