1. Where do the Bangsamoro people stand now?


a. Are there any provisions in the local law that can apply to them?
i. The ARMM, is this enough?
ii. Can Protocol II be an argument in favor of the Bangsamoro people?
2. What are the requisites for international Recognition?
3. Can international recognition of the Bangsamoro people force the Philippines in to alienating its
lands?
a. Ex. Through Protocol II, or entering into treaties with them.
4. What are the requisites for the Bangsamoro people to be recognized in the PH as a separate
entity?
5. What should be given higher credence? The constitutional provision on the government not
being allowed to reduce sovereignty, or the principle of self-determination?
a. What is the self-determination under the constitution? Is it internal self-determination?
Or is it external self-determination?
b. To what extent can the government let go of the sovereignty over certain portions of its
land?
c. To what extent will the international community recognize sovereignty?
6. If ever the Bangsamoro Bill is passed, to what extent will the Republic of the Philippines be
beholden to the Bangsamoro People?
