EDMS 33882559 dated 7/21/2005 5.40 MILLION gallons unauthorized discharge into neighborhood canal from unanticipated bypass of Waste Water Treatment Plant, July 11, 2005 through July 13, 2005 for approximately 71 hours, discharging a mixture of untreated stormwater and process wastewater. The Waste Water Treatment Plant was greatly constrained by mechanical operating problems (loss of performance by WWTP cooling tower sump pumps and piping system problems) and storage capability was not available due to prior storm events. Although the Louisiana DEQ public service announcements inform residents that the oil from just one vehicle oil change will contaminate over a million gallons of water, Murphy Oil reports that this discharge of 5.40 MILLION gallons would not be expected to cause an adverse offsite impact
