Assembly Member
Municipality of Anchorage, Alaska

2005-2008

Elected to the Anchorage Assembly to represent the citizens of the East District. Worked
across ideological boundaries to develop craft and pass legislative actions, bills, and
amendments to best serve Anchorage and the East District community during Mayor Mark
Begichs administration.

BUDGET and TAXES. Co-Chair Assembly Budget and Finance Committee


o One of two Assembly Members to vote against Mayor
Begichs 2006 final budget proposal
o Proposed to add staff to the Assembly members from a
proposed $3 million reduction of taxpayers contributions to
fund non-profit agencies to challenge the Mayors budgetary
agenda
o Voted against the extremely excessive 2006 Anchorage
School District Budget
o Opposed new facility for ML&P that included an employee
health gym and other non-essential amenities costing an
additional $3-5 million taxpayer burden

PUBLIC SAFETY
o Drafted resolution to rescind the 2003 Assembly resolution that made Anchorage a
sanctuary city for illegal immigrants
o As Chairman of the Public Safety Committee, pushed the administration to continue efforts
to make local gangs in Anchorage a top priority for our police
o Drafted ordinance requiring a $1000 fine for those caught driving without insurance, but

Co-sponsored the ordinance to add a Chapter for creating authority and procedures for

Drafted ordinance to limit drug ingredients in the making of METHAMPHETAMINE

ROADS and DEVELOPMENT


o Supported the Long Range Transportation Plan to take out language that enhanced public
transportation as a priority
o Fought against the $5 million Lake Otis-Tudor pedestrian
improvements as wasteful spending of taxpayers dollars until the
Bragaw-Elmore St extension was finished for re-evaluation
o Stanch supporter to revise the very restrictive Sign Ordinance in
the favor of businesss to market and advertise themselves more
freely
o Co-sponsored Ordinance to specify use of stop work orders in the
enforcement of subdivision agreements and the right to appeal
o Worked to help Wal-Mart acquire a rezone of their residential lot
to build a store in East Anchorage adjacent to their industrial zoned lot
o Supported $1.5 million for the first step development of the CREEKSIDE TOWN CENTER
PROJECT

EDUCATION and COMMUNITY


o No Smoking Ordinance: proposed several amendments to the citys new smoking ban that
would allow smoke shop businesses and private clubs to be exempt from the ban
o Oversaw the citys plans to acquire new land for future schools
o Halted a drive by Assembly members to require bicycle helmets for adults by successfully
changing the proposed ordinance that required helmets for children under 16.

CRONYISM and CONFLICT OF INTERESTS


o Defeated the re-appointment of a UAA Ethics Professor for the
MOA Ethics Board, a Mayor Begich financial supporter in violation
of the citys Ethics Code
o Drafted ordinance that banned city lobbyist with felony convictions
under ten years to preform lobbying work with the city (Bill BobrickTom Anderson corruption case)
o Naming Ordinance. Revised the citys process for naming roads and public facilities,
allowing for more public input and providing for name selection criterias
o Aggressively challenged Mayor Begichs wasteful spending for developing the $34 million E
Street renovation project adjacent to his wife and familys business with heated sidewalks
and other amenities
