OFFICE MEMORANDUM
Subject: Travelling Allowance Rules - Implementation of the recommendations of the Fifth Central Pay Commission.
The undersigned is directed to say that in pursuance of the decisions taken by the Government on the
recommendations of the Fifth Central Pay Commission relating to Travelling Allowance entitlements, vide this Ministry's
Resolution No. 80(1)/IG/97 dated 30th September 1997, sanction of the President is conveyed to the modifications
in the Traveling Allowance Rules as set out in the Annexure to this Office Memorandum in so far as they apply to
Chilan employees of the Central Government belonging to Groups A, B, C and D. Separate Orders willbe issued by
the Ministries of Defence and Railways in respect of their personnel
2. Theterm ‘pay’ for the purpose of these orders refers to pay in the revised scales of pay promulgated under
the Central Civil Services(Revised Pay) Rules, 1997. In the case of employees who opt to retain the pre-revised
scales of pay, the term ‘pay’ wil include, besides pay in pre-revised scales of pay, D.A. and Interim Relief atthe rates
applicable under the orders in force prior to 1.1.1996.
‘8, These orders take effect from 1st October 1997. However, ithe regulation of Travelling Allowance entitlements
interns of the revised entitlements now presoribed results in a lowering of the existing entitlements in the case of
any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of
sexommodation, ete., shall not be lowered. They wil instead continue to be governed by the earlier orders on the

4. Employees who had undertaken tours or had been transferred between October 1, 1997 and the date of
igsue of these revised orders and whose TA claims have been settled with reference to their earlier entitlements may
aso be permitted to submit supplementary claims based on their revised entitlements and draw the arrears on this
account.
6. The revised Travelling Allowance entitlements prescribed in the Annexure to this Ofice Memorandum shall
also be applicable In the case of those employees who had retired from government service prior to tt Octobe
4697 but had relocated from their last station of posting only on or after 1st October 1997 and within the period of
limitation prescribed for tho purpose. Attention is also invited inthis connection to the clarificatory orders issued 7
the Goverment of India, Ministry of Finance, Department of Expenditure Office Memorandum No.19030/6/86-E.1V
dated 12th May 1987.

4. Revised classification of employees in pay ranges s
in supersession of S.A. 17 and G.O.l, MF, O.M.No.19030/5/86-E.1V, dated the 24th November. 1986, the
‘groupings of pay ranges are revised as follows with effect from 1.10.1997:
())Rs.16,400 and above
(i) Rs.8,000 and above but less than Fis.16,400
(ii) s.6,500 and above but less than Ris.8,000
(¥)_Rs.4,100 and above but less than is 6,500
(V) Below Rs.4,100.
2. Accommodation entitlements for Journeys on Tour
A. Mileage Allowance for journeys by Air
tn pattial modification of S.R. 48-A, 48-B and G.O.1., MF., O.M.No.19030/5/86-E.1V(B), dated the 18th March,
1987, and OM, No.19030/5/73-E.1V(B), dated the 18th February, 1975, with effect from 1.10.1997, travel by air
vuthis tne country will be permissible on tour in the case of oficers in receipt of pay of Fis.10,400 and above at their
MMeotion, provided thet officers drawing pay between Rs. 12,300 and Ris.16,400 may also be permitted to travel by
grat thei discretion ithe distance involved is more than 500 km and the journey cannot be performed overnight by
direct train serviceldirect slip coach service.
Inthe case of international travel, oficers of and above the level of Secretaries to the Government of India and
of equivalent status shall be ented to travel by first class, officers of the level of Additional Secretaries andl Joint
Secretaries and of equivalent status by Business/Club class and all other officers by Economy class.
B. Mileage Allowance for Journeys by Rail
insupersession of &.R. 84 and orders issued thereunder, the pay ranges and the travel entitlements for journeys
by rail on tour will be as follows with effect from 1.10.1997:

‘Chair Car may, at their discretion, travel by IAC 2-Tier sleeper where any ofthe trains connecting the originating
ret icaiimation stations concerned by the direct shortest route do not provide these three classes of
