ARESOLUTION,TOFORMASOLUTION

TheSecurityCouncilandGeneralAssembly,

HavingheardfromaNewYorkTimesarticle,TheOneStateSolution,theauthor,
MuammarQaddafi,stated,ThehistoryofIsrael/Palestineisnotremarkablebyregional
standardsacountryinhabitedbydifferentpeoples,withrulepassingamongmanytribes,
nationsandethnicgroupsacountrythathaswithstoodmanywarsandwavesofpeoples
fromalldirections.Thisiswhyitgetssocomplicatedwhenmembersofeitherpartyclaimsthe
righttoassertthatitis
their
land.,

Realizingthatthisviolentlevelofconflictbetweenthetworeligiousfaiths,theIsraelis
andthePalestinians,hasgoneonsincethe1947Partitiontosplitthelandbetweenthetwo
independentreligiousgroups,

Alarmedbythefactthatpastresolutions,(181,194)havefailedtopreventviolence
betweentheIsraelisandthePalestinians,andIsraelhasbeenunwillingtocompromisewith
Palestineclaimingthatanylandthatissharedwillresultinmorebloodshedandwars,

DeeplydisturbedbythearticleThestoryofRafat,Palestinianfromarefugeecampin
OccupiedPalestinewhichstates,IworkedinabookstoreinJerusalem.The55kmdistance,
whichinnormalcircumstancestakesaboutanhour,alwaystakesmorethan3hours(each
way)becauseofthemanymilitarycheckpointsandsandshelters.Thisisinadditiontothe
expectedinterrogations,beatings,andarrest,whichcouldbefornoreasonbutdependingon
thesituationandthemoodofthesoldieratthecheckpointinthatspecificday.,

Recognizingthatthesefivemillionrefugeecampsareviolatinghumanrights,andthe
UnitedNationsCharter,whichstatesthatanyonelivinginunhealthyconditions,suchasthe
Palestinians,shouldbegrantedfullsupportandaidfromtheUnitedNationsandother
surroundingcountries,

NotingwithdeepconcernthatthisoverpopulationinIsraelhasresultedinillegal
IsraelisettlementsonPalestinianterritories,andthecreationoffivemillionrefugeecamps
placedinsurroundingcountriestotryandsecureatemporaryhomeforthePalestinians,

DeeplyregrettingpastdraftresolutionwritteninaUnitedNationsarticle,whichstated,
Asolutionwhichfulfilledthevisionoftwoindependent,democraticandprosperousStates
Israelandasovereign,contiguousandviableStateofPalestinelivingsidebysidein
peaceandsecurityinmutuallyandinternationallyrecognizedborders.,

Welcominganewresolutiontothisconflict,whichinvolvesfairandequalrightstoall
partiesinvolved,aswellaspeacebetweenbothreligiousgroups,thattheSecurityCouncil
shouldtakeintoconsideration,

1. RequeststheSecurityCouncilandGeneralAssemblytobeconsideratetowards
Israel,anditsresponsetothenewresolution:

a. WiththeexpectationthatifIsraelweretohaveanoutbreakonthisresolution,
theUnitedNationsandSecurityCouncilwillstepintoensurepeacetowardsall
partiesinvolved

2. ExpressesitshopeforagreaterfutureintheMiddleEast,bycreatingatwostate
solution:

a. Thelandwillbedividedbacktothe1947PartitionPlan,aswellasanymutually
agreedlandswapnegotiationsbetweenthetwopartiesinvolved

b. TheSecurityCouncilandUnitedNationswillhelpenforceborders,aswellas
ensurejustice,equality,andrespecttobothreligiousfaithsinvolvedinthis
conflict

3. FurtherrequeststhatallcurrentIsraelisettlementsthatarebuiltinPalestinianlandare
consideredillegal,andshallbedestroyedtoallextent:

a. AllIsraeliscurrentlylivinginillegalsettlementsshallbeplacedbackintothe
Israeli1947borders,orshallbemovedtosurroundingcountries

b. AllIsraelismovedtosurroundingcountriesofIsraelshallbegranted
citizenship,andwillworktosupporttheircountryseconomy

4. Drawstheattentiontotheoverpopulationofthetwoparties,andfurtherdeploresthat
allPalestiniansnotabletoreturnbacktotheir1947bordersshallalsobegranted
citizenshipinsurroundingcountries,andwillworktosupporttheirnewcountries
economy:

a. Countriesthatchosetotakeintheremainingrefugeeswillbegranted
humanitarianaidsupportedfromtheUnitedNationsandotherwillingcountries,
suchasRussia


5. Recommendsthatinordertokeepandachievepeacebetweenbothpartiesa
peacekeepingmissionwillbesentinfromtheUnitedNationstoensuresafetywhile
theprocessofthe1947PartitionBordersarebeingputbackintoplace:

a. Asthisresolutiongoesthroughapeacetreatywillbesignedbetweenthetwo
partiesensuringthattherewillbenoattacksoranyviolenceagainstone
another

b. Ifanypartybreaksthepeacetreatyorthreatenstheotherstateinanyway
sanctionswillbeplacedonthatpartyorstatetoensureitwonthappenagain

6. Remindseveryonethatallpartiesinvolvedwillbeensuredequalandfairrights,as
wellasfreedomofmovementthroughtheirownstate

7. Encouragesthisresolutiontobefollowedthroughinasixyeartimeperiod,beforeany
majorwars,bloodshed,orfurtherslaughterbetweenthetwopartiesarises

8. TakesnoteofthefactthatisIsraelrefusesthisresolution,byrefusingthepeace
treatiesandthe1947PartitionPlan,thenthisresolutionwillbeaddedtothelistofpast
resolutions,madebytheUnitedNations,thathavefailedtogothroughasaresultof
Israelsrebelliousactsandcontinuescreationofillegalsettlements.
