Second Buddhist Council

The 2nd Buddhist Council took place 100 years after the demise of the Buddha. This
Council was held under the patronage of the King Kalasoka at Valukarama in
Magadha kingdom.
The main reason for this Council was the ten unlawful rules accepted by the Vajji
monks. The ten unlawful rules are:
1. Singilona-Kappa >the practice of carrying salt in a horn.
2. Dvaxgula-Kappa > the practice of taking meals when the shadow is two fingers
broad.
3. Gqmantara-Kappa > the practice of going to another village and taking a second
meal there on the same day.
4. Avqsa-Kappa > the observance of the Uposatha ceremony in different places in the
same parish.
5. Anamati-Kappa > get sanction for a deed after it is done.
6. Qccina-Kappa >using used practices as precedents.
7. Amathita-Kappa > the drinking of buttermilk after the meals.
8. Jalogi-Kappa > the drinking of toddy.
9. Adasaka nis]dana-Kappa > using a rug which has no fringe.
10. Jqtar[pa Rajata-Kappa > the acceptance of gold and silver.
In the certain day Ven. Yasa was visiting the Vajji land and he heard of these practices.
Ven Yasa went back to Magadha and sought the help of other older monks to preserve
the words of the Buddha. Ven Yasa with the consent of Ven. Sabbakami and
Ven.Revata decided to the Council.
Ven. Revata started to preserve the teachings of the Buddha with 700 monks at under
support of the King Kalasoka. This Council lasted 8 months. The ten points were
rejected and Vajji monks. Vajji monks decided to hold another council at Vesali was
known as Mahasamgiti. So after this council the Mahasangha split into two
Theravada and Mahasamghika.
According to Mahayana records ten points did not influence very much to the 2nd
Buddhist council. According to them the important reason for the 2nd Buddhist Council
was the five points raised by Ven.Mahadeva questioning the perfection of Arahants.
The Five Points:
(1) The Arahants are subject to temptation.
(2) The Arahants may have residue of ignorance.
(3) The Arahants may have doubts regarding certain matters.
(4) The Arahants gain knowledge through others help.
(5) One can attain Arahantship by just saying How Sad.
