    TheSecurityCouncilandGeneralAssembly,
    AcknowledgingthattheUNhaspositionedineffectivesanctionsonTheDemocratic
    PeoplesRepublicofKorea(DPRK)inpursuitofeliminatingnucleartechnologyin
    NorthKorea,

    Emphasizingthatpreviousresolutions(2084,2094)haveunsuccessfullypreventedthe
    developmentofnuclearweaponstechnologypresentstheurgentobligationofresolving,

    Recallingtheprevious2013and2014threatsofnuclearattacksonseveralstates
    includingtheUnitedStates,Japan,SouthKorea,andChina,theDPRKtestinglong
    rangemissilesandbombs,resultinginlackofreceptivityfromtheUN
    causingDPRKsinclinationtocontinuedevelopmenttoincreaseandproveprior
    preventionapproachesunsuccessful,

    DeeplyconcernedforthesecurityofthethreatenedstatesiftheDPRKsnuclearprogram
    advances,andtheprogramfailstoberestrictedbytheUNssanctionsandresolutions,

    Notingwithregretthelossoflifeanddestructionofanuclearattackwouldbe
    catastrophicandtheexpensesofaidandrepairarecostlyincurrencyandresources,

    Believingthattheuseofmilitaryactionandforceswillonlyaddtothedestructionand
    lossoflife,

    Havingconsideredthatinresultofthedetonationofanucleararmament,thenuclear
    radiationwouldlingerfordecadesandcauseseriousenvironmentaldestruction,

    Recognizestheexpecteddeficiencyofrecentresolutions(2141)andproposesanew
    methodofpreventioninpursuitofassistingtheSecurityCouncilwitharesolutionlikely
    tobeprovensuccessfulandapprovedbytheDPRK,


    Guidedbypriorstatementsofanewresolutionwiththeinternationalinterestcallsupon
    allnationstoconsiderthefollowing,
    1. RequeststhattheGeneralAssemblyandtheSecurityCouncilremainacceptingand
    encouragingconcerningtheallowanceofdevelopingfriendlyalliancesthroughtradewith
    NorthKorea

    2. RemindsthatDPRKisusingalliancestorebuilditseconomy,becomeintegratedintothe
    internationalcommunity,andnolongerseeuseinobtainingitsnuclearprogram:

    (a)Withapreresolutionpeacetreatyofferbetweenallnations

    (b)WithatleastthesignaturesoftheUnitedStatesandNorthKoreaonthepeace
    treatytodiminishadominantconflict,withdisregardofthisresolutionifthe
    treatyisnotsigned

    3. Emphasizesthatwhenthetreatyissigned,economictradesanctionswillbeplacedto
    preventtradeofnucleartechnologytonationswithrespecttoNorthKoreassovereignty:

    (a)Withathirdpartyenforcer,alltradewillbecheckedupondepartureand
    arrival(proposedinresolution1847)

    4. FurtherremindsthatDPRKisasovereignnationandthepriorityofthisresolutionisto
    developfriendlyinternationalrelationsandtonotdepriveNorthKoreaofitssovereignty

    5. NotesthatChinaandalliesofNorthKoreainthisresolutionwillencourageallnationsto
    supporttheDPRKinsolvingthisnuclearcrisisbyremainingopenmindedandpatient,
    keepinginmindthatNorthKoreaisstillundergoingdevelopmenttostabilizeitself

    6. Requeststhatthesigningofthetreatyandtrademonitorsaresucceededwithinninety
    (90)daysofthisresolutiongettingpassed

    7. Stronglyacceptsthatallnationsopposedtothisresolutionwillnotbeinvolvedwithany
    NorthKoreanrelationsconcerningnucleartechnologyuntiltheyhavegivenconsentto
    signthepeacetreaty

    8. ConcludesthatDPRKmayrefusetosignthetreatywiththeUnitedStatesinwhichcase
    thisresolutionwillnotpassandtheUNwillgobacktopreviousresolutionsmadebythe

    UnitedNationsandpassedbytheSecurityCouncil(resolutions2084,2094)inresponse
    oftheiropposition.
