OPA 90 was effective as of August, 1990 and it

requires newly built tankers trading in US waters to be
fitted with double hull structure.
In the MEPC of IMO held in March, 1992, the draft
amendments to the International Convention for the
Prevention of Pollution from Ships was adopted in
which either the double hull tanker or mid-deck
tanker is obliged for new tankers.
