Step by step Neighbour Relation creation (Swap) - Example Site X - For 2G system

:
1. Inform other vendor team to create our site X cell data in their system as ex
ternal cell (So later their system can recognized site X cell as neighbour candi
date - 2G only)
2. Define which of other vendor cells we want to make neighbour to our site X ce
ll (So later site X cell have target for HO to their system - 2G only)
3. In our BSC, create other vendor cell data as external cell in our system (So
later our system can recognized their cell as neighbour candidate - 2G only)
4. In our BSC, create neighbour relation between sector in site X (2G to 2G)
5. In our BSC, create neighbour relation from site x cell to already define othe
r vendor cell in step 2 (2G to 2G)
6. In our BSC, create our 3G cell data as external cell (So later our 2G cell ca
n recognized our 3G cell as neighbour candidate - 2G to 3G)
7. In our BSC, create neighbour relation between sector X cell 2G to its surroun
ding 3G cell (Also itself if it have 3G system) which we want to make the neighb
our (2G to 3G)
8. In our RNC, create our 2G cell data as external cell (So later our 3G cell ca
n recognized our 2G cell as neighbour candidate - 3G to 2G)
9. In our RNC, create neighbour relation between its surrounding 3G cell to sect
or X cell 2G (Also from itself if it have 3G system) to make incoming HO from 3G
system possible (3G to 2G)
